Reporting to the monitoring delegation, a representative of the Ho Chi Minh City Department of Education and Training said that after one year of implementing the project, the progress of the project to build 4,500 classrooms was slower than planned, the number of completed classrooms put into use did not reach the set target but showed the determination and efforts of departments, branches, sectors and localities.
In the 2021-2025 period, the education sector has been allocated about VND 18,288 billion, accounting for more than 10% of the total public investment capital of Ho Chi Minh City to invest in increasing classrooms, promptly meeting the mechanical population growth rate, ensuring school places for students.
It is expected that by the end of this year, 2,000 new classrooms will be put into use, including 1,200 classrooms from public investment and 800 classrooms from socialization, reaching 50% of the set target.

The reason for the slow implementation progress is that the 2021-2025 medium-term public investment period has changes in planning, land, environmental conditions, traffic, etc.
Many new school construction investment projects are planned on land that requires site clearance, compensation, and multi-step implementation processes, fluctuating prices, etc., leading to increased demand for investment capital.
Regarding investment in the education sector under the public-private partnership model, this is a new form of investment, regulations and guidelines are not specific, so there are still many difficulties in attracting domestic and foreign investors.
From the above problems, the Department of Education and Training of Ho Chi Minh City recommends that competent authorities quickly resolve procedures for establishing, synthesizing, submitting for appraisal and approval of planning adjustment projects.
At the same time, assign the Department of Finance and the Department of Natural Resources and Environment to coordinate with localities to review and develop plans to increase land funds for education.
Resolutely handle the responsibility of investors who have been assigned land by the city and approved investment policies in new residential areas but have not yet fulfilled their obligations to invest in schools according to planning and commitments...
Along with that, promote the policy of socializing education in the direction of allowing investors to use land that is not included in the education planning and is not subject to land use purpose change according to the provisions of Clause 1, Article 121 of the 2024 Land Law to build private schools with educational operation duration according to the lease term (minimum 5 years)...

For projects that have not yet approved investment policies, the Department of Education and Training will promptly consult with city leaders to have new investment policies to keep up with implementation progress.
