Do not let shortages or hoarding of goods occur to serve people during Tet
To resolutely implement Directive No. 26-CT/TW of the Secretariat on organizing the Giap Thin Lunar New Year 2024; well prepare conditions to serve people to celebrate the Giap Thin Lunar New Year joyfully, healthily, safely and economically; promote the recovery and development of production and business in all fields by the end of 2023 and the Lunar New Year; The Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with ministries, branches and localities:
Closely monitor and grasp the market situation, proactively direct localities to have plans to prepare supplies of essential goods and goods with high consumer demand, ensure quality, fully and promptly meet people's needs, and avoid shortages, hoarding, and disruptions in goods supply that cause sudden price increases.
Strengthen market inspection and control, promptly and strictly handle violations of the law on competition, hoarding, price listing, trading, transporting, storing prohibited goods, smuggled goods, goods of unknown origin, counterfeit goods, poor quality goods, goods infringing intellectual property rights, etc., focusing on essential goods with high consumer demand at the end of the year and during the Lunar New Year.
Direct petroleum businesses to have plans to ensure energy supply such as electricity and petroleum for the domestic market before, during and after the 2024 Lunar New Year, absolutely not allowing shortages in any situation.
The Ministry of Finance shall preside over and coordinate with ministries, branches and localities to closely monitor price and market developments, especially essential consumer goods and services and items subject to price stabilization, promptly direct and take measures to strictly handle violations of price laws within its authority.
Support for workers with reduced income, job loss, or underemployment
The Ministry of Labor, Invalids and Social Affairs shall preside over and coordinate with ministries, branches and localities to focus on reviewing and grasping the living conditions of policy beneficiaries and people in difficult circumstances to care for them and promptly have appropriate support policies.
Organize visits and give gifts to the right people, in accordance with the regime, publicly and transparently, avoid duplication and overlap, do not take advantage of or profit from policies, ensure that all policy beneficiaries have gifts and receive gifts before Tet, and no one goes without Tet.
The Ministry of Labor, Invalids and Social Affairs monitors and grasps the labor situation in industrial parks, export processing zones, economic zones, especially in localities with a large concentration of laborers, creating favorable conditions for laborers to take Tet holidays and return to work after Tet. Pay attention to supporting laborers who have suffered a sharp decrease in income, lost or underemployed due to the impact of natural disasters, epidemics, and businesses that have narrowed production and business.
Along with that, it is necessary to strengthen the work of protecting and caring for children, ensuring that all children have a happy and warm Tet holiday; strengthen inspection and supervision of the implementation of prevention and control of accidents and injuries to children, prevention of violence, abuse of women and children, and prevention of domestic violence during the Lunar New Year.
Organize healthy, safe, and economical recreational activities for people; provide guidance on protecting children from cultural, informational, entertainment products and activities, toxic toys, and gambling.
Organize medical examination and treatment well, be on duty 24/7
The Ministry of Health shall preside over and coordinate with ministries, branches and localities to direct units and localities to strengthen measures to prevent and control epidemics, especially epidemics that are at risk of breaking out in the winter-spring season and dangerous emerging epidemics that are likely to enter our country.
Monitor, supervise, detect early and promptly and thoroughly handle infectious disease outbreaks, preventing them from spreading in the community; fully prepare chemicals, vaccines, equipment, means and human resources to ensure meeting requirements for disease prevention and control, and be ready to respond to possible situations.
Organize medical examination and treatment well, and be on duty 24/7. Proactively prepare human resources, adequate supplies of medicines, blood, infusion fluids, supplies, chemicals, equipment, etc.; arrange hospital beds and vehicles to respond to and serve treatment and emergency care, especially traffic accidents, fires, injuries, food poisoning and treatment of patients with infectious diseases during Tet.
Promote propaganda and dissemination of legal regulations and knowledge on food safety to raise public awareness and consciousness; strengthen inter-sectoral inspection and examination, closely monitor and ensure food safety before, during and after Tet; promptly detect and strictly handle violations.
Ensure sufficient medicine for the people, avoid sudden price increases, scarcity, and shortage of medicine for medical examination and treatment. Strengthen inspection and examination of drug trading establishments, promptly detect and strictly handle violations, especially regarding drug quality, counterfeit drugs, and drugs not permitted for circulation.
Strictly handle violations of alcohol concentration and carrying more people than prescribed.
In addition, the Directive also requires the Ministry of Transport to preside over and coordinate with ministries, branches and localities to strengthen the regulation and strictly manage transportation activities to serve people's travel needs during the Lunar New Year. This will prevent people from returning home late for Tet due to lack of means of transportation.
Effectively implement solutions to control and reduce traffic accidents and overcome traffic congestion, especially on routes connecting Hanoi, Ho Chi Minh City, major traffic hubs and festival areas. Strengthen security and order at airports, train stations, bus stations and tourist and festival sites.
Regularly inspect and prevent drivers from violating alcohol and drug levels, carrying too many passengers, and illegally increasing fares; strictly handle violations. Strengthen conditions to ensure rescue when incidents and accidents occur, and prevent traffic jams at toll stations.
The Ministry of Public Security presides over and coordinates with ministries, branches and localities to ensure absolute safety for the activities of Party and State leaders, key targets and projects, important political, foreign affairs, cultural and social events of the country and New Year festivals.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with ministries, branches and localities to organize cultural, artistic and sports activities to ensure that people can celebrate Tet happily, warmly, safely and economically, in accordance with civilized lifestyle, customs, practices and fine cultural traditions of the nation.
Strengthen guidance, inspection, examination and supervision of the organization of cultural, sports and tourism activities, and management of local festivals before, during and after Tet; promptly prevent negative manifestations, taking advantage of festivals for illegal profits, superstition, etc.
