On Friday, June 2, 2023, the National Assembly continued the 11th working day of the 5th Session at the National Assembly House with plenary sessions in the hall chaired by National Assembly Chairman Vuong Dinh Hue.

Morning

Content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Law Committee Hoang Thanh Tung present a Report on explanation, acceptance and revision of the draft Resolution on the Law and Ordinance Development Program in 2024, adjusting the Law and Ordinance Development Program in 2023.

The National Assembly then voted to pass the Resolution by electronic voting, with the following results: 465 delegates participated in the vote (equal to 94.13% of the total number of National Assembly delegates), of which 446 delegates approved (equal to 90.28% of the total number of National Assembly delegates); 18 delegates did not approve (equal to 3.64% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.20% of the total number of National Assembly delegates).

Content 2: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to: Minister of Information and Communications Nguyen Manh Hung, authorized by the Prime Minister, present the Report on the draft Law on Telecommunications (amended); Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy present the Report on the review of the draft Law on Telecommunications (amended).

Content 3: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on People's Public Security.

At the discussion session, 21 delegates spoke, in which the delegates' opinions basically agreed with the Government's Submission, the draft Law as well as many contents in the Verification Report of the National Assembly's Committee on National Defense and Security, especially the necessity of promulgating the law according to the procedure at one session.

In addition, the delegates requested the drafting agency to supplement the impact assessment report of the draft Law, especially for special labor forces and specific fields in the People's Public Security and focus on discussing: Working time to consider promotion from Colonel to Major General; the number of additional positions with the highest rank being General; the addition of regulations on the highest rank being Senior Lieutenant General; the addition of regulations on the highest rank being Major General; on the rank of General for newly established units; on the highest rank being Colonel for the Chief of the City Police under the Central City, Regiment Commander; the highest service age of officers, non-commissioned officers, and police workers; the roadmap and time of application of the increase in the highest service age, especially in cases of immediate increase; on regulations on special cases that are extended beyond 62 years old for men and beyond 60 years old for women; effective date; On the authority to promulgate criteria and standards for early promotion, promotion beyond rank, and extension of service age.

There are also opinions that the Ministry of Public Security should study and more clearly regulate the use of rapid weapons when suppressing crimes, limiting the sacrifice and loss of police officers and soldiers in other legal documents.

At the end of the discussion session, Minister of Public Security To Lam spoke to explain and clarify a number of issues raised by National Assembly delegates.

Afternoon

Content 1: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to Minister of Public Security To Lam, authorized by the Prime Minister, present the Report on the draft Law on Citizen Identification (amended); Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Report on the review of the draft Law on Citizen Identification (amended).

Content 2: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.

At the discussion session, 12 delegates spoke, in which the delegates basically agreed with the Government's Submission, the content of the draft Law and the Verification Report of the National Assembly's Committee for National Defense and Security, especially the necessity of amending and supplementing the Law to promptly overcome shortcomings and limitations in the practical implementation of the Law, continue to reform administrative procedures in the field of entry and exit, create favorable conditions, attract more foreigners to enter Vietnam for tourism and work, contributing to promoting socio-economic recovery after the Covid-19 pandemic.

In addition, delegates focused on discussing: Supplementing regulations on other types of documents valid for exit and entry according to the provisions of international treaties to which the Socialist Republic of Vietnam is a member; grounds for increasing the duration of electronic visas; grounds for supplementing regulations on expanding the scope of conditions for granting electronic visas to citizens of countries and territories; grounds for increasing the temporary residence period for people entering the country under unilateral visa exemption from 15 days to 45 days.

Some delegates suggested that the drafting agency and the agency in charge of the review should evaluate and argue more closely the transfer of the function of presiding over and proposing the negotiation and signing of international treaties and international agreements related to the re-admission of Vietnamese citizens who are not allowed to reside abroad from the Ministry of Foreign Affairs to the Ministry of Public Security; add Border Guard Stations in border areas and border gates as agencies receiving temporary residence declaration information for foreigners when temporarily residing in border areas and border gates; not apply the principles of invitation, reception, and guarantee to visitors entering the country for tourism purposes; at the same time, suggest that the Drafting Committee review the provisions of this draft Law with the draft Law on Identification to ensure consistency, no contradictions, or overlaps...

At the end of the discussion session, Minister of Public Security To Lam spoke to explain and clarify a number of issues raised by National Assembly delegates.

Monday, June 5, 2023: In the morning, the National Assembly listened to: The presentation and the review report on the draft Law on Credit Institutions (amended); The presentation and the review report on the draft Law on Housing (amended). After that, the National Assembly discussed in groups the draft Law on Housing (amended).

In the afternoon, the National Assembly discussed in groups: Draft Law on Water Resources (amended); Draft Law on Credit Institutions (amended).
