On the morning of February 1, 2025 (the 4th day of the Lunar New Year), Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project through Binh Duong province. This is also an important and strategic project for the Central Highlands region.
Also attending the groundbreaking ceremony organized by the People's Committee of Binh Duong province were comrade Nguyen Minh Triet, former member of the Politburo, former President; members of the Party Central Committee: Deputy Prime Minister Tran Hong Ha, Minister, Head of the Government Office Tran Van Son, Minister of Transport Tran Hong Minh, Minister of Planning and Investment Nguyen Chi Dung, Minister of Natural Resources and Environment Do Duc Duy, leaders of ministries, branches and localities; and a large number of local people.
This is the first event in the Prime Minister's working program to start and inspect important national projects and key works in the transport sector.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project connects from Ho Chi Minh City Ring Road 3 to Chon Thanh town (Binh Phuoc province). This is the first expressway connecting Ho Chi Minh City with Binh Duong, Binh Phuoc and will continue to connect with Chon Thanh - Gia Nghia Expressway (Dak Nong) to connect to the Central Highlands.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway is 59.2 km long, of which the section through Binh Duong is 52.1 km long; through Binh Phuoc is 7.1 km long. In addition, there is a section connecting from Ring Road 2 to Ring Road 3, about 7 km long, including 4 km invested by Binh Duong province with an 8-lane urban road scale and 3 km in Ho Chi Minh City's territory that has not been invested.
The investment in the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway will connect the Southeast region, create development momentum for localities, and open up new development space. When the Chon Thanh - Gia Nghia expressway project is completed, it will connect with the Central Highlands region, create regional linkages, promote economic and social development, and ensure national defense and security for localities in the region and the whole country.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project, Phase 1, has just started construction with a scale of 4 lanes; total investment of about 17,400 billion VND, of which construction and installation costs are more than 8,833 billion VND, implemented under the public-private partnership (PPP) method; implementation period is 36 months from the effective date of the contract; expected to be completed in 2027.
The investor consortium includes the Industrial Development and Investment Corporation (Becamex IDC), the Infrastructure Development Joint Stock Company (Becamex IJC), the Becamex Binh Phuoc Infrastructure Development Joint Stock Company (BCMC) and the Deo Ca Group Joint Stock Company.
The project investor consortium is a combination of units in the Becamex ecosystem - a key state-owned enterprise of Binh Duong province and Deo Ca Group - a leading unit in Vietnam in the field of investment - general contractor - operation management of transport infrastructure projects.
On this occasion, Binh Duong province granted investment decisions to build 7 social housing projects with a total capital of nearly 8,500 billion VND, expected to provide 9,200 apartments as homes for workers and low-income people; granted investment licenses to 8 foreign investment projects (including newly granted projects and adjusted projects) with a total investment capital of more than 1.2 billion USD.
Important and strategic significance to the Central Highlands
Giving the order to start the project, Prime Minister Pham Minh Chinh emphasized the significance of this "celebrating the Party, celebrating Spring" event in the atmosphere of the whole country celebrating the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), celebrating the spring and welcoming the Lunar New Year 2025, demonstrating the spirit of drastic, urgent and effective work of the Party Committee, government, army and people of Binh Duong province.
On behalf of the Party and State leaders, the Prime Minister acknowledged, commended and highly appreciated the efforts and achievements of Binh Duong province in 2024, especially in attracting investment, reforming administrative procedures, green transformation, digital transformation, making important contributions to the overall achievements and results, together with the whole country achieving and surpassing all 15/15 socio-economic development targets in 2024, of which 12 targets were exceeded.
The Prime Minister emphasized that 2025 has a special significance, with many important tasks: Promoting economic growth of 8%, striving for double-digit growth in the coming time; reviewing and making efforts to complete socio-economic development targets for the 2021-2025 period; organizing party congresses at all levels, towards the 14th National Party Congress; continuing to reorganize the apparatus; organizing celebrations of major national holidays, etc.
