The city's economy has grown quite well, with a growth rate of 8.05% in the 2013-2022 period, higher than the national and provincial average. The economic structure has shifted in the right direction. Foreign relations have been expanded, and the city's position has been raised to a new level.
Budget revenue in the area contributes greatly to the provincial budget. Land and urban management are gradually becoming more organized. Urban planning is developing in a modern and civilized direction; urban management and beautification are focused on; urban technical infrastructure and social infrastructure are strengthened; many new urban areas, apartment buildings, offices, high-rise hotels, supermarkets, and multi-functional complexes are built; the face and appearance of the city are increasingly changing, becoming more spacious and modern. Cultural and social fields have many improvements. Facilities for education and health care are taken care of. The material and spiritual life of the people is improved.
Some areas such as: Tourism, science - technology, health, education - training, information technology have formed regional central factors. National defense and security are strengthened, social order and safety are ensured, petitions and urgent issues of the people are resolved promptly. The political system from the city to the grassroots is consolidated and enhanced, effectiveness and efficiency are improved. Cadres, party members and people trust in the leadership, management and operation of the city Party Committee and government.
However, compared to the expectations of the province and the Central Government, Vinh city has not yet become an outstanding urban area compared to other urban areas in the region, especially in terms of connectivity, regional linkages, high-quality human resource training, research activities, startups, and innovation. There are many reasons for this limitation, but the key issue is the lack of resources, the lack of specific, outstanding, and suitable mechanisms and policies, and the slow expansion of development space for the city to develop commensurate with its role as a locomotive for integration, a pioneer in development, and solving important tasks of the region. These causes and bottlenecks have been carefully assessed and analyzed by the Central Government, Nghe An province, and Vinh city in the process of summarizing Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo.
On July 18, 2023, the Politburo issued Resolution No. 39-NQ/TW on the construction and development of Nghe An province to 2030, with a vision to 2045, affirming: "...it is necessary to focus on investment and have outstanding mechanisms and policies to develop Vinh city into an economic and cultural center of the entire North Central region" , continuing to identify that the development of Vinh city plays a very important role in the development of Nghe An province. The Standing Committee of the Provincial Party Committee also approved the Project to expand the administrative boundaries of Vinh city with a roadmap to be completed in 2024, creating an important legal corridor for the city to develop.
Being entrusted with the task by the Central and the province is an honor and pride for the Party Committee, Government and People of the city, but it is also a great responsibility and challenge that requires cadres, Party members and People of Vinh City to make great efforts and have great political determination to carry it out. Therefore, the Standing Committee of the City Party Committee has comprehensively assessed the difficulties and bottlenecks, re-identified the potentials, advantages, and development motivations, and determined the order of priorities for implementing the strategic goals in accordance with the requirements and actual conditions, thereby proposing a number of key tasks and solutions to effectively implement Resolution No. 39-NQ/TW of the Politburo, namely:
Firstly, proactively advise, coordinate, and soon complete the expansion of administrative boundaries, creating a suitable space for the city to develop. Accordingly, promptly adjust the general planning of Vinh city to 2030, with a vision to 2050, in conjunction with the construction and implementation of the urban development program. Effectively implement urban development zoning and functional areas, forming a modern coastal city with high appeal, in harmony with landscape and nature, with diverse architectural highlights. Coordinate, deploy the establishment, management, and effective implementation of the general planning of the Nam Nghe - Bac Ha region; especially the planning of coastal urban development along the two banks of the Lam River. Adjust mechanisms, policies, and investment resources to strengthen and improve the effectiveness of development cooperation with neighboring localities, especially in the fields of services, tourism, and urban development.
Second, focus on mobilizing all resources to create breakthroughs in socio-economic development, infrastructure, especially digital infrastructure, quickly turning Vinh city into a driving force for growth, connection and spreading high-tech and innovation-oriented development of Nghe An province and the region.
