The Provincial People's Committee has just issued Document No. 13080/UBND-NN Thanh Hoa, dated September 7, 2024, on focusing on responding to storm No. 3 and floods after the storm.

According to the bulletin from the National Center for Hydro-Meteorological Forecasting, on the night of September 6, 2024, storm No. 3 entered the Gulf of Tonkin; at 7:00 a.m. on September 7, 2024, the center of storm No. 3 was at about 20.4 degrees North latitude, 108.2 degrees East longitude, in the Gulf of Tonkin; about 150 km East Southeast of Quang Ninh - Thai Binh; the strongest wind near the storm center was level 14 (150-166 km/h), gusting to level 17, moving in the West Northwest direction, speed 15-20 km/h.
Due to the impact of the storm, the province will have strong winds and heavy rain; it is forecasted that on September 7 and 8, 2024, the total rainfall will range from 100-200 mm, in some places over 200 mm (especially in mountainous districts of the province such as Muong Lat, Quan Son, Quan Hoa, Cam Thuy, Thach Thanh, Ba Thuoc, Thuong Xuan, Ngoc Lac); there is a high risk of flooding in urban areas, low-lying areas, landslides, and flash floods in mountainous areas.
Implementing the Prime Minister's Official Dispatch No. 88/CD-TTg dated September 6, 2024 on focusing on responding to storm No. 3 and post-storm rain and floods; to proactively respond to natural disasters, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of districts, towns, cities, Director of the Provincial Hydrometeorological Station, Director of the Thanh Hoa Maritime Port Authority, Directors of the Companies: Irrigation Works Exploitation, Thanh Hoa Electricity and related units according to their assigned functions and tasks, to closely monitor forecast information, developments of storm No. 3 and rain and floods, promptly direct the implementation of response work according to the "four on-site" motto, in order to ensure safety of life, minimize damage to people's and state's property caused by natural disasters; In which, direct the implementation of the following key tasks:
1- Continue to resolutely, seriously and effectively implement the direction of the Provincial People's Committee Chairman in Official Dispatches No. 17/CD-UBND dated September 3, 2024, No. 18/CD-UBND dated September 5, 2024, focusing on prioritizing ensuring the safety of life and property for people and the State.
2- The Chairmen of the People's Committees of districts, towns and cities, based on the actual developments of storms and floods in the locality, recommend that people limit going out unless absolutely necessary, proactively organize the evacuation of people living in dangerous areas, coastal areas, areas at risk of being affected by natural disasters, households with weak houses, unsafe; especially in the mountainous areas of the province (forecast to have very heavy rainfall during this natural disaster), request localities to proactively respond to the risk of landslides, flash floods, deep flooding of culverts, incidents of traffic works, dams, other irrigation works, etc. in the area.
3- The Department of Education and Training directs and guides localities and relevant units to proactively decide whether to let students of all levels take time off from school to ensure safety.
4-The provincial Hydrometeorological Station closely monitors the developments of storm No. 3 and post-storm floods; forecasts, warns, and promptly informs relevant agencies and people to proactively deploy response measures.
5-Thanh Hoa Radio and Television Station, Thanh Hoa Newspaper, Thanh Hoa Coastal Information Station increase information and communication about the developments of storm No. 3, post-storm floods and storm response and consequence management.
6- Members of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, according to their assigned tasks and areas, proactively grasp the situation, promptly inspect, urge and direct relevant localities and units to deploy response work and overcome consequences that may be caused by natural disasters.
7- Organize the duty seriously, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue for synthesis and reporting according to regulations. Request the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of districts, towns, cities and related units to seriously implement.
