On the morning of January 5, in Quan Son district, the Provincial Party Committee's Internal Affairs Committee and the Provincial Border Guard Command jointly organized a training conference on border security for key officials at district and commune levels, and border guard station commanders in the province's border districts. Speaking at the opening of the conference, Comrade Do Thanh Nam, Deputy Head of the Provincial Party Committee's Internal Affairs Committee, emphasized that organizing a training conference on border security is very necessary, in order to thoroughly grasp the Party's guidelines, policies and laws of the State on border security protection; at the same time, equipping key officials of districts, communes and functional forces in charge of protecting the security of the western border of the province with basic skills on internal affairs in performing the task of ensuring border security.
He requested the delegates attending the conference to uphold their sense of responsibility, attend fully, listen attentively, absorb well the contents conveyed by the reporters and participate in lively exchanges and discussions. After the training session, it is necessary to continue studying the documents to raise awareness of the importance of border security protection and the task of border security protection in order to apply leadership and direction to effectively implement them in the locality.

At the conference, 163 delegates listened to the reporters brief on important contents: Information on the world and regional situation, the situation of border lines; the situation and tasks of the Border Guard; Dissemination of the Party's guidelines and regulations, the State's policies and laws on national defense and security, focusing on Resolution No. 33-NQ/TW, dated September 28, 2018 of the Politburo on the National Border Protection Strategy; Dissemination of a number of solutions to improve the effectiveness of implementing the method of managing and protecting the national border in the new situation.

At the same time, he emphasized: In the coming time, the world and regional situation will continue to have rapid, complicated and unpredictable developments; armed conflicts and border tensions have occurred in a number of countries; the global economy still has many potential risks, so Party committees and authorities of districts, border communes and functional forces must heighten their vigilance, continue to lead, direct the organization, thoroughly grasp and seriously implement the task of building, managing and protecting national borders in the spirit of Resolution No. 33-NQ/TW, dated September 28, 2018 of the Politburo (12th tenure).

Strictly implement the direction of the Provincial Party Committee Standing Committee on strengthening security and order on the Thanh Hoa - Hua Phan (Laos) border. Raise vigilance, grasp the situation of the grassroots areas in the border and border areas, promptly detect, prevent, and combat plots, sabotage activities, incite protests, activities to carry out plots and tricks of "peaceful evolution", riots and overthrow, taking advantage of ethnic and religious issues, etc., to carry out plots of "self-evolution" and "self-transformation" within the Party. Strengthen leadership and direction in receiving citizens, handling complaints and denunciations, ensuring safety, security and order to serve the Party Congresses at all levels for the 2025-2030 term and the 14th National Congress of the Party; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Strengthen propaganda, education, and raise awareness among cadres, party members, union members, association members, and people of all walks of life, especially people in remote and isolated areas, to correctly perceive plots and sabotage tricks, activities that violate territorial sovereignty, harm national interests, and actively participate in the mass movement to protect national security, prevent and combat crimes and social evils in border areas. Implement solutions to ensure information security, communications, and network security; promptly detect, combat, and prevent activities using cyberspace to conduct sabotage propaganda, defame and slander leaders, and divide the great national unity bloc.
The Border Guard shall preside over and coordinate with the police and military forces to develop and organize the implementation of plans and schemes to prevent and combat “peaceful evolution” and riots and overthrows in border areas; prevent and combat non-traditional cross-border and transnational security challenges; prevent and combat activities that violate border sovereignty and national interests by non-armed means. Prevent, detect, stop and combat inciting and disturbing activities from inland to border areas and vice versa. Proactively detect, fight and stop the activities of all types of criminals, handle acts that harm political security, social order and safety, sovereignty and national border territory.
Continue to promote foreign affairs and international cooperation in building and protecting national borders; strengthen coordination with functional forces and localities of Hua Phan province (Laos); continue to promote the implementation of the cooperation model between the Provincial Border Guard and the Hua Phan provincial border protection force; strengthen bilateral patrols, meetings, and information exchange to combat and prevent illegal entry and exit, and free migration of Mong people to Laos and handle situations of coordination in preventing and combating cross-border crimes, especially drug crimes and human trafficking crimes.
