The story of borrowing capital to escape poverty in Ham Minh commune is a typical example in the implementation of the National Target Program on Sustainable Poverty Reduction. Because it has basically met the needs of poor and near-poor households to develop production, the lives and incomes of the poor have been significantly improved and increased.
Make good use of loan capital
The sun was already at its peak, but Mr. Luc Tan Hoang (Minh Tien village, Ham Minh commune, Ham Thuan Nam district) was still working hard with the strong crossbred cows in the garden. When we arrived, despite the sweat dripping from his face and protective gear, Mr. Hoang and his wife still smiled and welcomed us. His family was very happy, because thanks to the loan from the policy bank, they had the current result of 10 cows, helping him escape poverty and stabilize his livelihood.
Mr. Hoang said that 3 years ago, he and his wife were one of the households that escaped poverty in Ham Minh commune, and were on the list of households that received support loans from the Policy Bank with a capital of 50 million VND to produce dragon fruit. But at that time, the Covid-19 epidemic broke out, and the market price of dragon fruit dropped, so that goal could not be achieved. He and his wife received procedural support from the Commune Farmers' Association to change the purpose of the loan to raising cows. With 50 million VND in hand, Mr. Hoang bought a pair of 3B crossbred cows for 48 million VND, and the remaining 2 million VND was used to repair the barn.
After 3 years of hard work, focusing on raising cattle, the family's current achievements are 10 large and small cows (2 of which have been sold for over 30 million VND). Mr. Hoang laughed and announced the good news that the herd of cows will give birth to 2 more calves during the upcoming Lunar New Year. The householder shared that after only 3 years of raising cattle from borrowed capital, the value of the herd of cows is now over 100 million VND. Currently, along with raising cows and taking care of 500 dragon fruit trees, the family's economic life is more stable than before, especially creating jobs for family members, escaping poverty sustainably.
Also benefiting from the policy loan, Mr. Le Van Dong’s household (Group 7, Minh Thanh Village, Ham Minh Commune) also received a loan of 50 million VND to create jobs. From 2 cows purchased from the capital source, Mr. Dong’s family has now taken care of and multiplied the number of cows to 6, using the loan for the right purpose, increasing profits, contributing to poverty reduction and stabilizing life…
Leave no one behind
According to the People's Committee of Ham Minh commune, the commune currently has 2,510 households, of which 80% of households live on agricultural production. The main crop is dragon fruit. Currently, the demand for loans from farming households is very high, but before making documents for poor households and households escaping poverty to borrow, the lending team will go to each household to survey the needs of the family. The householder borrowing the loan must be able to repay the debt and use it for the right purpose. The review of additional poor and near-poor households and those arising in 2023 for the period 2022 - 2025 in the commune shows that the number of poor households has decreased by 3 households, down to 46 households, accounting for 1.66%; the number of near-poor households has decreased by 5 households, down to 58 households, accounting for 2.1%. Agricultural households have an average living standard of 108 households/425 people, accounting for 3.92%.
Ms. Mai Thi Ngoc Anh - Vice Chairman of Ham Thuan Nam District People's Committee said that according to the results of the general review of poor households in the period of 2022 - 2025, there are 839 poor households in the district, accounting for 2.73% and 1,186 near-poor households, accounting for 3.87%. In 2022, the Social Policy Bank has resolved loans for 3,695 households with a total loan capital of VND 110,044 billion, including 109 poor households borrowing capital for production, 181 households newly escaped from poverty borrowing capital for production; 625 households borrowed capital to solve employment... From the beginning of 2023 to now, the Vietnam Bank for Social Policies has resolved loans for over 1,757 households with a total loan capital of VND 58,633 billion, including 45 poor households borrowing capital for production, 142 near-poor households borrowing capital for production, 1 newly escaped poverty household borrowing capital for production, 305 households borrowing capital for job creation, 9 households in difficult areas borrowing capital for production and business...
According to the People's Committee of Ham Thuan Nam district, with the strong direction of Party committees and authorities at all levels, the synchronous coordination of the Fatherland Front, unions, social organizations, etc., poverty reduction work in the district has had positive changes in recent times. Policies to support poor and near-poor households have been implemented promptly, thereby improving the lives and incomes of people, especially the poor. However, the implementation process still has problems, that is, mobilizing social resources to focus on poverty reduction work is still difficult. Awareness and responsibility of people participating in poverty reduction work are still limited, especially in ethnic minority areas that still rely on state support...
Regarding solutions in the coming time, the People's Committee of Ham Thuan Nam district said that in order to better implement poverty reduction work, the district will continue to promote propaganda to change people's awareness in poverty reduction work, arouse the poor's will to proactively rise up. At the same time, synchronously implement measures to support poor households, increase vocational training in many forms, and link vocational training with job creation. Along with that, fully and promptly implement support policies for the poor. Diversify capital sources mobilized from other socio-economic development programs and projects to invest in sustainable poverty reduction programs. Strongly promote democracy in poverty reduction activities, solicit people's opinions to effectively implement poverty reduction policies. Continue to effectively organize and implement the emulation movement "For the poor - No one is left behind" launched by the Provincial People's Committee... The goal is to help households escape poverty and stabilize their livelihoods thanks to loans.
