Promoting administrative reform for the people is not only a goal but has become a consistent motto of action for every cadre and civil servant of Phat Diem town (Kim Son).
Comrade Do Van Thanh, Chairman of Phat Diem Town People's Committee, said: In recent years, administrative reform (AR) has been one of the key and continuous tasks that the Party Committee and People's Committee of Phat Diem Town have focused on leading and directing the implementation in conjunction with the implementation of the annual working theme of the Provincial Party Committee and Kim Son District Party Committee. The guiding motto of the AR work of the Party Committee and People's Committee of the town is to well implement the principle: Taking people as the center, leading reform, supporting technology, towards the ultimate goal of creating more and more favorable conditions for people, organizations and businesses.
In the administrative procedure reform (AP), Phat Diem town has focused on selecting officials with professional qualifications and a sense of responsibility to directly receive and resolve AP for citizens. At the same time, it has focused on investing in facilities and equipment for the town's "One-stop" Department, investing in 4 sets of computers, 4 printers and 3 scanners, and ensuring an electrical lighting system. All tables posting the resolution process, fee rates, and AP are posted according to regulations.
The Town People's Committee regularly directs professional staff to inspect and review forms and administrative procedures being implemented and issued locally, gradually simplifying administrative procedures in the field of State management based on the Decisions promulgated by the Provincial People's Committee on amending, supplementing, replacing, and abolishing administrative procedures that are still in effect; regularly update and publicly post decisions promulgating administrative procedures under the authority of the commune level in Ninh Binh province promulgated by the Provincial People's Committee.
Currently, the number of administrative procedures handled under the one-stop and one-stop mechanism at the Town People's Committee is 119 procedures. The Town has publicly posted procedures, records, forms, fees, charges and specific processing times for each field at the One-stop Department and publicly posted online administrative procedures at levels 3 and 4 on the Town's Electronic Information Portal for people to know, monitor and implement. Currently, 100% of cadres and civil servants transfer and receive documents, implementing the one-stop model in a modern direction. All documents are digitized, stored, circulated, and processed on iOffice software, helping leaders coordinate work conveniently; exchanging and grasping work is faster and more effective, helping to save the State budget.
The Chairman of the People's Committee of Phat Diem town added: Over the past years, the Party Committee and the People's Committee of Phat Diem town have effectively implemented the annual working themes of the Provincial Party Committee and the District Party Committee. The town has built ethical standards for officials and civil servants of the town according to the criteria of "5 exemplary", "5 no", "5 good" with the aim of building a team of officials and civil servants of the town with 5 good qualities: Good expertise and professionalism; good advice and resolution; good behavior in mass mobilization; good solidarity and coordination; good task completion. The above criteria have been highly supported and agreed upon by the team of officials and civil servants of the town. Officials and civil servants in the agency are united, strictly implementing discipline, administrative discipline, and public service ethics and culture. The spirit, attitude and responsibility of civil servants in contacting and resolving people's requests have been raised, not causing difficulties, troubles, or prolonging the time for agencies, organizations and people to handle work.
Mr. Phan Van Hoan, in Nam Dan Street, Phat Diem Town, said: When I came to the town's One-Stop Department, I received enthusiastic and thoughtful guidance and explanations. The warm and sincere communication between the officials and civil servants with the people also helped us feel comfortable to present our requests for administrative procedure settlement. On the other hand, the facilities of the One-Stop Department have been invested in and built spaciously, scientifically, reasonably, and conveniently for people to participate in resolving administrative procedures. The process of receiving, returning documents, and paying fees for administrative procedure settlement are all carried out publicly, transparently, with clear people, clear tasks, and clear completion times. Therefore, I am very satisfied.
In the past 3 years, the rate of handling administrative procedures at the town's One-Stop-Shop has always been 100% on time, with no cases of overdue. In 2022, Phat Diem is the leading unit on the administrative reform index rankings of Kim Son district. Doing a good job of administrative reform has been one of the important factors contributing to innovating the working style of the town's officials and civil servants, improving the management and operation effectiveness of the local government, thereby bringing satisfaction to the people.
