Strong capital increase after social insurance debt scandal
According to the National Business Registration Portal, on December 29, 2023, Delta Construction Group Co., Ltd. (Delta Group) increased its charter capital from VND 600 billion to VND 1,180 billion.
The list of members includes Mr. Nguyen Minh Hien contributing 0.580%; Ms. Nguyen Thi Thu Hong contributing 0.14%; Mr. Nguyen Xuan Thu contributing 0.508%; Mr. Hoang Ngoc Tu contributing 0.318%; Mr. Tran Thanh Vinh contributing 8.303%; Mr. Tran Nhat Thanh contributing 88.374%; Ms. Nguyen Thi Kim Dung contributing 0.870%; Ms. Ta Thi Lien contributing 0.458% and Mr. Nguyen Dang Quang contributing 0.521%.
Mr. Tran Van Ha (born in 1974) was introduced to take on the role of Operation Director of Delta Group. Mr. Tran Thanh Vinh (born in 1957) holds the position of General Director and legal representative of the company. Meanwhile, Mr. Tran Nhat Thanh is known as Chairman of the Board of Directors of Delta Group.
Delta Group's strong capital increase took place in the context that, in early December 2023, this enterprise was named by Hanoi Social Security. Specifically, according to the public list of employers who have been late in paying social insurance, health insurance (HI), and unemployment insurance (UI) for 1 month or more in Hanoi (data calculated as of November 30, 2023 according to C12-TS taken on December 5, 2023), the name of Delta Construction Group Co., Ltd. appeared, with a late payment amount of more than 1.9 billion VND.
In addition, another enterprise that was late in paying social insurance was named by Hanoi Social Security, related to Delta Group, which is Delta - V Construction and Technology Application Joint Stock Company (Delta - V Contech., JSC). Accordingly, as of the end of November 2023, Delta - V Contech., JSC was 4 months late in paying, an amount of more than 3 billion VND.
It is known that Delta - V Contech., JSC was established in September 2014, with headquarters at Lac Trung Street, Vinh Tuy Ward, Hai Ba Trung District, Hanoi City.
As of May 2019, Delta - V Contech., JSC's charter capital reached 750 billion VND. Mr. Tran Nhat Thanh (born in 1953) had been the company's General Director for many years, before handing over the position to Mr. Nguyen Minh Hien (born in 1978) in July 2019.
The third enterprise on the list of social insurance debtors related to Delta Group is Delta E&C Construction and Mechanical Joint Stock Company (Delta E&C .,JSC). Specifically, by the end of November 2023, this enterprise was late in paying social insurance with an amount of more than 284 million VND.
Delta E&C .,JSC was established in 2016, with its head office located in Vinh Tuy ward, Hai Ba Trung district, Hanoi. At the time of its establishment, Delta E&C .,JSC's charter capital reached 40 billion VND. Founding shareholders include Delta Civil and Industrial Construction Company Limited (now renamed Delta Construction Group Company Limited) owning 20%; Ms. Tran Mai Le owns 40% and Mr. Tran Nhat Thanh holds the remaining 40%.
Ms. Tran Mai Le (born in 1981) is the General Director and legal representative of Delta E&C .,JSC.