The Prime Minister requested Binh Duong province to closely follow the above-mentioned tasks, continue to promote the tradition of many years through generations, the spirit of self-reliance, self-improvement, innovation, be a model province for the whole country to learn from, excellently complete tasks, and actively contribute to promoting 3 strategic breakthroughs in institutions, infrastructure, and human resources.
The Prime Minister hopes that Binh Duong will be a pioneer in implementing Resolution 24 of the Politburo on the development of the Southeast region, a pioneer in implementing regional planning, a pioneer in attracting high-quality investment, a pioneer in developing regional connectivity infrastructure, and together with the whole country, entering a new era - an era of striving to develop richly, civilizedly, and powerfully, with people increasingly happy and prosperous.
Regarding the implementation of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project through Binh Duong province, the Prime Minister requested Binh Duong province to review procedures, ensure publicity, transparency, and prevent corruption and negativity; recalculate progress, strive to complete the project on September 2, 2026 (earlier than expected in 2027); ensure quality, technique, aesthetics, safety, and environmental sanitation; inspect, urge, and take care of people's resettlement, ensuring that the new housing is better than or equal to the old housing.
Construction contractors, consultants and supervisors with the highest responsibility must closely follow the goals and requirements, strictly comply with regulations on construction investment management; fully and correctly implement construction procedures and processes; work with the spirit of "overcoming the sun, overcoming the rain, not losing to storms", "eating quickly, sleeping urgently", working in "3 shifts and 4 shifts", working through holidays and days off.
Emphasizing the strategic significance of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh project and its extension to Gia Nghia (Dak Nong), the Prime Minister stated that this project mostly passes through Binh Duong province, which is very important to Binh Duong, but even more important to the Central Highlands, "with this road, Dak Nong can escape poverty and Binh Phuoc can become rich."
Therefore, the Prime Minister requested Ho Chi Minh City to urgently invest as soon as possible in the 3km section in Ho Chi Minh City, and Binh Phuoc province to speed up the implementation of the remaining 7km section through the province with the spirit of not waiting or relying on others, and the goal of completing it in 2025 to connect the entire route when the section through Binh Duong is completed.
The Prime Minister also requested that in the first quarter of 2025, the Ministry of Transport, the Ministry of Planning and Investment, relevant ministries, branches and localities must complete the procedures to start construction before April 30, 2025 on the expressway from Chon Thanh (Binh Phuoc) to Gia Nghia (Dak Nong) to connect the Central Highlands and the Southeast. This is a command of the heart, which must be carried out to meet the expectations of the people, meet the development requirements and pay tribute to those who have passed away, contributed and sacrificed for the country, for this land.
At the same time, the Prime Minister requested Ho Chi Minh City and Tay Ninh to urgently prepare procedures to soon start the Ho Chi Minh City - Moc Bai expressway project; promote projects connecting the Southeast region such as Bien Hoa - Vung Tau expressway, Ho Chi Minh City Ring Road 3 and Ring Road 4 projects, etc.; study and deploy the metro line connecting Ho Chi Minh City (from Ben Thanh - Suoi Tien) to Binh Duong.
Appreciating Binh Duong's commencement of social housing projects, contributing to rapid and sustainable development according to the Party and State's policies, the Prime Minister requested ministries, branches and localities to continue to innovate their working methods, cut down procedures, eliminate requests for permission, quickly prepare and implement social housing projects in the direction of promoting decentralization and delegation of power to localities, resolutely implement and complete the program of building 1 million social housing apartments.
In particular, the Prime Minister requested to change the concept of quality and living environment of social housing; not all places that do not have commercial housing should have social housing. Social housing has support from the State in terms of land, support from banks in terms of capital and support from other entities. With the forms of renting, buying and hire-purchasing, social housing must ensure quality, green, clean, beautiful, with full infrastructure of transportation, electricity and water, telecommunications, healthcare, education, essential social infrastructure, etc.
On this occasion, the Prime Minister requested localities to resolutely implement and complete the elimination of temporary and dilapidated houses nationwide by 2025.
