Also present were leaders of provincial departments and agencies, the Vietnam Fatherland Front Committee of the province; leaders of Kim Son district; and representatives of voters from the communes of Kim Son district.

At the meeting, on behalf of the Provincial Delegation of National Assembly Deputies, Ms. Tran Thi Hong Thanh, Provincial Party Committee member and Deputy Head of the Provincial Delegation of National Assembly Deputies, informed the voters about the expected content and program of the 8th Session of the 15th National Assembly .

Accordingly, the session will be held in plenary sessions at the National Assembly building, conducted in two phases. Phase 1 from October 21 to November 13, 2024; Phase 2 from November 20 to the morning of November 30, 2024. During the session, the National Assembly is expected to consider and approve 16 draft laws and provide initial feedback on 12 other projects; the National Assembly will also consider and approve two normative resolutions. Also at this session, the National Assembly will consider and decide on: the investment policy for the high-speed railway on the North-South axis; the establishment of Hue City as a centrally-governed city; the investment policy of state capital in the Vietnam Foreign Trade Commercial Bank (VCB); personnel matters within its authority; and several other important issues.

In a spirit of frankness, democracy, and openness, voters also reflected on the difficulties and shortcomings arising from practical experience, requesting the National Assembly, the Government , central ministries and agencies, and all levels, sectors, and localities to pay attention to and resolve them.

Accordingly, regarding the regulations and policies for cadres, civil servants, and public employees, voters proposed extending the periodic rotation period for land and construction civil servants; implementing the linkage of cadres and civil servants at the commune level with those at the district level and above to facilitate the placement and arrangement of cadres and civil servants at the commune and district levels. Voters also proposed considering adjusting and adding the time spent serving in the military and police to the total working time for calculating social insurance benefits for military and police personnel who retired or were discharged after December 15, 1993, and returned to their localities to participate in non-professional activities in communes, wards, and towns.

Regarding military affairs and public security, voters proposed strengthening stricter penalties for those who evade military service; considering early amendments to the Law on Officers of the Vietnam People's Army to align with the nature and tasks of the Army as a "special labor sector" and ensure consistency with the current legal system. They also requested solutions to further strengthen inspection and enforcement, strictly penalizing individuals and groups who violate fire safety regulations, and resolutely revoking or suspending business licenses for establishments that violate standards or fail to meet regulations, thus preventing unfortunate fire incidents. Solutions were also proposed to ensure cybersecurity and address the issue of spam messages. Furthermore, the National Assembly was requested to promptly amend the Advertising Law to ensure its relevance to current practices.

Regarding the health and social sector, voters requested that the Ministry of Health consider prioritizing resources and adding more items of medicine and equipment covered by health insurance, ensuring the rights of health insurance participants. They also requested strengthening market inspection and control measures, closely monitoring food safety, and strictly punishing organizations and individuals who violate regulations. Furthermore, voters also raised concerns about ensuring the rights of the relatives and families of martyrs.

Concerned about the province's development strategy, voters requested that the National Assembly consider granting Ninh Binh special policies for heritage cities, thereby providing Ninh Binh with additional resources to achieve its goal of becoming a centrally-governed city by 2035, characterized as a millennium heritage city and a creative city.

During the meeting, representatives from various departments and agencies clarified and addressed the voters' requests within their jurisdiction.

On behalf of the Provincial Delegation of National Assembly Deputies, Vice Chairwoman Nguyen Thi Thanh expressed gratitude for the trust and support of the voters over the past period, and hoped to continue receiving the attention and contributions of the voters and the people so that the Delegation's activities would become increasingly high-quality and effective.

Acknowledging the heartfelt and responsible opinions of the voters, Deputy Speaker of the National Assembly Nguyen Thi Thanh stated: The 8th session was the session with the largest workload and the longest meeting time since the beginning of the term, with legislative work occupying a significant portion of the session. The National Assembly's legislative approach will continue to be implemented in a direction that is both synchronized, unified, humane, feasible, effective, and internationally integrated, while ensuring stability and meeting practical requirements.

The Vice Chairman of the National Assembly expressed his hope to continue receiving the attention of Ninh Binh voters and relevant agencies in contributing suggestions to the session, especially in legislative work and the consideration of important national issues.

In informing voters about some of the tasks of the 8th session, the Vice Chairman of the National Assembly also provided information about the 10th Conference of the Central Committee of the Party (13th term).

Responding to voters' suggestions, Deputy Speaker of the National Assembly Nguyen Thi Thanh discussed and clarified several issues related to the transfer of positions for commune-level officials, including land and construction officials; strict penalties for those who evade military service; amendments to the Law on Officers of the Vietnam People's Army, the Advertising Law, and the Health Insurance Law; recommendations on the implementation of the system of commemorating martyrs; and cybersecurity issues… Accordingly, in response to voters' opinions, the Provincial National Assembly Delegation will study and propose to the National Assembly for consideration and appropriate adjustments to meet practical requirements.

Responding to voters' petitions regarding food safety and hygiene, the Vice Chairman of the National Assembly also requested that the provincial authorities and voters continue to disseminate information, raise awareness, promote compliance with the law, and build a culture of safe production, business practices, environmental hygiene, and food safety.

