On Saturday, May 25, 2024, the National Assembly continued the sixth working day of the 7th Session of the 15th National Assembly at the National Assembly House, Hanoi.

Morning
Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall.
The National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee, Deputy Head of the National Assembly's Supervisory Delegation Le Quang Manh present the Report of the National Assembly's Supervisory Delegation "on the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023".

After that, the National Assembly discussed the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023".
At the discussion session, 29 delegates spoke and 1 delegate debated. The delegates basically agreed with the Report of the Supervisory Delegation and the draft Resolution of the National Assembly; highly appreciated the timely promulgation by the National Assembly, the Government, ministries, branches and localities that actively organized the implementation of Resolution No. 43/2022/QH15 and the resolutions of the National Assembly on a number of important national projects and achieved many positive results, contributing significantly to the effective implementation of the guidelines and policies of the Party, the National Assembly and the Government in preventing and fighting the Covid-19 pandemic, strongly promoting the total investment demand of the economy, creating an important driving force to promote growth, support socio-economic recovery and development.
In addition, delegates focused on discussing the following contents: the fulfillment of the purposes and requirements of the supervision; the current status of the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies, support for the Socio-Economic Recovery and Development Program and the Resolutions of the National Assembly on a number of important national projects; the results achieved, shortcomings, limitations and causes, responsibilities of agencies, organizations and individuals in implementing the resolutions, lessons learned when implementing decisions and policies in a special and specific context; the suitability and feasibility of short-term and long-term solutions in the Supervision Report and the draft Resolution submitted to the National Assembly...
Delegates also proposed and recommended many solutions to overcome shortcomings and limitations and improve the effectiveness of implementing Resolution No. 43/2022/QH15 and resolutions of the National Assembly on a number of important national projects.
Afternoon
From 14:00 to 15:00: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly continued to discuss in the hall the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the resolutions of the National Assembly on a number of important national projects until the end of 2023".
Delegates focused on discussing the following contents: shortcomings in the current Mineral Law such as regulations on mineral protection and mineral recovery that have affected the implementation of many projects, component projects under the 3 National Target Programs and socio-economic development investment projects; difficulties in organizing contractor selection; interest rate support policies through commercial banks have not really come into effect...
Delegates also requested the Government and the Ministry of Health to promptly propose investment in primary health care and preventive medicine; clarify the reasons for the slow progress of many projects; and recommend extending the implementation time of some specific projects.
At the end of the discussion, Governor of the State Bank of Vietnam Nguyen Thi Hong and Minister of Planning and Investment Nguyen Chi Dung explained and clarified a number of issues raised by National Assembly deputies.
From 15:00: The National Assembly discussed in groups: (1) Investment policy for the North-South Expressway construction investment project, western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc); (2) Adjustment of investment policy for the National Target Program on socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.
On Monday, May 27, 2024, the National Assembly spent the whole working day discussing in the hall a number of contents with different opinions in the draft Law on Social Insurance (amended).
