On the morning of February 12, at the National Assembly House, under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man, the 15th National Assembly opened its ninth extraordinary session to review and give opinions on many important contents, focusing on serving the streamlining of the apparatus organization according to Resolution No. 18-NQ/TW of the Central Committee.
National Assembly delegates of Thai Binh province attended the opening session of the ninth meeting.
Attending the opening session were comrades: To Lam, General Secretary of the Party Central Committee; Nong Duc Manh, former General Secretary; Luong Cuong, Politburo member, President; Pham Minh Chinh, Politburo member, Prime Minister; Nguyen Van An, former Politburo member, former Chairwoman of the National Assembly; Nguyen Thi Kim Ngan, former Politburo member, former Chairwoman of the National Assembly; Tran Cam Tu, Politburo member, Standing member of the Secretariat; Do Van Chien, Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front; comrades of the Politburo, Secretaries of the Party Central Committee, Vice Presidents, Deputy Prime Ministers, comrades of the Party Central Committee; leaders of central departments, ministries, branches, mass organizations and leaders of localities. On the National Assembly side, there were comrades of the Party Central Committee, Vice Chairmen of the National Assembly; members of the National Assembly Standing Committee; Heads of Delegations, Deputy Heads of Delegations and National Assembly deputies of 63 National Assembly delegations of provinces and centrally run cities.
The delegation of the National Assembly of Thai Binh province included comrade Nguyen Khac Dinh, member of the Party Central Committee, Vice Chairman of the National Assembly; comrade Ngo Dong Hai, member of the Party Central Committee, Deputy Head of the Central Propaganda and Education Commission and other National Assembly deputies of the province attending the session.
Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man said that the ninth extraordinary session is of great significance, urgently considering and deciding on many urgent issues to serve the revolution of reorganizing and streamlining the apparatus, meeting the very high requirements of the country in the new era. This is an issue that is receiving high consensus and support from cadres, party members and people, and also creating a premise for organizational and personnel work at the 14th National Congress of the Party; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. In addition, the National Assembly will consider, decide and promptly remove difficulties and obstacles in terms of institutions and policies, create breakthroughs to perfect infrastructure, promote resources, create new development space, in order to successfully implement the goals set by the 13th National Congress of the Party.
At this session, the National Assembly will work for 6.5 days, from February 12 to February 19, 2025, to consider and decide on many contents:
Firstly, the National Assembly will consider and decide on fundamental laws and resolutions to implement the restructuring and streamlining of the apparatus to promptly concretize the policies and resolutions of the Party Central Committee on restructuring and streamlining the apparatus of the political system, operating effectively, efficiently and effectively, ensuring that agencies, organizations and units after restructuring and streamlining are truly "upgraded, raised to a higher level, with better quality and higher efficiency"...
At this session, the National Assembly will consider and pass four draft laws, including: the Law on Organization of the Government (amended); the Law on Organization of Local Government (amended); the Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; the Law on Promulgation of Legal Documents (amended) and five draft resolutions to implement the reorganization of the National Assembly and Government apparatus for the 15th National Assembly term.
Second, the National Assembly will consider and approve 7 resolutions to promptly remove difficulties and obstacles to promote the country's socio-economic development and specific mechanisms and policies for a number of projects and works such as: Supplementary project on socio-economic development in 2025 with a growth target of 8% or more; investment policy for the Lao Cai - Hanoi - Hai Phong railway project; specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City by 2035; additional investment plan for charter capital in the 2024 - 2026 period of the parent company - Vietnam Expressway Corporation; Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities; policies and specific mechanisms and policies to build nuclear power plants in Ninh Thuan...
Third, the National Assembly will carry out a number of personnel work contents under its authority, in accordance with Party regulations and State laws, and perfect positions to ensure that the new apparatus operates effectively and efficiently, meeting the country's development requirements in the coming period.
“The ninth extraordinary session of the 15th National Assembly took place in the early days of the spring of At Ty 2025 with new confidence and enthusiasm, in the joy of the country's development achievements. With a very high sense of responsibility, the agencies of the National Assembly, the Government, and relevant agencies have closely coordinated, made great efforts, worked day and night, even on holidays and Tet holidays to prepare the best quality content to submit to the National Assembly,” emphasized National Assembly Chairman Tran Thanh Man.
Continuing the morning agenda, the National Assembly listened to the presentation and verification report on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more; the presentation and verification report on the draft Law on amending and supplementing a number of articles of the Law on Organization of the National Assembly; the presentation and verification report on the draft Law on Promulgation of Legal Documents (amended). Next, the National Assembly deputies discussed in groups: the draft Law on amending and supplementing a number of articles of the Law on Organization of the National Assembly and the draft Law on Promulgation of Legal Documents (amended).
In the afternoon, the National Assembly held a plenary session in the hall to listen to the presentation and examination report on the draft Law on Organization of the Government (amended); the presentation and examination report on the draft Law on Organization of Local Government (amended); the presentation and examination report on the draft Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus. Next, the National Assembly deputies discussed the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly.