Sharing the voters' concerns regarding special policies for localities, including Ninh Binh province, National Assembly Vice Chairwoman Nguyen Thi Thanh acknowledged this as a legitimate concern and recommendation. With the responsibility of an elected representative and, above all, the dedication of a native daughter, the Vice Chairwoman will continue to pay attention to and propose to the National Assembly Standing Committee to promptly consider and issue a Resolution on the reorganization of administrative units in Ninh Binh province, for the period 2023-2025, including the merger of Hoa Lu district and Ninh Binh city to establish Hoa Lu city. This will also provide a favorable basis for Ninh Binh to achieve its goals and strategies, including the request for special policies, helping Ninh Binh to develop and become one of the driving forces of national growth.

*On the afternoon of September 30th, at the Tay Son Ward Cultural Center, comrades Nguyen Thi Thanh, Member of the Central Committee of the Party, Vice Chairman of the National Assembly; Dinh Viet Dung, Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Inspection Committee, Head of the Provincial National Assembly Delegation; and other National Assembly delegates from the province held a meeting with voters from Tay Son and Nam Son wards and Quang Son commune (Tam Diep city).

Attending the meeting were comrades: Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council. Also present were leaders of the Provincial People's Committee; provincial departments and agencies; the Provincial Committee of the Vietnam Fatherland Front; and leaders of Tam Diep city.

At the meeting, after hearing the announcement of the expected content and program of the 8th Session of the 15th National Assembly, voters expressed their joy and highly appreciated the innovations and quality of the National Assembly's activities; they trusted the responsible working spirit of the National Assembly representatives from the province and expected the session to be a great success.

In addition, voters also reflected on the difficulties and shortcomings in the process of law enforcement, and based on that, proposed recommendations for the National Assembly, the Government, ministries, and relevant agencies to address.

Accordingly, regarding investment in transportation infrastructure, voters requested the Government to consider investing in expanding the North-South expressway section passing through Quang Son commune to ensure traffic safety; and at the same time, build a water collection system along both sides of the expressway. They also requested attention to investing in the construction of the East-West road (phase 2); and investment in the construction of a bypass road from Nho Quan to the Ho Chi Minh Highway (in Hoa Binh province) to connect inter-provincial and inter-regional areas, creating favorable conditions for travel and trade.

In order to contribute to the modernization of toll collection operations, convenience for users, and reduce congestion at airport toll stations, voters propose that the Government direct the implementation of electronic toll collection without stopping at airports.

Regarding legislative work, voters proposed reviewing, adjusting, and supplementing several articles in the Law on Public Investment to ensure consistency with the Law on State Budget; and reviewing and adjusting several articles in the Law on Bidding to better suit current realities.

Regarding education, voters believe that the current salary system for preschool teachers is still unfair compared to other levels in the national education system. Therefore, voters propose adjusting the salary coefficient for preschool teachers to be the same as that of primary school teachers; establishing job positions and a salary scale system for preschool caregivers that is more in line with reality. They also suggest adding policies to waive or reduce tuition fees and provide lunch support for children in preschools from impoverished households. Furthermore, voters propose that the Ministry of Education and Training implement mechanisms and solutions to improve the quality of university entrance exams, such as organizing entrance exams to ensure quality and strictness, and avoiding admissions based solely on academic performance to prevent malpractice in examinations.

Regarding socio-economic development policies, voters requested that the National Assembly and the Government establish mechanisms and policies to support Dong Giao Export Food Joint Stock Company in expanding and developing its raw material areas in several provinces and cities. They also requested that the National Assembly and the Government direct the Ministry of Health to implement solutions to reduce the burden on higher-level hospitals.

Furthermore, voters proposed increasing investment in resources and funding to support the sorting, collection, transportation, and treatment of household waste. They also suggested issuing technical procedures for the collection, transportation, and treatment of solid household waste, and promoting research, testing, application, and dissemination of digital technologies and software in environmental and waste management.

During the meeting, representatives from various departments and agencies clarified and addressed the voters' requests within their jurisdiction.

Speaking at the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Thanh expressed her sincere gratitude for the opinions and suggestions submitted by voters to the Provincial National Assembly Delegation, many of which were heartfelt and relevant. She also requested that relevant departments, agencies, and localities address the suggestions within their jurisdiction.

Deputy Speaker of the National Assembly Nguyen Thi Thanh stated: Responding to the voters' suggestions, the Provincial National Assembly Delegation will continue to study and contribute to the drafting of the amended Law on Public Investment. The Provincial National Assembly Delegation will also continue to survey, compile, and forward voters' suggestions to the Government, the Ministry of Education and Training, and discuss them with the drafting agency of the Law on Teachers, contributing to ensuring that the law's development and implementation are consistent with reality and meet the requirements and aspirations of voters nationwide.

Regarding the proposals related to investment in transportation infrastructure, the Vice Chairman of the National Assembly emphasized: The North-South Expressway project and the East-West Expressway (Phase 1) are key projects that the Government is paying attention to investing in; the suggestions and proposals of voters aimed at maximizing the effectiveness of these projects are entirely valid. The Provincial National Assembly Delegation will take these into consideration and make recommendations to the Government on balancing investment resources for the construction of the East-West Expressway (Phase 2), creating momentum and a breakthrough in the socio-economic development of the province. However, in the coming time, Ninh Binh province also needs to focus on coordinating with neighboring localities to promote trade, thereby maximizing new opportunities to attract investment.

Deputy Speaker of the National Assembly Nguyen Thi Thanh also discussed and clarified voters' recommendations related to the implementation of electronic toll collection at airports; the overcrowding situation at top-tier hospitals, etc.
