Deputy Minister of Education and Training Pham Ngoc Thuong emphasized: "The 2023 high school graduation exam is organized on a large scale, with a large number of participants, different terrains, etc., so it is very complicated. Therefore, it is necessary to ensure the factors of seriousness, fairness, objectivity, safety, and compliance with regulations."
On June 15, the Ministry of Education and Training (MOET) held a conference on the organization of the 2023 High School Graduation Exam between the National Steering Committee for the Exam and the Provincial Steering Committee for the Exam in a combination of in-person and online formats.
Tighten every step, be careful with every task
At the conference, Deputy Minister Pham Ngoc Thuong, Head of the National Steering Committee for the 2023 High School Graduation Exam, requested localities to be proactive, urgent, thorough, thoughtful, and comprehensive in preparing and organizing the exam.
Through the actual inspection at the local level, the report of the provinces, Deputy Minister of Education and Training Pham Ngoc Thuong said that the coordination work has been well implemented between ministries, branches and localities; at the provincial level, there is good coordination between local departments and branches.
The local education sector has directed students to complete the 12th grade program and organize high school graduation exam review. From favorable to difficult areas, there are many methods and ways to support candidates to complete the program, review effectively, organize mock exams... The motto is that no candidate can not take the exam due to difficult conditions, long distances, or obstacles.
Deputy Minister Thuong said that up to this point, the system of documents directing and organizing the Exam has been basically completed. In particular, the provinces have had a complete, detailed, and systematic plan that covers all stages, clearly identifies people, responsibilities, content, products, and time.
The Department of Quality Management, the Ministry Inspectorate, and the Department of Higher Education have all organized training for provinces and cities. The training at the central level has been implemented according to plan, with strict, methodical, and comprehensive content. The provinces and cities will continue to follow the plan, complete training for exam invigilators, and complete it by June 24 at the latest.
The Steering Committee has established 4 inspection teams, the Minister has directly inspected 3 provinces. Up to now, the Central level has worked directly with 12 provinces and cities and will continue. The Ministry Inspectorate has established 10 inspection teams and plans to inspect 20 provinces/cities. Inspection is one of the methods and tools to strengthen coordination, share responsibility; serious but friendly spirit.
“It can be said that, up to this point, preparations for the 2023 High School Graduation Exam have been carried out very seriously according to Directive 17 of the Prime Minister with a proactive, urgent, thorough, thoughtful, and comprehensive spirit; towards a safe, serious, fair, objective, and regulated exam,” the Deputy Minister assessed.
Regarding difficulties, the Deputy Minister commented that this year's high school graduation exam cohort has been affected by the Covid-19 pandemic for 2 years, so schools have increased review and mock exams. Another difficulty is that there may be a subjective mentality because they think that this work has been done for many years; subjectivity from preparing means and equipment to checking and supervising procedures - this needs to be absolutely understood. Extreme weather conditions, heat, power shortages, etc. are also difficulties that require contingency plans.
The Deputy Minister emphasized that the exam is organized on a large scale, at the same time with the participation of over 1 million candidates, about 250 thousand people participating in the exam organization, organized in different regions and terrains, so the work of ensuring security and safety needs to have a plan and solutions.
The exam may encounter many unusual and unprecedented situations, from natural disasters, weather, to technical means and human factors - which need to be anticipated for maximum review.
Just a small mistake can have unfortunate consequences.
Deputy Minister Pham Ngoc Thuong requested the National Steering Committee and Provincial Steering Committees to thoroughly understand the importance of the Exam. The exam results are used to recognize high school graduation and are also a factor in assessing the quality of local teaching and learning management in general education; many universities still use the exam results for admission.
With such an important nature, the exam is organized on a large scale, with a large number of participants, and different terrains, so it is very complicated. Therefore, it is necessary to ensure the factors of seriousness, fairness, objectivity, safety, and compliance with regulations.
The Deputy Minister requested that provinces/cities thoroughly grasp the spirit of decentralization, delegation of power, and unification in direction and management. At the same time, organize training well. In training, it is necessary to individualize each subject. Require that no officer or employee participates in organizing the exam without being trained. Depending on the subject and scope, there will be post-training tests. Training is also to prepare human resources for organizing the exam.
Noting the conditions to ensure the exam, the Deputy Minister emphasized the need to fully and best prepare facilities, equipment, and ensure electricity for the exam; especially the work of printing and copying exam papers, making and grading exams - how can the staff doing this work ensure good health and mental comfort to do well. Just a small mistake can cause unfortunate consequences.
Regarding the human resources participating in the Exam, according to the Deputy Minister, no matter how well prepared and complete the facilities are, the most important decision is still the human factor, from the selection stage to training, reminders and supervision...
Regarding coordination, the Deputy Minister said that with a large scale like the High School Graduation Exam, there must be coordination among many ministries, even the entire political system, towards the common goal of students. For good coordination, the standing agency, the Department of Education and Training, needs to proactively propose.
Regarding inspection and supervision work, the Deputy Minister emphasized the spirit of detection and prevention, taking prevention as the main thing to protect staff, students, protect the Exam and every stage of the Exam must be inspected and supervised.
In the process of preparing for the exam, localities need to anticipate extreme weather situations to proactively have a plan to handle them. The Deputy Minister also emphasized the need to pay special attention to supporting candidates, so that no candidate is unable to attend the exam due to economic conditions or transportation difficulties; the reporting system during the performance of tasks must be timely according to regulations; and good direction must be given to the preparation of conditions for documents and consideration of recognition of high school graduation.
At the conference, the Deputy Minister once again reminded of the "4 rights" and "3 no's". Accordingly, the "4 rights" are: following the regulations and instructions for the exam; following all procedures, not omitting any procedures; following the assigned positions and responsibilities; being on time and promptly handling unusual situations. The "3 no's" are: not being subjective; not handling unusual situations on your own; not being overly stressed.
