Proposal to strictly handle 2 contractors who are 'slowly' constructing the Bien Hoa

At the meeting, the representative of the Department of Construction said that, implementing the direction of the Chairman of the Provincial People's Committee, the Department has inspected the actual status of the construction implementation process of contractors at component project 1, Bien Hoa - Vung Tau Expressway Project. In early April, the Department of Construction continued to inspect the actual construction of component project 1, Bien Hoa - Vung Tau Expressway Project and component project 3, Ring Road 3 - Ho Chi Minh City Project.

Evaluating the construction implementation of contractors at the two projects after the second inspection, the Department of Construction said that the contractors have changed, the number of construction machinery and equipment has been increased. However, to meet the basic progress of completing the projects by the end of 2025, contractors need to continue to increase machinery and human resources for construction.

In particular, at component project 1, Bien Hoa - Vung Tau Expressway Project, the Department of Construction recommended that there should be a form of handling for 2 contractors including: Hoa Binh 479 Joint Stock Company (construction of package No. 18) and Hai Dang Joint Stock Company (construction of package No. 21).

According to the Department of Construction, for these two contractors, after about 1 month of "re" inspection, the construction progress has not changed much.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that the Bien Hoa - Vung Tau Expressway and Ring Road 3 - Ho Chi Minh City projects are national key projects, receiving close attention and direction from the Prime Minister .

As required, the projects must be basically completed before December 31, 2025. However, the construction work at the sites in the past has not been up to the level of a national key project site.

In recent times, localities have mobilized the entire political system, especially in Bien Hoa city, to carry out site clearance. The supply of construction materials such as earth and stone has also basically met the demand. Therefore, the delay in progress by contractors must be strictly handled.

Vice Chairman of the Provincial People's Committee Ho Van Ha requested the Provincial Traffic Construction Investment Project Management Board to re-establish the project schedule and speed up the construction progress to compensate for the delayed volume. Relevant units must complete the relocation of technical infrastructure systems to serve the construction of the projects.
