On the morning of March 17, the 2024 Admissions and Career Counseling Festival, organized by Tuoi Tre newspaper in coordination with other units, opened at Hanoi University of Science and Technology (No. 1 Dai Co Viet, Hai Ba Trung District, Hanoi).
Five things to note for the 2024 high school graduation exam
At the festival, Dr. Le My Phong, Deputy Director of the Department of Quality Management (Ministry of Education and Training), said that the 2024 high school graduation exam will basically remain stable as in 2023. However, he still has five pieces of advice for students taking the exam this year to keep in mind.
Firstly, to confidently enter the exam and get good results, students need to actively review and closely follow the content taught at school and in textbooks. In addition, students can practice by doing exam questions based on the sample exam structure issued by the Ministry of Education and Training.
During the training process, students not only memorize knowledge well but also practice test-taking skills to have a stable mentality when entering the exam.
Second, students need to pay attention to choosing the exam subjects. According to regulations, students taking the high school graduation exam this year will have to register for 4 out of 5 exams in this exam. These include math, literature, foreign language and 1 of 2 combined exams of natural science and social science.
"Students study English as a foreign language, but can still register for other foreign language exams such as French, Chinese, German, etc.," noted Mr. My Phong.
Third, for independent candidates (who have graduated but are taking the exam to use their university admission results) who only want to take 1-2 subjects of the combined exam, they need to listen carefully to the regulations on when to enter the exam room and how long to wait for the exam. In the case of candidates taking the first and last subjects, where is the waiting time?
Candidates who have not graduated from high school will have to complete one of the two combined exams. Independent candidates can choose a component subject in the combined exam to apply for university admission, but cannot choose a component subject in both combined exams at the same time.
Fourth, each candidate will be given an account to serve the exam and admission process. Candidates need to keep this account confidential to ensure that no one else can access or edit their information.

In this year's exam, the Ministry of Education and Training also requires the exam units to support candidates with some tasks, such as looking up information on regional priority areas to provide candidates with accurate registration. Students need to remember to update enough data to ensure their rights.
Fifth, candidates need to carefully read the regulations and pay attention to the candidates' responsibilities when taking the exam to know what they can and cannot bring into the exam room to avoid disciplinary action and affecting the exam results.
"In the 2023 exam, 41 candidates were still suspended from taking the exam for bringing their phones into the exam room. This is very unfortunate because some candidates had to stop because they forgot or did not understand the regulations," said Mr. Phong.
Do not have to register for admission by combination or method?

Many parents and students at the Hanoi Admissions and Career Counseling Day asked this question again because "they had heard it before but were still afraid of being wrong".
Associate Professor, Dr. Nguyen Thu Thuy - Director of the Department of Higher Education, affirmed that according to the regulations of the Ministry of Education and Training, candidates will only register their wishes according to major/school without having to register their wishes according to the admission method or combination.
However, candidates need to remember to update the Ministry of Education and Training's admission system with all data that can be used for admission such as academic transcripts, foreign language certificates, competency assessment certificates, certificates to add priority points, and incentives according to regulations issued by the Ministry of Education and Training.
Ms. Thuy reiterated an old regulation, but still "new" to many students and parents this year, that is, candidates who have met the conditions for early admission to schools must still register their early admission wishes on the Ministry of Education and Training's admission system and pay the admission fee corresponding to the number of registered wishes to be valid.
This system will only confirm that a candidate has passed one wish. Therefore, on this system, candidates need to arrange their favorite wishes in order. The system will stop at which wish a candidate has passed and will not consider further.

The question that many parents have been worried about since the last few admission seasons has been repeated: "Do I have to put my first choice in the major I was admitted to early?". Ms. Nguyen Thu Thuy affirmed that on the Ministry of Education and Training's system, candidates only need to pay attention to one principle: put the major they like best first.
In case the candidates have been admitted early but not their most preferred major, they can rank later. If the majors they prefer do not meet the admission requirements, the system will still consider the majors they have met the early admission requirements (according to the regulations of the schools).
Foreign language certificates this year "out of date"?
Some candidates and parents are concerned about the information that this year many universities will not consider international language certificates for admission. On the sidelines of the consultation session, Ms. Hoang Thi Nhan, a parent, said that her child spent a lot of time preparing for the IELTS exam, but this year she heard that foreign language certificates are "out of date".
Sharing at the consultation session, Dr. Nguyen Thi Cuc Phuong - Vice Principal of Hanoi University, affirmed that there is no such thing as schools refusing foreign language certificates in enrollment. Because reliable foreign language certificates assess the foreign language ability of learners, which is very necessary in the context of deep integration like today. Not only in enrollment but also in the output standards of universities, foreign language proficiency is required.

