On November 18 (local time), within the framework of the G20 Summit in Rio de Janeiro, Brazil, Prime Minister Pham Minh Chinh had many meetings and exchanges with leaders of countries and international organizations attending the Conference.
In an atmosphere of friendship, openness and trust, Prime Minister Pham Minh Chinh conveyed the warm regards of General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to the leaders, and at the same time, conveyed the invitation of General Secretary To Lam and President Luong Cuong to the leaders to visit Vietnam in the near future.
The Prime Minister affirmed that Vietnam always wishes to further strengthen cooperation with countries and international organizations, bringing the development relationship to a new height, in substance and in depth.
For their part, leaders of countries and international organizations expressed their appreciation for Vietnam's socio-economic development achievements in recent times, as well as Vietnam's role and position in the international arena, affirming that they will continue to promote multifaceted cooperation with Vietnam and look forward to visiting Vietnam soon.
At the meeting with General Secretary and President of China Xi Jinping , Prime Minister Pham Minh Chinh affirmed that Vietnam considers developing cooperative and friendly relations with China a strategic choice, a top priority in Vietnam's foreign policy of independence, self-reliance, diversification and multilateralization, and hopes that the two sides will continue to closely coordinate to implement high-level common perceptions and joint statements and documents signed during recent high-level visits between the two countries.
Recalling his recent meeting with President Luong Cuong at the recent APEC Summit, General Secretary and President of China Xi Jinping emphasized that it is very necessary for the two sides to regularly maintain high-level contacts, demonstrating the closeness and trust between the two countries.
General Secretary and President Xi Jinping also highly appreciated the results of cooperation between the two governments in recent times and wished to continue taking practical measures to improve the effectiveness of implementing agreements and common perceptions between the two sides, strengthening substantive cooperation, first of all in the construction of three railway lines connecting the two countries.
General Secretary and President of China Xi Jinping also hopes that the two sides will continue to support and coordinate each other at multilateral forums and respectfully invite key Vietnamese leaders to visit China at an appropriate time.
Meeting with US President Joe Biden , Prime Minister Pham Minh Chinh expressed his gratitude for President Joe Biden's strong support for the development of Vietnam - US relations and hoped that in the future, regardless of his position, President Joe Biden would continue to support and make practical contributions to the bilateral relationship. Pleased to meet Prime Minister Pham Minh Chinh again, President Joe Biden affirmed that the Prime Minister is a good friend of the United States. President Joe Biden expressed his joy to see that, during his term, the two countries have upgraded their relationship to a Comprehensive Strategic Partnership and affirmed his support for the continuous development of the US - Vietnam relationship.
At the meeting with Indian Prime Minister Narendra Modi , Prime Minister Pham Minh Chinh congratulated Prime Minister Modi on the occasion of India's traditional Diwali festival, wishing the Indian people, under the leadership of the new Government headed by Prime Minister Modi, to continue to achieve many outstanding development achievements.
Prime Minister Pham Minh Chinh proposed three priority directions to promote the Comprehensive Strategic Partnership in depth and effectiveness.
Firstly, the Vietnamese government encourages large Indian investment projects in strategic areas such as transport infrastructure, logistics, high technology, oil and gas, renewable energy, etc. Secondly, it proposes to further strengthen business connections and government-business dialogue to seek cooperation opportunities and resolve outstanding issues. Thirdly, it recommends strengthening people-to-people exchanges.
Prime Minister Pham Minh Chinh invited Prime Minister Modi to visit Vietnam and attend the P4G Summit in Hanoi in 2025. Prime Minister Modi expressed his appreciation for Vietnam in India's foreign policy and will seriously consider Prime Minister Pham Minh Chinh's invitation to visit Vietnam next year.
In a discussion with Japanese Prime Minister Ishiba Shigeru , Prime Minister Pham Minh Chinh congratulated Mr. Ishiba Shigeru on being elected as the new Prime Minister of Japan and hoped that the two sides would continue to strengthen the friendship and political trust between the leaders and people of the two countries through regular high-level visits.
The Prime Minister proposed that the Japanese Government continue to provide new generation ODA loans to Vietnam and have policies to improve the quality and living and working conditions of the Vietnamese community in Japan.
For his part, Prime Minister Ishiba Shigeru agreed to comprehensively strengthen bilateral political, economic, trade and investment cooperation, and pledged to create the best conditions for the Vietnamese community living and working in Japan.
Meeting with President of the Republic of Korea Yoon Suk Yeol , Prime Minister Pham Minh Chinh made three important proposals to promote bilateral relations, including continuing to promote delegation exchanges and high-level contacts; Korea continuing to provide large-scale ODA and preferential conditions to help Vietnam develop infrastructure and respond to climate change; and strengthening economic and trade cooperation, striving to achieve the target of 100 billion USD in turnover by 2025 and 150 billion USD by 2030.
Agreeing with the Prime Minister's proposals, the President of the Republic of Korea also expressed his readiness to welcome key Vietnamese leaders to visit Korea in 2025, and will direct relevant agencies to actively coordinate with Vietnam to implement agreements reached during recent visits by senior leaders of the two countries.
