Speaking at the conference to announce the planning of Can Tho City for the period of 2021 - 2030, with a vision to 2050 and investment promotion held on the morning of December 10, Mr. Tran Viet Truong, Chairman of the People's Committee of Can Tho City affirmed that the planning is the foundation and solid premise for Can Tho City to continue to expand its vision and accelerate comprehensive breakthroughs. This planning also demonstrates the desire to bring Can Tho to new heights, affirming its role as a core urban area of ​​the Mekong Delta region, developing adaptively in the new situation, worthy of the potential position of the Tay Do land.

Speaking at the conference, Prime Minister Pham Minh Chinh said that the Party and State have set out many tasks and solutions for rapid and sustainable development of the Mekong Delta region, especially implementing three breakthroughs in infrastructure, institutions and human resources. The Government has also issued an action program to implement Resolution 13 of the Politburo on the Mekong Delta region. The Prime Minister has also approved the planning of the Mekong Delta region; at the same time, implementing many major transport infrastructure projects, including 6 horizontal and vertical expressways.

To effectively implement the Can Tho planning, the Prime Minister requested that the city closely follow the Central Resolutions and maximize the local internal strength.

"We are determined to build the North-South expressway, from Ho Chi Minh City to Ca Mau. Many sections and expressways will be inaugurated at the end of this year and by 2025, the expressway to Ca Mau must be basically completed. Along with that, we will upgrade and restructure to promote Cai Cui port, research Tran De port, Hon Khoai port and high-speed railway from Ho Chi Minh City - Can Tho, develop inland waterways. Most recently, we are implementing a program of 1 million hectares of high-quality, low-emission rice in the Mekong Delta," the Prime Minister mentioned. To effectively implement the planning of Can Tho, the Prime Minister requested that the city must closely follow the Resolutions of the Party, the Politburo, the National Assembly, and the Resolutions of the Government for implementation. The Prime Minister especially emphasized and requested that Can Tho promote its internal strength. "First, promote intellectual resources, promote innovation, science and technology as the main driving force for development, promote green transformation, digital transformation, develop circular economy, sharing economy, knowledge economy. Second, promote the construction and completion of transport infrastructure connecting regions and the whole country, from new development space, new development driving force, reduce logistics costs, improve competitiveness for products and goods, especially fresh agricultural products that need to be transported quickly. Third, promote public-private cooperation, mobilize diverse development resources, including state capital, private capital, loans, attract FDI investment through administrative procedure reform, improve the business environment to be more open and favorable... Finally, effectively implement specific mechanisms and policies and continue to research and propose appropriate mechanisms and policies to thereby create development resources," the Prime Minister emphasized. Speaking to investors, the Prime Minister expressed: "I call on investors to come to Can Tho, the center of a fertile delta region with a long-standing historical and cultural tradition; the people are hard-working and have a clear identity. With a serious and long-term investment strategy, linked to the planning of the region and of Can Tho, I believe that investors will be successful, on the principle of harmonious benefits and shared risks for mutual development". The Prime Minister also requested relevant ministries and branches to accompany and promptly and effectively resolve recommendations and proposals from Can Tho and the people and businesses; promptly complete relevant legal regulations and policies.

Mr. Nguyen Van Hieu, Secretary of the Can Tho City Party Committee, also expressed his thanks to the investors who chose Can Tho to conduct research and promote investment, contributing to promoting the development of Can Tho City in the right direction of the planning. According to Mr. Hieu, the investment cooperation memorandums focus on investment in the fields of infrastructure development of industrial parks, development of production, manufacturing, processing industry, fuel industry, high-tech supporting industry; the fields of developing high-quality service and trade systems in health, education, culture, sports, information technology, transportation, and logistics on a large scale will accelerate the industrialization process of the city. Thereby, it will help the city have conditions to implement new urban development projects, urban embellishment, combined with handling of housing along canals, landslide and flooding areas, infrastructure quality and improving the quality of life of the people; as a premise to modernize the city in accordance with the planning just approved by the Prime Minister. The Secretary of the Can Tho City Party Committee also affirmed that Can Tho will resolutely and quickly implement plans, action programs, and projects to concretize the Prime Minister's decision to approve the planning. At the same time, he committed to implementing administrative reforms, convenient, open, and timely investment procedures to promote investment, bid to select investors, auction clean land locations, unlock the city's land resources, and create new momentum for the city to develop quickly and sustainably.
