Bottlenecks in logistics operations
Mr. Tran Viet Truong - Chairman of Can Tho City People's Committee - commented that logistics activities in Can Tho City and the Mekong Delta region in general are still in the early stages of development, and have not yet fully promoted their role in contributing to promoting production and export, especially agricultural product trading - the region's strength.
Typically, transport infrastructure still has some shortcomings and limitations, failing to meet the requirements for synchronous, modern transport development, regional connectivity and international transport.
Currently, there are still vertical and horizontal expressways and important provincial and urban main roads under construction; Most of the inland ports and wharves are small and medium-sized; Can Tho seaport cluster has not been exploited effectively; Regional seaport and aviation logistics centers have not been built.
At the same time, the rate of public passenger transport by bus has only reached about 1% of people's travel needs; traffic congestion has not been resolved on some main roads and key intersections.
In particular, the connection of transport modes is not effective; resources in terms of infrastructure, human resources, domestic and regional markets have not been well utilized; logistics centers that play a role in connecting Can Tho City with the region and the world have not been invested in or built... leading to high logistics costs, with transport costs accounting for 30 to 40% of product costs (this rate is 15% in other countries).
Can Tho City has identified that the socio-economic infrastructure, especially the transport infrastructure, is not yet synchronous, modern, and of low quality, which is a bottleneck for the development of Can Tho City and the Mekong Delta region.
Developing Can Tho into a regional logistics center
According to Mr. Tran Viet Truong, Can Tho City has been implementing many synchronous solutions to solve difficulties in logistics activities. In particular, developing transport infrastructure is the basis for Can Tho City to promote its central role, the driving force for the development of the Mekong Delta region, and an important hub for intra-regional and international transport.
Regarding planning, Can Tho City is determined to have at least 3 logistics development areas serving the Mekong Delta region, including: Class II logistics center connected to Cai Cui Port; Port cluster and post-port logistics, Thot Not industrial park; Specialized aviation logistics center connected to Can Tho International Airport.
In particular, complete the transport infrastructure. Specifically, upgrade and expand Can Tho Airport. Continue to invest in construction and completion of expressways through Can Tho City. All national and city-level inland waterways are regularly maintained, dredged, and marked to protect the waterways.
Build Can Tho Port area to become a national general port, a focal point of the region (type I) to gradually implement the detailed planning of the Mekong Delta seaport group (group 6).
Complete the Pre-Feasibility Study Report of the Ho Chi Minh City - Can Tho railway project to carry out the next steps of investment and construction implementation.
In addition, deploy the construction of a number of passenger terminals and parking lots; build infrastructure to serve the development of public passenger transport by bus; build an intelligent traffic management system (ITS).
Mr. Truong also informed that Can Tho City is currently coordinating with the Ministry of Agriculture and Rural Development to complete and submit to the Prime Minister for approval the Project to establish a Center for linking, producing, processing and consuming agricultural products in the Mekong Delta region, with a scale of about 250 hectares.
Agree on the policy of socializing dredging combined with product recovery of Dinh An - Can Tho maritime channel. After being cleared, the total volume of general cargo will reach 20 - 21 million tons/year and 400 - 500 thousand containers/year.