Ms. Cuc Phuong said that many schools this year will still have admission methods that use foreign language certificates. Of course, foreign language is not the only factor, but other conditions are needed for candidates to be admitted.
Dr. Le My Phong, Deputy Director of the Department of Quality Management (Ministry of Education and Training), also said that this year the Ministry of Education and Training still has regulations on exemption from foreign language exams for graduation consideration for candidates with foreign language certificates in the list prescribed by the Ministry of Education and Training. However, to use that foreign language certificate for university admission depends on the different regulations of each school.

Major Trieu Thanh Dat (Department of Training, Ministry of Public Security) said that in 2024, schools of the Ministry of Public Security will use 3 admission methods: Admission method according to regulations of the Ministry of Education and Training, method using foreign language certificates and admission method based on the results of assessment exams organized by the Ministry of Public Security.
In particular, with the method of using foreign language certificates, candidates need to ensure the condition of having good academic performance in high school, an average foreign language score of 8.5 points or higher, and the foreign language certificate must meet the prescribed threshold, for example, with the IELTS certificate, it must be 7.5 or higher.
In response to a student's question: "Are the quotas divided equally among the three methods? What are the opportunities for women?", teacher Trieu Thanh Dat said that the Ministry of Public Security will announce specific quotas for each industry, school, and for both men and women in the near future.
However, in general, 10% will be reserved for the method prescribed by the Ministry of Education and Training, 10% for the method of considering foreign language certificates and 80% will use the results of the assessment exam organized by the Ministry of Public Security. Thus, there will be more opportunities if candidates participate in the assessment exam.
In 2024, the Department of Education and Training leaders will be on the exam committee.
Dr. Le My Phong said that this year, the exam committee not only includes leaders of departments and divisions under the Ministry of Education and Training, but also leaders of the Departments of Education and Training.
This personnel adjustment is to make the exam suitable for students, ensuring the exam's objectives of high school graduation, assessing the quality of general education, and being reliable and differentiated enough for training institutions to use for enrollment.
He also said that if candidates do not pass the graduation exam this year or do not reach the score required for university admission, they can retake the high school graduation exam in 2025 and the exam questions will be appropriate to the program they are studying.
Do ethnic minority students in Hanoi get bonus points? Dr. Le My Phong said that according to the recently issued regulations amending and supplementing the regulations on high school graduation exams in 2024, there are two types of bonus points: bonus points and incentive points.
With bonus points, there are priority for subjects and regions. Candidates who are children of policy beneficiaries or ethnic minorities living in the city will also receive bonus points, but the score will be different from candidates of this category living in disadvantaged areas.
Encouragement points will be given to candidates with awards and certificates within the regulations of the Ministry of Education and Training.

In the crowded crowd of young people, Mr. Nguyen Danh Bang, 80 years old (Hanoi), said that because his grandson was busy today, he came to the festival to see how universities were recruiting students, then come back and tell his grandson.
His nephew was interested in economics and languages, so he went to the private consulting booths of the University of Commerce, Vietnam Agricultural Academy and National Economics University.
At the consulting booth of the National Economics University, Mr. Bang asked for information about the business and commerce major, admission criteria, admission conditions, training programs...
The consultant told him that this major has 150 students with 5 admission methods. If the candidate has a score of 85-90 on the aptitude test and has a foreign language certificate, he or she will have a good chance of being admitted. This major especially needs students with good English skills because the program is 100% taught in English (except for first-year general subjects).
The consultant also revealed that the tuition fee is 51 million VND/year, especially the study program is designed in 3.5 years to help candidates graduate early, increasing job opportunities.
