Press Release No. 1, 9th Extraordinary Session, 15th National Assembly

On Wednesday, February 12, 2025, the 9th Extraordinary Session of the 15th National Assembly officially opened and entered its first working day at the National Assembly House, Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.

MORNING

- From 7:30 am: National Assembly holds preparatory session

The National Assembly listened to the speech of National Assembly Chairman Tran Thanh Man; and listened to the presentation of the Report on the reception, explanation and revision of the proposed agenda of the 9th Extraordinary Session of the 15th National Assembly by Member of the Standing Committee of the National Assembly, Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Tung. After that, the National Assembly discussed and voted to approve the agenda of the 9th Extraordinary Session of the 15th National Assembly with a high number of votes in favor.

- From 8:00 a.m.: National Assembly opens session

The National Assembly held the flag-raising ceremony. The National Assembly listened to the Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Tung announce the reason and introduce the delegates attending the Session. The opening session was attended by Comrade To Lam, General Secretary of the Central Executive Committee of the Communist Party of Vietnam; Comrade Luong Cuong, President of the Socialist Republic of Vietnam; Comrade Pham Minh Chinh, Prime Minister of the Socialist Republic of Vietnam; leaders and former leaders of the Party, State, and Vietnam Fatherland Front; representatives of leaders of Central Committees, Ministries, and branches; reporters from press agencies.

National Assembly Chairman Tran Thanh Man delivered the opening speech at the 9th Extraordinary Session of the 15th National Assembly.

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to the following contents: (i) National Assembly Chairman Tran Thanh Man delivered the opening speech at the 9th Extraordinary Session of the 15th National Assembly; (ii) Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented the Proposal and Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report on the verification of the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more; (iii) Secretary General of the National Assembly Le Quang Tung, on behalf of the National Assembly Standing Committee, presented the Submission and Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; (iv) Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Report on the examination of the draft Law on Promulgation of Legal Normative Documents (amended) (The opening session of the 9th Extraordinary Session of the 15th National Assembly was televised and broadcast live on Vietnam Television and Voice of Vietnam).

The National Assembly then discussed in groups: (i) Draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; (ii) Draft Law on Promulgation of Legal Documents (amended).

AFTERNOON

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall to listen to the following contents: (i) Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Report on the examination of the draft Law on Government Organization (amended); (ii) Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Report on the examination of the draft Law on Organization of Local Government (amended); (iii) Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Report on the examination of the draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.

After that, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on the Organization of the National Assembly. At the discussion session, 10 National Assembly deputies expressed their opinions. The deputies basically agreed on the necessity of amending and supplementing a number of articles of the Law on the Organization of the National Assembly in order to promptly institutionalize the Party's policies in Resolution No. 18-NQ/TW, Resolution No. 27-NQ/TW, Resolution No. 56-NQ/TW, Conclusion No. 121-KL/TW of the Party Central Committee and Conclusion No. 111-KL/TW of the Politburo, meeting the requirements of streamlining the organizational apparatus, improving the effectiveness and efficiency of the operations of the National Assembly agencies and the Office of the National Assembly; at the same time, they agreed with many contents of the draft Law.

In addition, the delegates focused on discussing the following contents: the authority of the National Assembly in making and amending laws; drafting laws, ordinances, and resolutions; the separation of the authority of the National Assembly from the authority of the Government and agencies in the state apparatus; the tasks, powers, and organizational structure of the National Assembly Council and Committees; the authority to decide on the functions, tasks, powers, and organizational structure of the National Assembly Council and Committees; the establishment of sub-committees of the National Assembly Council and Committees; the conversion of 2 Committees of the National Assembly Standing Committee into 2 Committees of the National Assembly; the issue of temporarily suspending the performance of tasks and powers of National Assembly deputies; regulations on the Secretary General of the National Assembly and the Office of the National Assembly; the establishment of the National Assembly's provisional committees; the organization of National Assembly sessions (regular sessions, extraordinary sessions, thematic sessions, and irregular sessions); transitional regulations.

At the end of the discussion, Chairman of the National Assembly's Law Committee Hoang Thanh Tung spoke to explain and clarify a number of issues raised by National Assembly deputies.

Thursday, February 13, 2025, Morning: The National Assembly discussed in groups: (i) Draft Law on Government Organization (amended); (ii) Draft Law on Local Government Organization (amended); (iii) Draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus; Afternoon: The National Assembly convened a plenary session in the hall, listening to the following contents: (i) Submission and Report on the review of the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; watching a video clip on the Lao Cai - Hanoi - Hai Phong railway project; (ii) Submission and Report on the review of the draft Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City. After that, the National Assembly discussed in the hall the draft Law on Promulgation of Legal Documents (amended).