At the meeting with Indonesian President Prabowo Subianto , Prime Minister Pham Minh Chinh once again congratulated Mr. Prabowo Subianto on his inauguration as President of the Republic of Indonesia for the 2024-2029 term. Prime Minister Pham Minh Chinh hoped that the two sides would actively exchange views and upgrade the Vietnam-Indonesia Strategic Partnership in 2025 on the occasion of the 70th anniversary of diplomatic relations; and work together to soon bring bilateral trade turnover to 18 billion USD.
Prime Minister Pham Minh Chinh also emphasized that the two countries need to encourage and facilitate the business community to invest in each other's markets, including cooperation in developing the Halal market.
In response, President Prabowo Subianto affirmed that Indonesia always attaches importance to developing and enhancing cooperative relations with Vietnam commensurate with the advantages and potentials of each country. President Prabowo Subianto expressed his agreement with Prime Minister Pham Minh Chinh’s proposals and suggested that the two sides strengthen bilateral and multilateral cooperation to address international and regional issues of mutual concern.
In their discussion with French President Emmanuel Macron, the two leaders expressed their delight at the results of General Secretary To Lam’s recent official visit to France, assessing this as a breakthrough visit in upgrading the two countries’ relations to a comprehensive strategic partnership. The two leaders stressed the need for both sides to actively discuss and concretize cooperation mechanisms and agreements in all areas.
Prime Minister Pham Minh Chinh highly appreciated France's role and global initiatives in responding to climate change. French President Emmanuel Macron expressed his desire to strengthen bilateral cooperation in areas such as digital transformation and artificial intelligence (AI) technology.
Prime Minister Pham Minh Chinh and German Chancellor Olaf Scholz also discussed measures to bring bilateral relations to a new height, as well as regional and international issues of mutual concern, proposing many orientations to actively contribute to maintaining peace, stability, cooperation and development in the region and the world.
Meeting with UN Secretary-General António Guterres , the two leaders were pleased to meet again since the 44th-45th ASEAN Summit in October 2024 in Laos. Prime Minister Pham Minh Chinh highly appreciated the role of the Secretary-General and UN agencies in maintaining peace, stability, narrowing the gap and promoting development globally.
The Prime Minister also expressed his gratitude for the United Nations' valuable cooperation and support for Vietnam's renovation and development over the past nearly 40 years and affirmed that Vietnam values and supports the central role of the United Nations in global governance.
United Nations Secretary-General Antonio Guterres congratulated Vietnam on its socio-economic development achievements and affirmed that in a world of many changes, Vietnam has still achieved positive results in national development, is a model of peace and sustainable development, and is a bright spot in international relations that other countries should learn from.
At the meeting with President of the European Commission Ursula von der Leyen , Prime Minister Pham Minh Chinh congratulated Ms. Ursula von der Leyen on her re-election as President of the European Commission and sincerely thanked the European Union leaders for their visit and material support to help Vietnam overcome the consequences caused by super typhoon Yagi.
To further strengthen the Vietnam - EU relationship in the coming time, the Prime Minister proposed three important orientations, namely: Increasing the exchange of delegations, especially high-level delegations; focusing on removing obstacles and outstanding issues in the bilateral relationship, including the EC's early removal of the IUU "Yellow Card"; requesting the EU to urge the remaining 9 member countries to soon ratify the Vietnam - EU Investment Protection Agreement (EVIPA), continue to maintain ODA and provide financial and technical support for Vietnam to adapt to the EU's new regulations on sustainable development, and at the same time, provide maximum support in terms of capital, technology, and human resource training to help Vietnam effectively implement the Political Declaration establishing the Just Energy Transition Partnership (JETP).
Positively assessing the proposals of Prime Minister Pham Minh Chinh, President of the European Commission Ursula von der Leyen agreed that Vietnam and the EU need to continue to strengthen cooperation in economics, trade, investment, and better exploit the Vietnam-EU Free Trade Agreement (EVFTA). Ms. Ursula von der Leyen suggested that the two sides actively coordinate to improve the effectiveness of ASEAN-EU cooperation, hoping that Vietnam will support the EU's initiatives for peace, stability, and development cooperation in the Asia-Pacific and Indian Ocean regions.
On this occasion, Prime Minister Pham Minh Chinh invited Ms. Ursula von der Leyen to pay an official visit to Vietnam and attend the 4th Summit of the Partnership for Green Growth and the Global Goals (P4G) hosted by Vietnam from April 14-17, 2025.
Prime Minister Pham Minh Chinh also had many frank and positive discussions with leaders of Malaysia, the UK, Italy, Turkey, Portugal, Mexico, South Africa, Angola, Tanzania, Qatar and Saudi Arabia; and international organizations such as the United Nations Conference on Trade and Development, the World Trade Organization, the International Monetary Fund, the World Bank and the Asian Infrastructure Investment Bank.
