Identifying investment in human resources as a key factor in determining socio-economic development in the area, in recent years, Thanh Son district has closely followed the policies of the Party and the State, along with the attention and direction of the local government, focusing on implementing many effective solutions, suitable to practical conditions. Thanks to that, population and development work has had many positive changes. Population quality is increasingly improving, the natural population growth rate is gradually decreasing, towards stabilizing population size.
Propaganda on population policy for ethnic minority women in Vo Mieu commune.
Yen Son mountainous commune has a large area and a large population of more than 7,500 people. In previous years, the rate of women of childbearing age violating population policy was not uncommon in this mountainous commune with many difficulties. Many families, although having difficulty in providing food and clothing, still had many children due to backward thinking. In order to contribute to changing people's awareness and behavior, towards properly implementing population policy, the team of population officers and collaborators of the commune identified communication and education as an important task. With 12 population collaborators, many of whom have medical and pharmaceutical qualifications, they have actively followed up on population fluctuations and people's thoughts to promptly propagate and persuade. Communication activities are maintained with many forms of consultation. The Commune Population Steering Committee regularly coordinates with the Health Station to organize propaganda and mobilize women to use periodic reproductive health care/family planning services. Comrade Tran Thi Kim Loan - Officer of the Health Station in charge of population/family planning work and health education communication at the commune said: “Through vaccination sessions and regular pregnancy check-ups for women at the Health Station, population officers often integrate communication about population policies. The innovation of communication forms on social networking platforms: Tiktok, Facebook, Zalo has also brought about positive effects. In 2024, the commune had no cases of party members giving birth to a third child or more. The number of children born as a third child or more decreased by 3 children compared to 2023; the rate of malnourished children decreased to over 16%; the quality of life of the people gradually improved”.
Elderly people in the district receive health care advice from medical staff, contributing to increasing life expectancy.
Identifying the important role of communication in population and development work, in 2024, Thanh Son District Medical Center directed communes and towns to actively coordinate with departments, branches and organizations to integrate communication sessions to widely disseminate the content of documents and resolutions related to the implementation of population policies. Thereby, communes and towns wrote and broadcast over 1,100 news and articles and organized 136 group meetings to talk about health care for the elderly, control of gender imbalance at birth, reproductive health care/family planning. During the year, the Center organized 45 communication sessions to integrate health examination and consultation for the elderly, young men and women before marriage, prenatal and newborn screening; coordinated with the Provincial Population Office, Project 818 Management Board to organize 22 communication sessions to integrate free health examination for women, men and the elderly...
100% of pregnant women in the district receive regular reproductive health care before and after birth.
Thanh Son has 60% ethnic minorities. Therefore, the implementation of Decree No. 39/2015/ND-CP dated April 27, 2015 of the Government on Regulations on support policies for poor women who are ethnic minorities when giving birth in accordance with population policy in recent years has promptly motivated and encouraged poor women in the district to give birth in accordance with population policy. In 2024 alone, Thanh Son district has provided support to 8 eligible women. After receiving support, the households committed not to violate the population/family planning policy.
To improve population quality, the Health Center has proactively advised the District People's Committee to issue documents directing the implementation of signing a commitment not to have a third or more child, striving to increase the rate of newborns screened for birth defects, increase the number of couples of childbearing age applying modern contraceptive methods, reduce the rate of natural population growth and reduce gender imbalance at birth. Along with that, the District Health Department has implemented measures to prevent and combat child malnutrition, prevent vitamin A deficiency, provide health care for adolescents, youth, the elderly, etc., contributing to improving population quality. In 2024, the district will have 10 fewer cases of party members giving birth to a third or more child compared to 2023. 100% of pregnant women will receive pregnancy management and over 95% of newborns will receive newborn screening.
In addition to the achieved results, population work in the district still has some shortcomings and limitations. A part of the people are not fully and deeply aware of population growth, gender imbalance and having a third child or more, which directly affects economic and social life and the environment; communication and service work still faces difficulties; free contraceptives are not available, the annual birth rate is not stable... Thoroughly overcoming the above shortcomings and limitations requires not only the efforts of those working in population work but also the participation of the entire political system and the awareness of each citizen.
