Concentrating resources to help A Luoi escape poverty by the end of 2023

With the goal of reducing the poverty rate to 24.91% and bringing A Luoi out of poverty, especially by the end of 2023, the leaders of Thua Thien Hue province directed to increase support, promptly resolve difficulties and problems, prioritize the arrangement and allocation of funds for localities to implement the National Target Program (NTP) for sustainable poverty reduction.

A Roang is one of the localities with the highest poverty rate in the mountainous district of A Luoi. Mr. Ho A Lua - Chairman of the People's Committee of A Roang commune said that the whole commune has 741 households, with 3,054 people, mainly ethnic minorities. According to the results of the review of poor and near-poor households, by the end of 2022, A Roang had 371 poor households, equivalent to a rate of 50.07%. Implementing the National Target Program on Sustainable Poverty Reduction, A Roang commune strives to reduce 119 poor households by the end of 2023, leaving 252 households, with a rate of 34.01%.

According to Mr. Lua, in recent times, the locality has proposed many solutions and methods, suitable to the characteristics of each locality, mobilizing all resources to invest in production development, improving economic life, creating jobs and increasing income for people; especially focusing on mobilizing resources to eliminate temporary housing for poor households and supporting people's livelihoods. The commune has also integrated and effectively used resources from national target programs to invest in building many synchronous traffic and socio-cultural infrastructure works; in which, priority is given to capital sources to support people in shifting economic structure, changing occupations, developing production, etc.

Not only A Roang commune, to realize the goal of bringing A Luoi out of poverty, especially by the end of 2023, the entire political system from the provincial to the district and commune levels has been taking drastic action, directing the implementation of many solutions, prioritizing the allocation of resources for the program. In addition, the implementation of national target programs has received high consensus from society. Poor, near-poor, and newly escaped-poverty households in A Luoi have focused on efforts to rise up and reduce poverty for their families. Mr. Huynh Cong Quang - Secretary of A Luoi District Party Committee affirmed that after nearly 2 years of implementing sustainable poverty reduction work for the period 2021 - 2025, along with the attention and support of the Central Government, the province and the drastic implementation of the Standing Committee of the District Party Committee, the Steering Committee for Sustainable Poverty Reduction of the district has done a good job of propaganda and mobilization; mobilized and reasonably allocated resources from 3 national target programs; Promote the mobilization of social resources, effectively use resources from programs associated with the goal of sustainable poverty reduction. In 2022, the number of poor households in A Luoi district decreased by 1,623 households to 5,399 households, accounting for 38.20%. In 2023, it is expected that the number of poor households will decrease by 1,878 households, leaving 3,521 households, equivalent to 24.91%, meeting the conditions for A Luoi district to escape from the list of 74 poor districts in the country by the end of 2023.

Many resources are focused on investment to help A Luoi escape from national poverty by the end of 2023.

Mr. Phan Ngoc Tho - Deputy Secretary of Thua Thien Hue Provincial Party Committee, Head of the Provincial Steering Committee for Poverty Reduction said that the poverty reduction process of A Luoi district is associated with the process of building Thua Thien Hue into a centrally-run city, so the issue of poverty reduction must be substantial. Poverty reduction must be the responsibility of the entire political system and each poor household, must eliminate temporary housing and create jobs, create livelihoods, to improve people's lives. Mr. Tho requested to integrate and effectively use capital sources from national target programs; complete the assessment, continue to review poor households, near-poor households and households escaping poverty in 2023; focus on mobilizing resources to effectively implement the elimination of temporary housing and create long-term livelihoods for people. Provincial departments, branches and offices of A Luoi district provide specific and timely guidance on difficulties in implementing national target programs.

In order to specify the goals and solutions, on October 13, the Department of Labor, Invalids and Social Affairs of Thua Thien Hue province advised the Provincial People's Committee to issue a plan to support A Luoi district to escape poverty and extreme difficulties by the end of 2023. The specific goal of the plan is that by the end of 2023, the multidimensional poverty rate of A Luoi will decrease from 52.9% (of which: the poverty rate is 38.2%; the near-poor rate is 14.7%) to 36.91% (of which: the poverty rate is 24.91%, the near-poor rate is 12.0%) or the poverty rate will decrease to 24.91%; the average income per capita will reach 33 million VND/person/year by the end of 2023.

To achieve the set goals, Thua Thien Hue province will provide focused, key support, prioritizing the support of resources integrated into the National Target Programs for Sustainable Poverty Reduction, contributing to helping A Luoi escape the status of a poor and particularly difficult district, such as: supporting investment in works directly serving production and people's lives; supporting vocational training for workers from poor households, near-poor households, newly escaped poverty households, low-income workers; supporting workers to work abroad; supporting sustainable employment, housing, production land, etc.

Along with prioritizing resource allocation, Thua Thien Hue province also requires promoting advocacy, propaganda, education, raising awareness and responsibility of all levels and sectors in sustainable poverty reduction. Promoting the will of self-reliance, self-improvement and rising up of poor households to escape poverty sustainably; launching exciting emulation movements in labor and production. Synchronously and effectively implementing programs, policies, projects and activities on sustainable poverty reduction; strengthening vocational education; promoting the implementation of labor and employment.
