The 2018 General Education Program (GEP) has marked a strong shift in testing and evaluating students, shifting from focusing on testing language knowledge to assessing practical language use ability. The reference high school English exam from 2025 clearly reflects this spirit of innovation, when integrating language knowledge testing into language use skills testing.

The exam structure aims to assess comprehensive abilities.

The exam from 2025 will focus on reading comprehension skills, as this is an integrated skill, allowing direct and indirect testing of aspects of language knowledge such as vocabulary, grammar as well as the ability to receive, process, and apply other skills such as speaking and writing.

The test is constructed in accordance with the format structure announced on December 29, 2023 with 40 multiple-choice questions and 4 options. The test content is based on the output standards of the high school English program, focusing mainly on the knowledge and language skills of the 12th grade program. The materials used are all current and practical, helping students demonstrate their ability to receive and process language through familiar situations in life and media documents on popular topics.

The test structure is divided into 6 parts, each part plays a role in assessing ability:

Part 1 & 2: Tests your ability to use vocabulary and grammar in highly practical texts.

Part 3: Tests the ability to construct logical information according to standard language and text structures that are frequently used in many environments such as schools, offices, and daily life.

Part 4: Tests the ability to analyze academic texts both semantically and structurally.

Part 5: Tests the ability to read and understand a text of 280-300 words (of average difficulty according to output standards), assessing the ability to search, locate and understand detailed information in the text.

Part 6: Tests the ability to read and understand in-depth texts of similar length (with the highest level of difficulty according to output standards), assesses the ability to analyze the unity and coherence of the text, synthesize information and identify rhetorical devices to understand the layers of meaning of information in the text.

Ensuring regional equity

The English high school graduation exam is designed based on the actual economic and social conditions of each locality, to ensure fairness in assessing abilities. Although the exam cannot comprehensively test all listening, speaking, reading and writing skills, focusing on feasible and appropriate content helps the exam run smoothly nationwide.

The results of this test will be combined with regular testing and assessment at school, creating an overall picture of students' English communication skills according to output standards (level 3/6 according to the 6-level Foreign Language Competency Framework for Vietnam) clearly defined in the English curriculum at high school level.
