Attending the meeting were comrades: Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Song Tung, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; Nguyen Hoang Ha, Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee. Also attending were leaders of provincial departments, branches, sectors, the Provincial Vietnam Fatherland Front Committee; district leaders and voters of communes of Kim Son district.
At the meeting, on behalf of the Provincial National Assembly Delegation, Comrade Tran Thi Hong Thanh, Provincial Party Committee member, Deputy Head of the Provincial National Assembly Delegation, informed voters about the expected content and program of the 8th Session of the 15th National Assembly.
Accordingly, the session will convene at the National Assembly House, conducted in 2 phases. Phase 1 from October 21 to November 13, 2024; Phase 2 from November 20 to the morning of November 30, 2024. At the session, the National Assembly is expected to consider and approve 16 draft laws and consider and give initial opinions on 12 projects; the National Assembly will consider and approve 2 normative resolutions. Also at this session, the National Assembly will consider and decide on: Investment policy for high-speed railway on the North-South axis; establishment of Hue city under the Central Government; investment policy of state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB); personnel work under its authority and a number of other important issues.
With a spirit of frankness, democracy and openness, voters also reflected on difficulties and shortcomings arising from practice, requesting the National Assembly, the Government, central ministries and branches and all levels, branches and localities to pay attention to resolving them.
Accordingly, regarding the regime and policies for cadres, civil servants and public employees, voters proposed to consider extending the period of periodic conversion for land and construction civil servants; to link cadres and civil servants at the commune level with cadres and civil servants at the district level and above to facilitate the arrangement and assignment between cadres and civil servants at the commune and district levels. Voters also proposed to consider adjusting the time of working in the army and police to the working time to calculate social insurance benefits for cases of military and police personnel who were demobilized after December 15, 1993, and returned to their localities to participate in part-time activities in communes, wards and towns.
Regarding the military and security sectors, voters suggested strengthening strict sanctions against those who evade military service; considering early amendments to the Law on Officers of the Vietnam People's Army to suit the nature and tasks of the Army as a "special labor sector" and ensuring consistency with the current legal system. At the same time, they suggested solutions to further strengthen inspection, examination, and strict handling of groups and individuals who violate fire prevention and fighting work, resolutely revoke and suspend business licenses for establishments that violate or do not meet standards, to avoid unfortunate fires. There are solutions to ensure network information security and handle spam messages. They suggested that the National Assembly soon amend the Law on Advertising to ensure it is consistent with reality.
In the field of health and society, voters suggested that the Ministry of Health consider and prioritize resources, add more categories of drugs and equipment that are covered by health insurance, and ensure the rights of health insurance participants. Strengthen measures to inspect and control the market, closely monitor food safety, and strictly handle organizations and individuals who violate the law. In addition, voters also proposed issues related to considering and ensuring the rights of relatives and families of martyrs.
Concerned about the province's development strategy, voters proposed that the National Assembly consider allowing Ninh Binh to soon enjoy special policies on heritage cities, thereby helping Ninh Binh have more resources to complete the goal of becoming a centrally-governed city by 2035 with the characteristics of a millennium heritage city and a creative city.
At the meeting, representatives of the leaders of departments and branches answered and clarified the voters' recommendations under their authority.
On behalf of the Provincial National Assembly Delegation, Vice Chairwoman of the National Assembly Nguyen Thi Thanh thanked voters for their trust and support over the past time, and hoped to continue receiving attention and contributions from voters and people so that the Delegation's activities would be increasingly high-quality and effective.
Acknowledging the voters' enthusiastic and responsible opinions, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said: The 8th session is the session with the largest workload and the longest meeting time since the beginning of the term, in which legislative work occupies a large amount of the session. The National Assembly's legislative thinking will continue to be implemented in a direction that is both synchronous, unified, humane, feasible, effective and internationally integrated, while ensuring stability and meeting practical requirements.
The Vice Chairman of the National Assembly hopes to continue receiving the attention of Ninh Binh voters and relevant agencies to contribute ideas to the session, especially in legislative work and consideration of important national issues.
Informing voters about some tasks of the 8th session, the Vice Chairman of the National Assembly also informed about the 10th Conference of the Party Central Committee (13th tenure).
Receiving voters' recommendations, Vice Chairwoman of the National Assembly Nguyen Thi Thanh discussed and clarified a number of issues related to the transfer of work positions for commune-level civil servants, including land and construction civil servants; strict sanctions for cases of evading military service; amendments to the Law on Officers of the Vietnam People's Army, the Law on Advertising, the Law on Health Insurance; recommendations on implementing the regime of worshiping martyrs; cyber security issues... Accordingly, receiving voters' opinions, the Provincial National Assembly Delegation will study and propose to the National Assembly for consideration and appropriate adjustments to meet practical requirements.
Responding to voters' petitions related to food safety and hygiene, the Vice Chairman of the National Assembly also requested provincial authorities and voters to continue to propagate, raise awareness, sense of law compliance, build culture in production, business, environmental hygiene, and food safety.
Sharing the voters' recommendations regarding specific policies for localities, including Ninh Binh province, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that this is a legitimate concern and recommendation. With the sense of responsibility of an elected representative and above all the passion of a native, the Vice Chairwoman of the National Assembly will continue to pay attention and make recommendations to the National Assembly Standing Committee to soon consider and issue a Resolution on the arrangement of administrative units of Ninh Binh province, period 2023-2025, including the merger of Hoa Lu district and Ninh Binh city to establish Hoa Lu city. This is also a favorable basis for Ninh Binh to implement the province's goals and strategies, including the proposal to enjoy specific policies, helping Ninh Binh have conditions to develop, becoming one of the growth engines of the whole country.
