Lighting the future of innovation in Vietnam

On the morning of October 1, in Hanoi, the Ministry of Planning and Investment organized the Vietnam Innovation Day 2024 and the 5th Anniversary of the National Innovation Center (NIC). The event was held for 2 days (from 1-2/2024) with the goal of igniting the future of innovation in Vietnam.

The event was attended by Prime Minister Pham Minh Chinh, leaders of ministries, departments, central and local agencies; research institutes and universities; domestic and foreign corporations and enterprises; banks, investment funds; embassies, international organizations; organizations and experts supporting innovation...

Speaking at the opening ceremony of the event, Minister of Planning and Investment Nguyen Chi Dung said that this is an opportunity to promote and strengthen connections between domestic and international enterprises, technology corporations, and research institutions through meetings, introductions, exchanges, sharing, and demonstrations of the latest technological solutions and innovative products in the fields of artificial intelligence, semiconductors, and green transformation.

At the same time, it is also an opportunity to summarize and look back at the 5-year process of formation and development of the National Innovation Center and 1 year of inauguration of the National Innovation Center in Hoa Lac, an important milestone, affirming the vision and continuous efforts of the Vietnamese Government in promoting innovation, contributing to renewing the growth model on the basis of science and technology development.

Minister Nguyen Chi Dung said that in order to concretize the policy of the Politburo in Resolution No. 52/2019 on proactively participating in the Industrial Revolution 4.0, exactly 5 years ago, on October 2, 2019, the National Innovation Center was established by the Prime Minister with the mission of being the nucleus to promote the development of the Vietnamese innovation ecosystem, quickly seizing the "once in a thousand years" opportunity of the Industrial Revolution 4.0, so that Vietnam can break through and rise up.

To fulfill this mission, the Ministry of Planning and Investment has recently directed the National Innovation Center to build a strategic vision, seize opportunities, overcome difficulties and challenges, and focus on implementing 9 key technology sectors that play a core role in the development of the world, including smart manufacturing, smart cities, digital content, cyber security, environmental technology, medical technology, semiconductor industry, green hydrogen, artificial intelligence, etc.

Thanks to that, in 5 years of operation, NIC has made many positive contributions to establishing, developing and leading the national innovation ecosystem.

Firstly , contribute to proposing additional and perfecting mechanisms, policies and laws on innovation and startups.

The Ministry of Planning and Investment has directed the Center to preside over research and propose many mechanisms and policies on innovation, as stipulated in the Investment Law, the Capital Law, and Decree No. 94/2020 of the Government stipulating preferential mechanisms and policies for the Center.

Most recently, the Prime Minister approved the Program “Developing human resources for the semiconductor industry to 2030, with a vision to 2050”. With the importance of “breakthrough of breakthroughs”, the Program will open up many opportunities and create favorable conditions for developing high-quality human resources in Vietnam, meeting the needs and attracting large enterprises and corporations in the world in the semiconductor industry.

Second , promote the role of the core, pioneer, and leader of Vietnam's innovation ecosystem.

(1) A complete innovation ecosystem has been formed and developed, especially in the key technology fields of artificial intelligence and semiconductors, making NIC in particular and Vietnam in general become trusted partners of the world's leading technology corporations and innovation centers such as SK Korea, Google, NVIDIA, Meta, Samsung...

(2) Complete the Center's two operating facilities in Hanoi and Hoa Lac High-Tech Park with a total area of ​​over 30,000 m2, becoming the largest innovation promotion facilities in Vietnam and the region;

(3) Establish 10 Vietnamese innovation networks in 20 countries/territories with more than 2,000 members who are experts and intellectuals;

(4) Support Vietnamese innovative and start-up enterprises to have comprehensive access to high-quality and professional resources in finance, investment, communications, technology, and digital transformation;

(5) Support the incubation of more than 1,000 startups, connect more than 1,500 innovative and start-up businesses, organize and co-organize more than 100 competitions and awards for innovative and start-up businesses;

(6) Training and developing high-quality human resources for more than 10,000 innovative and entrepreneurial individuals; implementing the Digital Talent Development Program providing more than 60,000 scholarships for digital talents.

In particular, the Center has proactively implemented a semiconductor human resource development program, built mutually beneficial cooperative relationships with many of the world's leading semiconductor partners (Qorvo, ARM, Marvell, Cadence, Synosyps, NVIDIA, Siemens...) and is the focal point for the Semiconductor Human Resource Development Program to 2030, with a vision to 2050, approved by the Prime Minister with the goal of training 1,300 lecturers and 50,000 engineers in the semiconductor industry, and at the same time built 4 national shared semiconductor laboratories and 18 standard semiconductor laboratories to serve the training of semiconductor human resources.

The Minister of Planning and Investment emphasized: “The National Innovation Center has made great strides, becoming a leading innovation center of the country, with stature and prestige in the region and becoming a trusted partner of many leading technology and innovation partners in the world. The above results have contributed to Vietnam's continuous improvement in the global innovation index over the past years, accordingly, in 2024, Vietnam will be ranked 44/133 countries and territories".

The head of the Planning and Investment sector believes that in the coming time, with the strong direction of the Government, the support from ministries, sectors, and the consensus of the whole society, the National Innovation Center will not only be a place to connect resources, but also a symbol of the spirit of Vietnamese innovation, contributing to the implementation of the goals of the Socio-Economic Development Strategy for the period 2021 - 2030 to build a strong and prosperous Vietnam by 2045.

As a strategic advisory agency for socio-economic development, the Ministry of Planning and Investment will continue to accompany ministries, sectors, localities and domestic and international partners to build a strong innovation ecosystem, contributing to promoting sustainable economic growth and enhancing Vietnam's position in the international arena; effectively and successfully operating the National Innovation Center, contributing to promoting innovation values ​​for a strong and prosperous Vietnam as the goals and expectations of the Party, Government and Prime Minister.

Honoring the solution of Vietnam Innovation Challenge 2024

Also at the ceremony, the five most outstanding solutions participating in the Vietnam Innovation Challenge 2024 (VIC 2024) program co-organized by NIC and Meta were honored by the Prime Minister, including: Cadence (the world's leading corporation in electronic design automation tools and microchip design) and Nexus Photonics (an optical chip design company co-founded by Vietnamese people) in the Semiconductor field; 3 representatives of FPT, Viettel and CHOSEN (from Thailand) in the field of Artificial Intelligence.

In addition, 15 outstanding innovative solutions were introduced and presented to all delegates. The solutions represent 3 groups of businesses: Corporations; small and medium enterprises and startups, innovative projects.

After more than 6 months of launching, VIC 2024 has attracted more than 750 solutions from 20 countries and territories. The solutions participating in VIC have helped businesses "unlock" more effective approaches, optimize processes, and create practical value for society.

In addition to presenting the VIC 2024 awards, Prime Minister Pham Minh Chinh and Minister of Planning and Investment Nguyen Chi Dung also presented certificates of merit and commemorative medals to individuals and organizations that have made active contributions to the innovation ecosystem. Those who have contributed to helping the Vietnamese innovation ecosystem develop stronger, more diverse and more connected.
