Thanh Hoa is about to have instructions on implementing extra teaching and learning.

(Dan Tri) - The Department of Education and Training of Thanh Hoa province has completed the draft and submitted it to the Provincial People's Committee for consideration and decision on guidelines for extra teaching and learning in schools.

On February 12, the Department of Education and Training of Thanh Hoa province announced that it had completed the draft to implement Circular No. 29 of the Ministry of Education and Training. This draft has been sent for comments from relevant departments and branches and submitted to the Provincial People's Committee for consideration and issuance of a decision on extra teaching and learning in the area.

A representative of the Department of Education and Training of Thanh Hoa province said: "After the decision of the Provincial People's Committee, the Department will have a detailed instruction document sent to educational institutions in the area for deployment and implementation."

Previously, on January 13, the Department of Education and Training of Thanh Hoa province sent a document to the Department of Education and Training of districts, towns, cities and affiliated units to summarize difficulties and problems in implementing Circular No. 29/2024/TT-BGDDT and Circular No. 30/2024/TT-BGDDT, both issued on December 30, 2024.

The Director of the Department of Education and Training of Thanh Hoa province requested that all units organize the implementation to all managers, teachers and employees to carefully study the contents of the above two circulars. At the same time, summarize difficulties and problems to send to the Department of Education and Training for research, synthesis and guidance or consultation with competent authorities in accordance with regulations.

According to Circular No. 29 of the Ministry of Education and Training, extra teaching and learning are supplementary teaching activities outside the prescribed time in the education plan for subjects in the General Education Program. Teachers and schools are not allowed to organize extra teaching for primary school students, except in cases of training in arts, sports, and life skills training.

Teachers are not allowed to teach extra classes outside of school for money from the students they are teaching according to the school's educational plan. Extra classes in school are not allowed to charge students money and are not allowed to alternate between regular classes and extra classes.

Organizations and individuals who organize extra-curricular tutoring for money must register their business to be subject to management under the Law on Enterprises.

Teachers who teach extra classes outside of school must report to the principal about the subjects, locations, forms, and times of extra classes. Teachers who teach extra classes at licensed establishments must pay taxes according to regulations. Any fraudulent or tax-evading behavior may be punished according to the law.
