Nghi Son town has 3,489 hectares of natural forest and 10,807 hectares of planted forest. The forest here is identified as a key area prone to fires during the hot season. In particular, the amount of water in pine needles is low, the tree trunks have oil combined with thick vegetation, posing a very high risk of forest fires.
Leaders of the Department of Agriculture and Rural Development, Thanh Hoa Forestry Sub-Department and Nghi Son Town Forestry Department inspected forest fire prevention and control work in Nguyen Binh ward.
Several forest fires that have occurred in the town in recent years have been caused by people's carelessness in using fire to burn fields for gardening, burning charcoal, burning votive paper, burning bees, and smoking in the forest. In recent years, personal conflicts have arisen due to the interests of forests and forestry land, intentionally burning forests to destroy each other's property, posing a potential threat of large forest fires...
Recognizing that forests in the area have great significance for human life, the environment and socio-economic development, the Party Committee, the government, functional agencies, forest owners and people in the town have joined hands and unanimously implemented many synchronous solutions to protect forests (BVR), prevent and fight forest fires (PCCCR) with the motto of prevention as the main thing, fighting forest fires urgently, promptly, thoroughly, acting resolutely and decisively, limiting the ability of combustible materials to catch fire, not letting fires spread.
Talking to us, Head of Nghi Son Town Forest Protection Department Nguyen Tran Phuong said: Since the beginning of 2024, the department has advised the Town Party Committee, the Town People's Committee, the Steering Committee for the implementation of the target program for sustainable forestry development in the town for the period 2021-2025 to issue sufficient and timely documents directing local Party committees, authorities, departments, branches, agencies and units in the area to implement Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat on continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection and development; guiding documents of the Government and the province on forest protection and development, and forest fire prevention and fighting to mobilize the entire political system to effectively implement the motto "prevention is the main thing, fire fighting must be timely and effective".
Along with that, strengthen the inspection and urging of the Town Steering Committee for communes, wards, and State forest owners to implement fire prevention and control, absolutely do not be subjective or negligent in fire prevention and control. Advise on the arrangement of forces, means, and logistics in key areas with high risk of fire to detect and handle situations promptly, and carry out forest fire fighting according to the "4 on-site" motto. Invest in purchasing equipment and tools for forces participating in forest fire fighting at the grassroots level. Arrange permanent forces to key areas to inspect and promptly detect violations in the field of forest protection management, not to let "hot spots" of forest fires and illegal forest exploitation occur. Strengthen dialogue with the people to remove difficulties and obstacles right at the grassroots level; coordinate to effectively and thoroughly resolve conflicts leading to intentional burning and destruction of forests; investigate, verify and strictly handle acts of intentional destruction of forest resources. Conduct forest fire watch, detect fires early to handle them and prevent them from becoming large fires. Organize training courses on the use of fire prevention and control equipment. In addition to the core force and equipment serving fire prevention and control at the district level, at the commune level and among forest owners, there are 36 teams with 498 people participating in fire prevention and control.
Review and add key forest fire areas with 3,349.29 hectares in the field to the forest fire key area map; develop a forest fire fighting plan and a forest fire fighting plan to proactively respond to possible forest fire situations. Guide forest owners, including households, individuals, and communities, to develop, review, and add forest fire prevention and control plans.
In the first 5 months of 2024, Nghi Son Town Forest Protection Department coordinated with Nghi Son Town Forest Protection Management Board to proactively handle combustible materials under the pine forest canopy by pre-controlled burning of 71.5 hectares; newly built 2.84 km of firebreak combined with PCCCR patrol road; repaired 22 km of firebreak built in previous years to serve patrolling, forest security inspection, and forest fire fighting operation road when a fire occurs. Focused on handling the ground cover of forest areas at high risk of fire; reduced combustible materials under the pine forest canopy of 976.8 hectares. Coordinated with relevant agencies, units, and forest owners to strengthen extensive propaganda in many forms so that people can proactively protect the forest. Closely monitor the burning of ground cover and use of fire near the forest to prevent fires from spreading into the forest...
Recently, a number of forest and ground fires in the area originated from students going into the forest to camp, visit, cook, and carelessly use fire, causing forest fires. After that, they did not know how to handle the situation, so a large fire broke out. The town's functional forces had to mobilize hundreds of people to put out the fire to control it, without causing damage to the forest. Therefore, in the first months of 2024, the forest rangers coordinated with schools in the town to carry out a high-level campaign of extensive propaganda so that students understand the great benefits of forests, raise awareness, sense of responsibility, and proactively implement regulations on forest protection and fire prevention and control...
During the peak hot days, the Town Forest Protection Department proactively coordinated with forest owners and local authorities to organize many forest fire guard posts in the communes of Tan Truong, Phu Lam, Hai Nhan, Dinh Hai and the wards of Nguyen Binh, Tan Dan, Hai Thuong, and Truc Lam.
The assigned members are responsible for observing forest fires in the assigned area and neighboring areas for early detection; controlling people entering and leaving the forest; bringing blowers to promptly extinguish forest fires when new fires break out in the area they are on duty... In addition to the fixed posts, the district has assigned staff to be on duty 24/7 at the office; organizing mobile patrols and forest fire observations; inspecting key forests, controlling, and resolutely not allowing unauthorized people to enter the forest during the time of forest fire forecast level IV or higher. Effectively implementing the coordination regulations between the forest rangers, police, and military in mobilizing forces to extinguish forest fires; coordinating patrols, inspections, preventing, and strictly handling violations of regulations on forest protection and fire prevention. Preparing forces and means to proactively extinguish forest fires when they occur.
With the synchronous implementation of solutions, the forest area of Nghi Son town has developed well, forest security is basically stable. Some forest and vegetation fires have been detected early, and timely extinguishment has been organized, preventing the fire from spreading widely.
