Attending the meeting were representatives of leaders of several central ministries and branches. On Kon Tum province side, there were comrades: Duong Van Trang - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Ngoc Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
Identify difficulties and problems
Reporting to the working delegation, Chairman of the Provincial People's Committee Rah Lan Chung informed: In the first two months of 2025, the province's socio-economic indicators continued to remain stable and achieved high growth compared to the same period in 2024. Specifically: total retail sales of goods and service revenue reached 10,930 billion VND, up nearly 13.4%; budget revenue reached 1,488 billion VND, up 1.5%; export turnover reached 27 million USD, up 22.03%.
Up to now, the province has disbursed more than 435 billion VND of public investment capital, reaching 10.2% of the plan, higher than the average disbursement rate of the whole country (7.8%). By March 19, the whole province had started construction and repair of 3,196/8,485 houses under the program to eliminate temporary and dilapidated houses in the area.
In addition to the favorable aspects, the province also recommended and proposed the Government and ministries and branches to pay attention to removing difficulties and obstacles in the coming time. Specifically, it is recommended that the central ministries and branches supplement the list of the North-South Expressway project in the West, Pleiku-Buon Ma Thuot section; at the same time, consider and propose to include it in the medium-term public investment plan for the period 2026-2030 to prioritize investment in the period before 2030. Regarding the Quy Nhon-Pleiku Expressway Construction Project, the estimated cost of compensation, support and resettlement for the section passing through Gia Lai province is about 2,397 billion VND.
However, the province's ability to balance the budget for compensation, support and resettlement only meets about 500 billion VND. Therefore, the province requests the Ministry of Finance to consider and balance the central budget and have a budget support mechanism for localities to carry out compensation and site clearance work to soon implement the project.
In addition, the province also faces difficulties in mobilizing socialized funding sources to implement the program to eliminate temporary and dilapidated houses. Accordingly, the total funding requirement for the program in the province is nearly 459.4 billion VND, currently lacking more than 64.9 billion VND, requesting the Central Government to consider and balance additional support.
On the other hand, the province also proposed that the Ministry of Agriculture and Environment support investment in building an irrigation system in the area, and at the same time survey and build dams and irrigation dams on the Ba River to serve irrigation water and domestic water for the people; propose to establish a center to display and preserve the cultural heritage of ethnic groups and heritages recognized by UNESCO to serve the conservation work, create a highlight to promote and develop tourism.
Currently, in the province, there are 5 completed wind power projects but not yet put into commercial operation; 5 solar power projects with a total capacity of 663 MWp have investment policies but have not been added or updated to the implementation plan of the National Power Development Plan for the period 2021-2030, with a vision to 2050.
Therefore, the province recommends that the Ministry of Industry and Trade direct specialized agencies to promptly inspect the acceptance and licensing of electricity operations for wind power projects and consider submitting to the Government for approval and addition of solar power projects to the national electricity development plan.
According to Chairman of the Provincial People's Committee Rah Lan Chung, Gia Lai aims for a growth rate of 8.06% in 2025. If wind power projects are soon cleared by ministries and branches and put into operation, they will bring huge revenue to the local budget. Along with that, the province has also approved the zoning plan for the construction of urban area CK 54 (Tra Da commune, Pleiku city), and will soon organize bidding and start construction; Pleiku airport has also been allocated funding for expansion and upgrading... opening up many positive development directions, creating a premise for local development.
Focus on directing and removing obstacles
According to Deputy Minister of Construction Bui Xuan Dung: The project to expand and upgrade Pleiku Airport has been approved for planning and is being proposed to be included in the medium-term public investment plan for the period 2026-2030. The Deputy Minister of Construction requested the Provincial People's Committee to work with the Vietnam Airports Corporation (ACV) to unify the contents related to planning and investment plans for this project. For the Quy Nhon-Pleiku Expressway Project, the Ministry of Construction will closely coordinate with Gia Lai and Binh Dinh provinces to implement the steps.
