Imbued with the Party's viewpoint and bearing in mind the saying of General Secretary Nguyen Phu Trong "If culture remains, the nation remains, if culture is lost, the nation is lost", in recent years, the Party Committee, government and people of the ethnic groups in the Northwest have always paid attention to preserving and promoting traditional cultural values to create endogenous strength for development.
Over 90 years old, but Meritorious Artist Lo Van Bien, a Thai ethnic in Cang Na village, Trung Tam ward, Nghia Lo town, Yen Bai province, is still enthusiastically teaching ancient Thai characters and ancient Thai dances to local officials and people every day.

He said that throughout the process of leading the revolution, leading the construction and development of the country, our Party has always valued and promoted the role of culture. At the National Cultural Conference held in November 2021, General Secretary Nguyen Phu Trong also repeatedly emphasized that "Culture is the spiritual foundation of society, if culture exists, the nation exists, if culture is lost, the nation is lost". Imbued with that spirit, combined with love and pride in the cultural beauty of his people, he has devoted his life to researching, disseminating and restoring the beauty of Thai culture. "As a Thai, everyone must know what is special about our people. The elderly, those who know, should pass it on so that everyone can see and learn", said Mr. Bien.

In addition to Mr. Bien, in Nghia Lo town, Yen Bai province today, in the villages there are many fathers, uncles, grandmothers, mothers who have a deep understanding of the unique cultural features of the Thai people, from writing to folk songs, folk dances, musical instruments, cuisine, traditional folk games... They are devoting a lot of effort to preserving and teaching the next generations with the hope that these cultural features will last forever.
Luong Thi Hang, Deu 2 village, Nghia An commune, Nghia Lo town, Yen Bai shared that the art of xoe, like all other folk dances, must be performed not only by movements but also by the soul, so in addition to regular practice, the children also listen to their grandmothers and mothers to understand better, thereby loving more the beautiful cultural features of their people.

Cultural exchange is an indispensable activity in community tourism villages in the Northwest localities. This is both a connecting activity, creating a joyful and exciting atmosphere in each meeting and exchange, and a practical work to preserve and promote national cultural values.
In Dien Bien province, on the occasion of the 70th anniversary of Dien Bien Phu victory and Dien Bien National Tourism Year 2024, the number of people and tourists coming to the province has increased, so these activities have also been enhanced. Ms. Lo Thi Huong, captain of the Him Lam 2 village art troupe, Him Lam ward, Dien Bien Phu city, Dien Bien province, said that she and her brothers and sisters in the village art troupe were very excited, together staging and practicing the performances, making them colorful to meet the needs of tourists coming to visit, as well as promoting and introducing the unique culture of Dien Bien.

In Son La - a land where 12 ethnic groups live together, imbued with President Ho Chi Minh's ideology "Culture guides the nation" and actively following the Party's guidelines in reviving and developing Vietnamese culture, in which General Secretary Nguyen Phu Trong himself has repeatedly affirmed "if culture exists, the nation exists, if culture is lost, the nation is lost"... in recent years, the Party Committee, government and people here have always focused on preserving and promoting cultural values through practical and specific movements and actions.
Typically, each year, Son La allocates billions of dong from the budget to support cultural and artistic activities at the grassroots level; many localities in the province also issue policies with creative and effective methods. For example, in the mountainous commune of Ngoc Chien, Muong La district, Son La - a difficult locality, but the local Party Committee and government have issued up to 10/77 policies on the cultural field...

Mr. Bui Tien Sy, Secretary of the Commune Party Committee, said that along with the support budget, on average each year, Ngoc Chien organizes socialization among the people for more than 200 million VND, the most village for more than 20 million, the least village for more than 10 million VND... contributing to preserving and promoting the movement, ensuring cultural institutions, encouraging and motivating people.
"The mass cultural and artistic movement has become a "spiritual food", an especially important activity in preserving the identity and national traditions of Ngoc Chien. The cultural foundation is becoming a unique and distinctive tourism product serving domestic and international tourists, creating a sustainable livelihood for the people of the commune", Mr. Sy shared.
Ms. Quang Thi Xuyen, Head of the Culture - Social Committee, Son La Provincial People's Council also said that, up to now, Son La Provincial People's Council has issued 05 resolutions related to policies to support the preservation and promotion of ethnic cultural values. On the other hand, policies to support the development of ethnic culture are integrated into the national target program for socio-economic development in ethnic minority and mountainous areas. The Standing Committee of the Provincial People's Council also assigned the Committees of the Provincial People's Council to regularly and periodically monitor the allocation and disbursement of support funds for resolutions related to culture.

The Northwest, including the provinces of Son La, Lai Chau, Dien Bien, Yen Bai and Lao Cai, is known as the “poor core” of the country. However, this is also a land of “beautiful mountains and rivers”, with a rich, diverse and unique culture.
Imbued with the Party’s viewpoint and as General Secretary Nguyen Phu Trong has repeatedly affirmed, “If culture remains, the nation remains; if culture is lost, the nation is lost,” localities in the region have been strengthening the preservation and promotion of cultural values, placing culture on par with economics, politics, and society. From there, creating endogenous strength for rapid and sustainable development.
