Will the admission process become more complicated?

At the regular Government press conference on December 7, the press asked: "According to many experts, in the draft university admission regulations, the control of early admission quotas is no more than 20%. The remaining 80% for the general admission exam will create more fairness for candidates.

Will the admission process become more complicated, increase the number of virtual candidates, and make candidates wait while they may have all the factors to be admitted early? Please give your opinion on this issue from the Ministry of Education and Training!

Responding to the press, Deputy Minister of Education and Training Hoang Minh Son said: The Ministry of Education and Training, as well as other ministries and branches, when amending documents, are based on legal and practical grounds.

During the implementation of the enrollment regulations, the Ministry monitors and listens to the opinions of experts, those directly involved in enrollment and training of schools, departments, education management, etc.

We want to adjust the admission regulations based on the rules. The most important rules in education are fairness and quality. Besides, we try to improve efficiency as well as create convenience for candidates and schools.

Yesterday, the Ministry of Education and Training also organized a very frank and open discussion with the participation of about 50 experts - those who directly work in enrollment and training at higher education institutions, those with many years of experience (10-20 years); Directors, Deputy Directors of Departments of Education and Training, those who directly manage teaching and organizing teaching for high school students.

Experts and insiders strongly agree with the draft of the Ministry of Education and Training, which adheres to the principles of fairness, quality, and efficiency.

Early admission is like a race, everyone is hard-working but the results are not high.

Analyzing the necessity and impact of this amendment, Deputy Minister Hoang Minh Son said: The starting point of early admission was about 6-7 years ago.

Previously, general admission was conducted after students had their high school graduation exam results. Since 2017, some training institutions have begun to consider early admission based on students' academic records and other achievements.

When a training institution recruits early, it is like a race. When one institution does it, other training institutions cannot stand still and must also rush into that competition.

Everyone is working hard, from the training facilities that have to prepare from the beginning of the year for enrollment, collecting documents, and reviewing admissions, and the students in grade 12 are also rushing to get certificates, make applications, and then the teachers have to confirm paperwork... to collect enrollments.

All the hard work but the results are not high. For every 8 successful wishes (in early admission), there is only 1 wish to enroll; or for every 2 candidates who are successful early, only 1 student enrolls later.

Early admission creates injustice

When early admission is done independently by each school, and when the Ministry implements a common admission system that can select the wishes of schools and majors, then the illusion arises.

The general rate is like that, but each school and each industry cannot predict the virtual rate, leading to schools wanting to consider admission early to meet the quota or have many early admission quotas, leading to uncertain determination of admission quotas and admission scores, and often the admission scores will have to be lower to be able to recruit more, the admission rate cannot be predicted, and the virtual rate is very large.

We have seen that in the past few years, the benchmark scores in the general round of some majors have skyrocketed. There was a student who got 25 points to be admitted to this major, but in the end, the benchmark score was 26 points, while with early admission, the candidate who applied early was already admitted. From unfairness comes the quality is not guaranteed.

Because early admission is given to students who have not completed high school graduation, it also creates unfairness.

Students who have the conditions can study early and complete the first semester program, but most students have to finish the program by May. Thus, the admission scores based on students' academic results are uneven, also creating injustice.

And the negative impact on teaching and learning in general education is that many students have the mentality that they have already passed the entrance exam so they don't care about studying anymore, they just go to class to sit around and play.

Many students entering grade 10 of specialized schools are almost assured of being admitted and do not focus on comprehensive learning, studying subjects that are really necessary for future training.

Therefore, the quality of general education has a negative impact, leading to the quality of university training later on, when students are not prepared with a good foundation.

Reduce early admission rate , only candidates with outstanding abilities will be admitted directly

From these shortcomings, the Ministry has drawn from many years of practice, listening directly to opinions from insiders to make adjustments. By reducing the early admission rate, only those with truly outstanding abilities will be admitted directly. Students focus on the general admission round to ensure fairness, quality as well as efficiency and convenience.

Yesterday, the opinions of experts and insiders were mostly in agreement with this draft, with many delegates even suggesting to abolish early admission.

The Deputy Minister said: "We will consider this, whether to keep 20% or to cancel early admission and combine it into a general admission round."

The Ministry of Education and Training has also prepared a complete database of school transcript scores, high school graduation exam scores, competency assessment scores, thinking assessment scores, etc. of schools.

At that time, schools only considered the scores, students were also assured to finish grade 12 and choose their wishes, without having to do much, without having to submit documents by paper, without having to go to each school, just choosing the right major, the right school on the system and automatically everything was completely digitalized.