“According to the plan, by the end of March 2025, the Ministry will submit the pre-feasibility project to the Government and in April 2025, the Government will submit it to the National Assembly. It is expected that the project will start construction in 2025. The time is very urgent, so the Ministry is assigning departments to complete the project preparation to ensure the most feasibility, ensure the time and all elements of the plan so that after the National Assembly has a resolution to approve the policy, the project will start construction immediately,” Deputy Minister Bui Xuan Dung informed.
Meanwhile, Deputy Head of the Government Office Pham Manh Cuong said: Regarding the province's proposal related to funding support for the program to eliminate temporary and dilapidated houses, the Prime Minister has agreed and issued a resolution on using 5% of regular spending savings in 2024 for this work. Therefore, the province is requested to review and send the local needs to the Ministry of Finance for reporting to the Prime Minister for consideration. Regarding other proposals at this meeting, the Government Office will synthesize and advise the Deputy Prime Minister to issue a written notice of the conclusion assigning specific tasks to ministries and branches to resolve.
Continuing his working trip to Gia Lai province, on the afternoon of March 21, Deputy Prime Minister Bui Thanh Son inspected the construction progress of the Eastern Economic Corridor Road Project (National Highway 19 bypass).
The Deputy Prime Minister directed that from now until mid-April 2025, the investor and related units focus on site clearance to hand over to the construction unit, and must complete the route by the end of the year. Next, at the working session with Vinh Hiep Company Limited, the Deputy Prime Minister hoped that the enterprise would continue to invest, improve technology, expand deep processing industry, and enhance its position in the international market; local authorities would create favorable conditions for the enterprise to develop.
Concluding the meeting, Deputy Prime Minister Bui Thanh Son emphasized: The previous and current recommendations and proposals of Gia Lai province have been reported very specifically, and there have also been exchanges and discussions with leaders of central ministries and branches. He requested the Government Office to coordinate with the Ministry of Finance to synthesize and submit to the Prime Minister for conclusion of this meeting.
The conclusion must clearly assign specific tasks to ministries and branches regarding the time and results of resolving unresolved recommendations, especially pending projects, to free up production and contribute important resources to the locality. The Deputy Prime Minister noted that the province needs to pay special attention and proactively coordinate closely with relevant ministries and branches in removing difficulties and obstacles in pending projects and projects in the energy sector to clear bottlenecks and free up resources for growth in 2025.
Regarding tasks and solutions in the coming time, the Deputy Prime Minister requested that central ministries, branches, and the Party Committee and government of Gia Lai province continue to thoroughly grasp and effectively implement the direction of General Secretary To Lam at the working session with key leaders of the province in early 2025; the directions of the Government and the Prime Minister on key tasks and solutions to promote growth, promote the potential and advantages of the locality, while maintaining national defense and security.
In particular, the province needs to continue reviewing targets and tasks to develop specific solutions for both the immediate and long-term, ensuring high feasibility to achieve the GRDP growth target of 8.06% in 2025.
Deputy Prime Minister Bui Thanh Son requested that central ministries and branches pay attention to supporting and guiding localities, especially the Ministry of Industry and Trade, to promptly remove obstacles for wind power and solar power projects. Provincial leaders need to speed up the completion of the work of streamlining the organization, operating effectively and efficiently, especially the consolidation of departments and branches, towards merging provinces, merging communes and abolishing district levels, which will greatly affect the implementation of tasks.
The Deputy Prime Minister requested the province to focus on directing the new apparatus to operate stably; do a good job of ideological work and policies for cadres subject to streamlining; speed up the completion to soon submit to competent authorities the dossiers of key traffic works and projects in the area.
On the other hand, the Deputy Prime Minister also suggested that the province strongly promote the development of the private and household economy, increase the contribution rate of resources of this sector to local development; improve the level of OCOP products, replicate effective production models, develop cooperative economies and organize farmers' associations. Focus on developing the renewable energy industry, deep processing industry, limit raw exports to increase product value; promote the allocation and disbursement of public investment capital; focus on directing the site clearance work for key projects and works. In addition, the locality needs to exploit and apply new economic models to ensure both short-term and long-term growth; invest in the construction of works serving the work of responding to climate change, protecting the environment; develop sustainable tourism; combine cultural preservation with the development of ecological agriculture... thereby contributing to promoting sustainable socio-economic development, improving people's lives.
