Vice Chairman of Ho Chi Minh City People's Committee directs that competition must be substantial.
On August 23, the Department of Education and Training of Ho Chi Minh City held a conference to summarize the 2022-2023 school year and deploy key tasks for the 2023-2024 school year.
The 2022-2023 school year is the first year that Ho Chi Minh City will conduct online primary school enrollment. This is also the first year that the city will pilot the application of a geographic information system (GIS map) in primary school enrollment in three localities including Thu Duc City, Tan Binh District and District 8. Students will study at schools near their residence, not divided by ward administrative boundaries.
In addition, in the 2023 high school graduation exam, the average English score of Ho Chi Minh City students was the highest in the country. This result has been maintained for the past 7 years.
Dr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, affirmed that the city's education budget is always prioritized for consideration and increase every year. Currently, the education budget accounts for 28% of the city's regular expenditure budget and 20% of the city's capital construction investment budget.

In addition to the achievements, Mr. Hieu also frankly acknowledged that the education sector is facing many difficulties. For example, the progress of school construction, although being paid attention to, has not yet caught up with the current development speed due to the situation of mechanical population growth affecting the planning of the school network, especially in industrial parks and export processing zones. Along with that, the teaching staff in many places has not met the requirements of quantity and subject structure according to the requirements of the 2018 General Education Program.
Key tasks to be promoted in the new school year
Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized:
"For many years, Ho Chi Minh City has always considered education and training development as a top priority. Focusing on comprehensive education and maximizing students' potential and creativity in accordance with the spirit of Resolution 29-NQ/TW of the Party Central Committee on fundamental innovation in education and training.
I acknowledge and commend the encouraging achievements of the Ho Chi Minh City Education and Training sector in the 2022-2023 school year. These results were achieved thanks to the special attention and close direction of the City Party Committee, People's Committee, and People's Councils at all levels, in addition to the dedication, responsibility, and enthusiasm of the teaching staff and the efforts and studiousness of the students.
In addition to the achieved results, it is recommended that the city pay attention to overcoming some remaining limitations such as the teacher/class ratio being lower than the national average, the national standard school ratio not being as expected, the student/school ratio being higher than the national average. Many localities lack land to build schools, some private preschools pose potential safety risks for children...
In the 2023-2024 school year, the key tasks that Ho Chi Minh City needs to continue to focus on include: Innovating state management of education and training in the direction of decentralization, decentralization, school governance in the direction of streamlining, modernity, transparency, and strengthening the implementation of grassroots democracy.
Effectively implement the 2018 General Education Program, review the school network planning, pay attention to innovating methods, and strengthen inspection and assessment of education quality.
Implement flexibly, arrange and assign teachers to ensure sufficient quantity and consistent structure.
Promote digital transformation and application of information technology, enhance conditions to ensure technical infrastructure and skills in applying information technology in teaching - learning and testing, and assessing educational quality".
Developing education towards high quality
Speaking at the conference, Mr. Duong Anh Duc, Vice Chairman of the Ho Chi Minh City People's Committee, said that Ho Chi Minh City is expanding the model of high-quality schools, advanced schools, and international integration to contribute to equipping students with the necessary skills to integrate internationally and become citizens to meet the development needs of a smart city.
However, Mr. Duc also emphasized that in the process of implementing the education sector, it is necessary to pay attention to ensuring fairness in education and reducing the gap in learning environments between educational institutions. "We build high-quality schools but also have to make reasonable calculations to ensure that children in the city, according to their abilities and needs, can be provided with a good and fair learning environment and learning services to develop. Hopefully, investors in education will not only target parents of high-income students but also pay attention to investing so that families of low-income students have a good educational environment," said the city leader.

In addition, Mr. Duong Anh Duc directed that the education sector must build a real educational environment through inspection and testing. Exams must be conducted strictly, fairly and transparently.
