In 2025, many universities announced that they will eliminate the high school transcript admission method or reduce the admission quota for this method in enrollment.
Hanoi University of Industry has just announced new expected points in university admissions in 2025. In particular, the school will eliminate the method of admission based on independent academic records. Last year, the school reserved 15% of its quota for this method.
It is expected that from 2025, candidates considering high school transcripts to enter Hanoi University of Industry must combine test scores to assess capacity or thinking, international certificates, and excellent student awards.
According to the 2025 enrollment plan, Ho Chi Minh City University of Education will no longer use academic transcript scores in admissions. Instead, the school plans to use specialized competency assessment exams as the main admission method, accounting for 40-50% of the enrollment target. The exam results will be used for independent admissions for the school's majors.
According to Ho Chi Minh City University of Education, the school has eliminated the consideration of high school transcripts in order to meet the needs of students studying under the new program with the general view of ensuring fairness, transparency, creating favorable conditions for candidates and ensuring improved input quality, meeting the requirements of the modern labor market.
Similarly, some top universities have also announced that they plan to not use the high school transcript-based admission method or reduce the admission quota for this method in enrollment.
For many years, Hanoi University of Science and Technology has not considered admission based on academic records. In 2025, the school will maintain 3 stable admission methods: talent selection, thinking assessment test results, and high school graduation exam results.
In 2025, the National Economics University will continue to eliminate the method of considering high school transcripts for admission. Previously, in 2024, the school no longer considered admission based on high school transcripts.
Meanwhile, in 2025, Ho Chi Minh City University of Industry and Trade will reduce the enrollment quota based on the 10th, 11th grade transcripts and the first semester of grade 12 to only 15-20% of the total enrollment quota.
According to Mr. Pham Thai Son - Director of the School Admissions and Communications Center, the academic scores of public and private high schools are often uneven, with a large gap. This leads to unfairness in admissions.
Should early admission be abandoned?
While schools tend to eliminate or reduce admission quotas based on academic transcript scores in the 2025 admissions season, the Ministry of Education and Training is seeking comments on a draft amendment to university admission regulations. This draft has several new points, in which the Ministry plans to tighten this admission method.
According to the draft, with the university admission method based on high school transcripts, schools must use the student's entire 12th grade academic results. Currently, many schools using this method only stipulate using the academic results of 5 semesters, that is, the academic results of 10th grade, 11th grade and the first semester of 12th grade.
In addition, the Ministry of Education and Training plans that schools will only be allowed to reserve quotas for early admission methods that do not exceed 20% of the total quotas for each major and group of majors. If approved, this regulation will be applied from the 2025 university entrance exam.
The above proposals are attracting many comments. Many experts and university representatives believe that early admission should be abolished. However, on the contrary, many opinions say that it is impossible to be extreme in abolishing early admission, because early admission is still popular in many countries, and universities have a high degree of autonomy in recruiting students.
Early admission helps schools select candidates suitable for their training characteristics. Candidates also have more options to suit their abilities and strengths.
However, the question is how to ensure fairness between admission methods?
The Association of Vietnamese Universities and Colleges recommends that the Ministry of Education and Training should not intervene too deeply and control the quota ratio of the methods, because recruiting good students with good input quality is the responsibility of the heads of the schools.
The Ministry should only limit or eliminate easy admission methods that do not properly assess input quality, at all costs to "grab" students.
Associate Professor, Dr. Nguyen Dao Tung - Director of the Academy of Finance supports the admission based on transcripts, which must use the academic results of the entire 12th grade year because some schools compete in admission by only considering the academic results of students in 5 semesters (the entire 10th, 11th grade and semester 1 of grade 12), so there are students who do not focus on studying after Tet in the second semester.
Through the process of consulting on admissions in localities and schools, Mr. Tung said he has noticed these shortcomings and believes that competition at university should not cause disruption at the high school level.
