The Head of the Economic - Budget Committee requested the drafting agency to absorb and review the documents and regulations of the Central Government, supplement and edit to complete the draft resolutions to be submitted to the People's Council of Ha Tinh province in the upcoming session.

On the afternoon of October 17, the Economic - Budget Committee of the Provincial People's Council worked with the Department of Planning - Investment and the Department of Finance on the contents presented at the 16th Session of the 18th Provincial People's Council.

Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Thi Thuy Nga chaired the meeting. At the meeting, delegates listened to the leaders of the Department of Finance and the Department of Planning and Investment report on the contents of the submissions and draft resolutions on: Adjusting the plan for re-borrowing ODA and foreign preferential loans in 2023; adjusting a number of contents of Resolution No. 94/NQ-HDND dated November 11, 2021 of the Provincial People's Council; deciding on investment policies and supplementing the medium-term public investment plan of local budget capital for the period 2021 - 2025; adjusting the public investment plan of local budget capital in 2023...

Director of the Department of Finance Trinh Van Ngoc reported on the submissions and draft resolutions submitted to the meeting.

Speaking at the meeting, delegates proposed to consider integrating the content of adjusting the capital plan for re-borrowing ODA loans and foreign preferential loans in 2023 and adjusting the capital plan in 2023. Regarding the submission and draft resolution on adjusting some contents of Resolution No. 94/NQ-HDND dated November 11, 2021 of the Provincial People's Council, delegates proposed to clarify some contents: investors should promptly complete the dossiers and procedures of investment projects for construction of water supply works for appraisal and approval to organize construction bidding to ensure implementation progress...

Regarding the submission, the draft resolution on deciding on investment policies and supplementing the medium-term public investment plan of local budget capital for the period 2021 - 2025, delegates suggested paying attention to the following contents: Regarding the investment project to build internal traffic route No. 1, Trung Luong Industrial Cluster, Hong Linh Town, it is necessary to pay attention to drainage solutions in the industrial park in accordance with the planning and actual conditions; the sidewalk paving item is proposed to be considered and calculated not to be implemented in this period, to be implemented synchronously in the overall scheme when the cluster has been filled, to avoid damage and waste of investment.

Deputy Director of the Department of Planning and Investment Nguyen Quang Linh explained the submissions and draft resolutions.

For the investment project to build a road connecting National Highway 15B to Cam Nhuong Industrial Park, Cam Xuyen District, the investment decision process needs to pay attention to reviewing the design of special items, especially the intersection... to ensure technical requirements and save costs.

Regarding the submission and draft resolution on adjusting the public investment plan for 2023, some delegates said: it is necessary to focus on removing difficulties and obstacles, speeding up the implementation progress to disburse maximum capital; have a plan to handle the remaining capital by the end of the budget year that has not been disbursed in accordance with the provisions of the State Budget Law. In addition, it is required that specialized agencies improve the quality of capital appraisal and the ability to balance capital when submitting investment policy decisions; arrange capital plans closely following the needs of the project...
