In early March, the Government's inspection delegation led by Deputy Prime Minister Bui Thanh Son worked with Tuyen Quang province to review and remove difficulties and obstacles related to key transport projects scheduled to be completed in 2025 to achieve the target of 3,000km of expressway.
In conclusion, the Deputy Prime Minister requested the People's Committee of Tuyen Quang province to commit to completing the project's site clearance and handover in March 2025. However, as of March 20, only 64.4km of the entire route had been handed over, reaching 92.4%, with 5.3km remaining due to many difficulties and problems.
According to the report of the Management Board of Traffic Construction Investment Projects of Tuyen Quang Province (project investor), the total value of the project implementation has reached 1,388.3/4,789.75 billion VND, equivalent to 29% of the contract. There are a total of 65 bottlenecks on the route, especially the bottlenecks related to the land of forestry companies in Ham Yen district that have been illegally encroached upon and used by people.
Of these, 93 households have had their compensation plans approved, but have not agreed to receive money because they believe that the compensation unit price is low and the inventory of assets is lacking; many families built houses on agricultural land, so they were not compensated, but still requested compensation before moving; 162 households have not had their compensation plans approved due to exceeding the total investment, requiring sub-projects to be adjusted; 184 households must relocate, but because the resettlement areas have not completed the site clearance and have not carried out the procedures for land allocation and issuance of land use right certificates, these households have not moved.
During the process of site clearance for the construction of the Tuyen Quang-Ha Giang expressway phase 1, there were problems with 176 land plots, with an area of 21.855 hectares, managed and used by 104 households and individuals in 6 communes and towns of Ham Yen district.
The land area that households and individuals are using is within the area granted with the Certificate of Land Use Rights by three Forestry Companies, namely Tan Phong, Tan Thanh and Ham Yen. Of which, the households that are using and encroaching from after the establishment of the forestry companies until before July 1, 2014 have 81 households, 147 plots of land, with an area of 15.992 hectares; the households that are using and encroaching from July 1, 2014 to present are 23 households, 29 plots of land, with an area of 5.864 hectares for housing, rice cultivation, forestation and fruit trees.
The People's Committee of Ham Yen district determined that the area currently used by the above households and individuals does not meet the compensation conditions according to regulations. However, to ensure the lives of the people, the People's Committee of Tuyen Quang province has issued a support level of 5 times the price of the same type of land in the land price list of the Provincial People's Committee for annual land, land for growing perennial crops in the same plot of land with houses, land for aquaculture; support 3 times the price of the same type of land for land for production forests, land for growing perennial crops not in the same plot of land with houses; support 1 time the value of the loss for households with assets attached to the land (trees, crops, livestock, architectural objects) before the time of land recovery announcement.
In package No. 22, with Tu Lap Construction Limited Company as the winning bidder, Mr. Phung Van Bac, Site Commander, said: The package of the unit has a length of 10km of main route and 4.8km of service road, 2km of bypass road at the intersection with Provincial Road 189. Up to now, the unit has only been handed over the site of 7.6km of main route, 1.6km of service road, 1.6km of bypass road. The main problem is the site for the land of the forestry farms. In total, 39 households have not handed over the site, so the unit cannot construct. Due to the site not being handed over, the company cannot construct the roadbed, leading to the failure to ensure the progress signed with the investor.
Mr. Pham Van Huan, Chairman of the Board of Directors, General Director of Vinh Thinh Construction and Investment Joint Stock Company 122, the contractor of Package No. 23, section Km67+880-Km77+00, said that on the construction route of the unit, there are still 16 households that have not been relocated or handed over the site. Mr. Huan recommended that the People's Committee of Tuyen Quang province take more drastic measures to avoid slowing down the project's progress.
In addition, many resettlement areas have not been completed, so there are not enough conditions for people to move to the resettlement area to hand over their old residences. Actual records at some resettlement areas in Ham Yen district show that the resettlement area of Phu Huong village, Bach Xa commune still has a lot of land to be leveled, and cannot be completed to hand over to people moving to build new houses.
Similarly, in the resettlement area of Khe Mon village, Thai Hoa commune, the ground has not been completed. The resettlement area of Bua Ngheu village, Phu Luu commune, has subsidence while people are building houses, and is currently suspended pending settlement. In Yen Son district, the resettlement area in Nhu Khe commune has unfinished infrastructure and slow progress, causing households subject to relocation of the project to not have a ground to build houses and stabilize their lives. The remaining resettlement areas have not completed the construction of infrastructure such as electricity, water, and roads.
With difficulties in site clearance, the investor has requested the Provincial People's Committee to urgently approve the policy of adjusting the land use planning of Tuyen Quang city and Yen Son district to have sufficient basis for granting licenses for mining. At the same time, the Provincial People's Committee has been requested to allow increasing the mining capacity of 6 quarries to ensure the supply of materials.
Recently, Chairman of Tuyen Quang Provincial People's Committee Nguyen Van Son directed Ham Yen, Yen Son districts and Tuyen Quang city to urgently focus and resolutely resolve all problems related to site clearance so that by March 28, 2025, 100% of the site must be handed over to contractors. Actively speed up the construction progress and complete procedures for land allocation in resettlement areas; urgently carry out procedures for granting Land Use Right Certificates to households; ensure items and conditions for people to be able to build houses.
