2025 is the first year that candidates will take the high school graduation exam according to the 2018 general education program. Candidates will take the high school graduation exam with 2 compulsory subjects: math, literature and 2 elective subjects in the high school graduation exam.

According to Director of the Department of Higher Education Nguyen Thu Thuy, the important change in this year's admission season is related to early admission.

Director Nguyen Thu Thuy said that recently, the Ministry of Education and Training has received many opinions on the issue of early admission. Most experts believe that early admission should not be organized, because all candidates' wishes must eventually be entered into the general admission support system of the Ministry of Education and Training, candidates are only admitted to a single wish, the highest possible within their capacity, regardless of whether they participate in early admission or not.

In the 2025 admissions season, all methods must be converted to one scale.

In the draft university admission regulations, the Ministry of Education and Training is stipulating that early admission will limit the quota to about 20%. However, after receiving the opinions of experts, the Ministry expects that early admission may no longer be necessary. The quota for early admission will be small, reserved for students with outstanding achievements, with important domestic and international awards. This is an outstanding group, a very special talent force that universities need to attract. The majority of the remaining candidates will participate in the general admission round according to the general plan of the Ministry of Education and Training.

Another important content in the 2025 admission season is that all methods must be converted to a single score scale. According to the leader of the Department of Higher Education, this regulation is related to the fact that schools must ensure fairness between methods and admission combinations. Specifically, the admission and admission scores of candidates must be converted equally between methods and admission combinations and we will take them from high to low.

All methods must be converted to a scale, or at least the benchmark must be converted to a common scale to be comparable between candidates, regardless of the selection method.

Also in 2025, if universities consider admission based on transcripts, they must use the student's entire 12th grade academic results, instead of using scores from 3 to 5 semesters as before.

The important reason for this new regulation is so that candidates do not neglect their studies in grade 12, especially in the second semester.

"Students still have to complete their studies well to get good grades before taking the high school graduation exam. This change will positively contribute and influence students' high school studies," said Ms. Nguyen Thu Thuy.

Another point to note in the draft admission regulations is that this year, the regulations on the threshold for ensuring input quality for teacher training majors and majors in the health sector that issue practice certificates will be adjusted. After announcing the Draft, the Ministry of Education and Training received many opinions, especially from independent candidates on this issue. We plan to take into account their opinions, to still include a threshold for ensuring input quality using high school graduation exam scores, instead of just using transcript scores. The group of independent candidates no longer has the opportunity to return to high school to accumulate points, so there needs to be solutions to ensure that they can still take the entrance exam for training majors in pedagogy and health - very important majors.

The Ministry of Education and Training said that the weight of the common subjects that are similar between the combinations must account for at least 50%, these are prerequisite subjects that stipulate the qualities and abilities required of candidates when applying for that major. Not any subject can be applied to admission in a training major, for example, the technical training major that uses both literature, history, geography and math, physics, chemistry for admission is not true to the nature of relying on the abilities and qualities required for that major and training field.
