On the morning of August 14, Prime Minister Pham Minh Chinh, Head of the Steering Committee for reviewing and handling difficulties in the system of legal documents, chaired a meeting of the Government Standing Committee on reports proposing amendments and supplements to laws under the management of the Ministry of Planning and Investment.

Also attending the meeting were Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Tran Luu Quang, leaders of ministries, branches and agencies.
Delegates discussed and gave opinions on two contents: Report on the draft Law on Public Investment (amended); Report on the draft Law on amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding. These two contents were chaired by the Ministry of Planning and Investment.
Previously, the Steering Committee for reviewing and handling problems in the legal document system, immediately after its establishment, held two meetings, identifying groups of contents that need to be amended in laws with many urgent problems that need to be handled to remove bottlenecks, promote growth, control inflation and stabilize the macro economy in the current context.

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the proposed amendments to the above laws have a full political, legal, and practical basis, thereby implementing the Party's resolutions, the Politburo's conclusions, the directions of key leaders, and the resolutions of the National Assembly and the Government.
This is of great significance, contributing to the implementation of three strategic breakthroughs: preventing corruption and negativity; overcoming the fear of making mistakes and responsibility among a number of cadres and party members; meeting the wishes of people and businesses to reduce administrative procedures, combat harassment, reduce compliance costs; remove difficulties, mobilize and effectively use all resources for development.
Recognizing and praising the efforts, responsibility, and preparation work of the Ministry of Planning and Investment, as well as the sincere and accurate comments made at the meeting, the Prime Minister affirmed his determination to remove obstacles in legal documents and emphasized that this is a key task in August; requesting ministries, branches, and agencies to prioritize time and resources for this work in the spirit of "working during the day is not enough, working at night", arranging for competent, dedicated, and responsible officials, and promptly rewarding and disciplining them.

Regarding the proposal to develop the Law on Public Investment (amended), the Prime Minister emphasized a number of guiding viewpoints: What is ripe, clear, proven to be correct in practice, effectively implemented, and agreed by the majority, should continue to be implemented and legalized; no scattered investment, the central investment budget should focus on regional, national, and international connectivity, the central budget supporting localities must also follow this direction; flexibly use central and local capital sources; lead public investment, activate private investment, mobilize and effectively use all social resources; do not create an environment for negativity, eliminate the mechanism of asking for and giving; cut down administrative procedures, promote decentralization and delegation of power along with resource allocation, improve implementation capacity, clarify the responsibilities of each agency and each level, and have tools to strengthen supervision and inspection; timely rewards and discipline in public investment.

Regarding the proposal to develop a draft Law amending and supplementing a number of articles of 4 laws (Law on Planning, Law on Investment, Law on Investment under the public-private partnership model and Law on Bidding), the Prime Minister basically agreed with the proposal on amendments and supplements to remove difficulties and obstacles in the investment implementation process, speed up progress, improve planning quality, simplify procedures, speed up project implementation progress, bidding packages...
The Prime Minister emphasized the need to both resolve urgent problems in practice and create development for the future; the viewpoint of harmonious benefits and shared risks; encourage strategic and high-tech investors; carefully assess the impact; if it is clear that amendments are needed, propose them immediately; consider proposing amendments to a number of other related laws; report to competent authorities on issues beyond their authority.

The Ministry of Planning and Investment shall fully synthesize, continue to review and carefully study the recommendations of ministries, branches and localities on difficulties and obstacles in the implementation of the above laws, paying attention to clearly identifying urgent contents that need to be prioritized for immediate amendment of each law; contents on which there are still different opinions among ministries, branches and localities during the review process; contents that need to be further studied, summarized and carefully evaluated to propose for consideration when comprehensively amending and supplementing these laws.
Basically agreeing and giving opinions on a number of specific policy proposals, the Prime Minister assigned Deputy Prime Minister Tran Luu Quang to directly direct the development of proposed draft laws; the Ministry of Planning and Investment to promptly absorb opinions at the meeting, revise and complete the dossier proposing the development of draft laws, especially the content of policies; closely coordinate with the National Assembly agencies, organize to collect opinions from relevant agencies, organizations, subjects, experts and scientists; submit to the Government for consideration to submit to the National Assembly for consideration and approval at the 8th session (October 2024), ensuring progress, quality, meeting practical requirements and people's wishes.
