On the morning of December 11, at the Presidential Palace, Prime Minister Pham Minh Chinh chaired the welcoming ceremony for Prime Minister of the Kingdom of Cambodia Samdech Moha Bovor Thipadei Hun Manet on an official visit to Vietnam from December 11-12, 2023, according to the protocol reserved for heads of foreign governments on official visits to Vietnam.

This is Prime Minister Hun Manet's first official visit to Vietnam in his new position, contributing to further strengthening the good relationship between Cambodia and Vietnam.

In a warm atmosphere, Prime Minister Pham Minh Chinh welcomed Cambodian Prime Minister Samdech Moha Bovor Thipadei Hun Manet with a warm hug and handshake. Students from Hanoi presented the Cambodian Prime Minister with a bouquet of fresh flowers. The two Prime Ministers walked on the red carpet amid the greetings of students with colorful flags in their hands. When the two leaders stepped onto the podium, the national anthems of the two countries were played.

In a solemn atmosphere, the two Prime Ministers of Vietnam and Cambodia walked forward to salute the national flags of the two countries. Prime Minister Pham Minh Chinh invited Prime Minister Hun Manet to inspect the Guard of Honor of the Vietnam People's Army. The two Prime Ministers introduced to each other the members of the high-ranking delegations of the two countries attending the welcoming ceremony; and together witnessed the welcoming parade of the Guard of Honor of the Vietnam People's Army.

After the welcoming ceremony, the two Prime Ministers moved to the Government Office for talks. Before the talks, Prime Minister Pham Minh Chinh and Cambodian Prime Minister Hun Manet visited a photo exhibition on the country, people and good relations between Vietnam and Cambodia, organized by the Government Office in coordination with the Vietnam News Agency.

According to the program of the official visit to Vietnam, the Cambodian Prime Minister will have talks and meetings with the highest leaders of the Party and State of Vietnam to review the results of cooperation and discuss ways to promote the Vietnam - Cambodia cooperation in the coming time to become more extensive, substantive and effective. Along with that, Cambodian Prime Minister Hun Manet and Prime Minister Pham Minh Chinh will exchange with Vietnamese students and attend the Vietnam - Cambodia Business Forum. After 56 years of establishing diplomatic relations, especially nearly 20 years of the relationship of "Good neighborliness, traditional friendship, comprehensive cooperation, long-term sustainability" between Vietnam and Cambodia has been constantly consolidated and developed in all fields, bringing practical benefits to the people of the two countries, actively contributing to peace, stability and cooperation in the region and the world.
The two sides regularly maintain delegation exchanges at all levels, especially high-level exchanges and contacts; cooperation between ministries, branches and localities of the two countries is increasingly vibrant and effective; people-to-people exchanges, especially in border provinces, take place actively and widely, contributing to strengthening solidarity, friendship, cooperation and mutual assistance between the two nations and peoples.

Cooperation in defense, security, health, education, culture, tourism, and transportation between the two countries has been enhanced. Vietnam and Cambodia support and closely coordinate with each other at international, regional, and sub-regional forums, contributing to enhancing the prestige and position of each country in the region and the world.
In particular, economic, trade and investment cooperation between the two countries has developed rapidly and achieved encouraging results. In 2022, Vietnam-Cambodia trade turnover reached 10.57 billion USD, an increase of about 10.88% over the same period in 2021. Vietnam is currently Cambodia's third largest trading partner and Cambodia's largest trading partner in ASEAN. To date, Vietnam has 205 valid investment projects in Cambodia with a total registered capital of 2.94 billion USD, ranking first in ASEAN and in the top 5 countries with the largest direct investment in Cambodia, and ranking second among 79 countries and territories with Vietnam's investment.

On the momentum of developing that good relationship, the two sides wish to continue promoting the achievements, strengthen close relations and further expand cooperation in all fields, closely implementing the contents agreed by the two sides to practically contribute to consolidating and improving the effectiveness of cooperation between the two countries.
In particular, the two sides wish to promote cooperation, connect the two economies, contribute to supporting each other in building an independent, self-reliant economy associated with deep, substantive and effective international integration; create more favorable conditions for investment and business cooperation activities of enterprises of the two countries, especially in areas such as border trade, economic development cooperation in border areas, realizing the idea of tourism cooperation "one journey, three destinations" between Cambodia, Laos and Vietnam...