Build and effectively implement the "City of Light" project associated with smart urban construction, creating urban highlights and promoting night-time economic development. Focus on investing in strategic and key infrastructure projects, creating momentum for breakthroughs in transport development such as: Upgrading and expanding Vinh International Airport, Vinh Railway Station, Cua Lo Deep-water Port, expressways and routes connecting Vinh city with Cua Lo town, Hung Nguyen and Nam Dan districts. Focus on attracting investment, with appropriate incentive mechanisms to exploit the potential of Cua Lo sea, develop logistics services, maritime transport, resort tourism, aquaculture and fishing activities.
Third, comprehensively develop culture and society, improve the material and spiritual life of the people, in which, prioritize the development of the education and health care systems, soon turn Vinh city into a center for health care and training of high-quality human resources in the region.
Prioritize the implementation of the project to restructure universities and colleges in the area, with Vinh University as the core to build a regional and national training center. Strengthen cooperation in education and training; promote investment attraction to build schools that meet international standards.
Organize the development and implementation of the Project to develop Vinh city into a specialized, high-level medical center; continue to develop a number of hospitals into special-class, end-line hospitals with regional roles such as: Provincial Center for Disease Control into the North Central Regional Center; Provincial General Hospital into a special-class hospital; Traditional Medicine Hospital into a Traditional Medicine General Hospital; build a Tropical Hospital, a Cardiovascular Hospital, specialized centers under the Oncology Hospital, Obstetrics and Pediatrics Hospital, Lung Hospital, etc.
Promote the application of high technology in industries and fields, build a smart city, gradually turn Vinh city into a high-tech application city, a center for innovation - start-up - creativity of the region and the whole country. Take enterprises as the foundation, science - technology as the pillar, create new development momentum, improve productivity, quality, efficiency and competitiveness. Build a network of science and technology information in the area, focusing on digital economic development platforms such as large databases, connection networks, regional technology exchanges, etc.
Fourth, focus on creating breakthroughs in administrative reform, creating favorable conditions for investors and businesses to implement projects in the area. Build an honest, creative, professional, modern administration with people and businesses at the center; perfect and synchronize institutions and policies; review, amend, and supplement regulations, improve the investment and business environment, increase publicity and transparency; improve the efficiency of using public investment capital and the efficiency of attracting development resources.
Strengthening the application of information technology in management, administration, building e-government, smart cities, focusing on comprehensive digital transformation according to the National Digital Transformation Program to 2025, vision to 2030. Strongly developing the digital economy, first of all the 3 economic pillars: High-tech industry, seaports - logistics, tourism - trade; at the same time, forming and developing a safe and convenient digital environment, serving the maximum needs of production, business and people's lives.
Fifth, the city continues to recommend that superiors decentralize and authorize the city in the fields of state management in order to promote the city's initiative, creativity, and self-responsibility. Organize research and learn from experiences to develop and report to the province to add to the draft Resolution of the National Assembly and the Government a number of outstanding mechanisms and policies for Vinh city. This is the decisive key, the basis, and the driving force to promote the city's rapid and sustainable development.
To effectively implement the above breakthrough solutions, Vinh city has determined that it is necessary to improve management capacity and professionalism; effectively carry out training, fostering, and updating knowledge and professional skills for cadres and civil servants; rectify discipline, administrative discipline, public ethics, and build a cadre, civil servant, and public employee team that meets the requirements of being a regional development center. Promote the emulation movement to study, improve the intellectual level of the people, worthy of the "Global Learning City" recognized by UNESCO. Promote strong innovation in thinking and creativity among cadres, party members, civil servants, and public employees, especially the leadership and management team, creating a spread throughout the city. Take care of building the Party, building a strong political system, meeting the requirements of leadership and direction in the new period.
On a new journey, new mission, new spirit, Vinh city will seize the opportunity, rise up to develop worthy of its role and position as the economic and cultural center of the North Central region, contributing with Nghe An province to effectively implement Resolution No. 39-NQ/TW of the Politburo.
