On the afternoon of February 20, the 23rd Session (Special Session) of the 16th Hai Phong City People's Council, term 2021 - 2026, approved and decided on many important and urgent contents, serving the requirement of streamlining the apparatus.
At the meeting, the City People's Council delegates voted and unanimously passed 11 resolutions. Specifically, the resolutions include: Policy on contributing funds from the city budget to implement the Lao Cai - Hanoi - Hai Phong railway construction investment project (section through Hai Phong city); Amending and supplementing a number of articles of the Regulations on principles, criteria, and norms for allocating public investment capital from the Hai Phong city budget for the period 2021 - 2025 issued together with Resolution No. 12/2020 of the City People's Council; Adjusting and supplementing the list of land plots for bidding for investment projects using land in Hai Phong city for the period 2025 - 2026; Regulations on the content and level of expenditure for implementing scientific and technological tasks using the Hai Phong city budget ...
In particular, an important content that people, cadres, civil servants and public employees are interested in is the Project on additional support policies for cadres, civil servants, public employees and workers in implementing the organizational arrangement of the political system in the city.
According to the project, Hai Phong plans to spend more than 6,000 billion VND to provide additional support for civil servants and public employees who retire early, equal to the one-time allowance received under Decree 178/2024.
Officials, civil servants, public employees, and workers who are eligible for early retirement and leave their jobs will receive a one-time support equal to the total amount of benefits according to Decree 178/2024. Officials who leave their leadership or management positions or are elected to a lower position will receive a one-time support of one to six months' salary.
According to the roadmap, from 2025 to 2030, the number of cadres, civil servants and public employees receiving salaries from the state budget in Hai Phong must be reduced by 6,500 people. The total additional support budget according to the city's own policy is more than 6,000 billion VND. Of which, Hai Phong plans to spend 4,542 billion VND on the education - health sector; about 1,462 billion VND on the remaining sectors; and about 75 billion VND in support for those who stop holding leadership and management positions or hold lower leadership and management positions.
At the meeting, Hai Phong also decided to establish 6 departments and branches on the basis of merging 12 departments and branches, including: Department of Finance, Department of Construction, Department of Agriculture and Environment, Department of Science and Technology, Department of Home Affairs, Department of Culture, Sports and Tourism.
