Minister of Science and Technology Nguyen Manh Hung has just signed a decision to establish a Steering Committee on science, technology, innovation, digital transformation development and a Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 (Project 06) of the Ministry of Science and Technology (Steering Committee).
The Steering Committee was established on the basis of merging the Digital Transformation Steering Committee, the Administrative Reform Steering Committee and the Working Group for the implementation of Project 06 of the Ministry of Science and Technology.
Minister Nguyen Manh Hung is the Head of the Steering Committee; Deputy Minister Pham Duc Long is the Standing Deputy Head of the Committee; Deputy Ministers: Bui The Duy, Le Xuan Dinh, Hoang Minh and Bui Hoang Phuong are the Deputy Heads of the Committee.
Leaders of relevant functional units under the Ministry are members of the Steering Committee.
According to the above decision, the Steering Committee performs the tasks of the Subcommittee on Science, Technology, Innovation and Digital Transformation of the Government Steering Committee on Science, Technology, Innovation and Digital Transformation Development and Project 06; researches and proposes to the Minister directions and solutions to solve problems in implementing policies, strategies, mechanisms and breakthrough policies for the development of Science, Technology, Innovation and Digital Transformation; deploys Project 06 and administrative reforms under the authority of the Ministry of Science and Technology to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of Science, Technology, Innovation and National Digital Transformation (Resolution 57).
The Steering Committee provides opinions on strategies, programs, mechanisms, policies, projects related to science and technology development, innovation and digital transformation; implements Project 06 and administrative reforms under the authority of the Ministry of Science and Technology.
The Steering Committee also performs the task of assisting the Minister in directing, monitoring, urging, and inspecting the implementation of goals, tasks, and solutions for the development of Science, Technology, Innovation, and Digital Transformation, the implementation of Project 06, and administrative reform of agencies and units under the Ministry; and coordinating the implementation of tasks under the authority of the Ministry of Science and Technology in the Government's Action Program to implement Resolution 57.
The Steering Committee organized a preliminary review and assessment of the situation and results of the implementation of key tasks and solutions on science and technology development, innovation and digital transformation, implementation of Project 06 and administrative reform under the authority of the Ministry of Science and Technology.
The National Digital Transformation Agency is the Standing Body of the Steering Committee, responsible for submitting to the Head of the Steering Committee the Operation Plan and Working Regulations of the Steering Committee and ensuring the necessary conditions for the Steering Committee's operations.
Members of the Steering Committee work part-time and enjoy benefits according to current regulations. If necessary, the Steering Committee may mobilize domestic and foreign consultants to perform assigned tasks.
This Decision takes effect from the date of signing (March 25, 2025), and replaces a number of previous documents of the Ministry of Science and Technology and the Ministry of Information and Communications on the establishment and consolidation of separate Steering Committees under the two Ministries./.
