In order to effectively reduce poverty in ethnic minority areas and improve all aspects of people's lives, the most important task is to propagate and raise awareness and responsibility of the entire political system on poverty reduction. To achieve the above goal, Dien Bien Dong district (Dien Bien province) has actively mobilized and integrated capital sources to organize and implement projects and models to support production and create sustainable livelihoods for local people. Typically, in Muong Luan commune, one of the large rice granaries of Dien Bien Dong district, scientific and technical advances have been applied to agricultural production, so the lives of local people have been increasingly improved.
Mr. Lo Van Quyet - Vice Chairman of Muong Luan Commune People's Committee (Dien Bien Dong District) said that the models and projects to develop high-quality rice products in the commune have helped people change their production mindset, gradually replacing local rice varieties with high-quality pure rice varieties. In particular, Muong Luan Commune is currently prioritizing the development of 20 hectares of high-quality rice varieties deployed by the District Agricultural Service Center, bringing a major and abundant source of income to people in this crop season.
It is known that from 2018 to now, from the Farmers Support Fund, Dien Bien Dong district has implemented 11 projects to support economic development and large-scale livestock farming with a total capital of nearly 3 billion VND. 100% of the models and projects have brought high economic efficiency, helping members have stable jobs, gradually reduce poverty sustainably and strive to become rich legitimately. In parallel with preferential capital support, in recent years, Dien Bien Dong district has also effectively integrated programs and projects of the Central Government and Dien Bien province.
According to the assessment of Dien Bien Dong District Party Committee, livelihood support models have been agreed upon and enthusiastically participated by the people. To achieve that result, in addition to focusing on caring for the poor, the district also focuses on promoting propaganda and mobilizing ethnic minorities to change their thinking and ways of doing things. In particular, focusing on exploiting the potential and strengths of the locality to promote poverty reduction such as: Developing buffalo and cattle breeding; community tourism; growing high-tech medicinal plants and tobacco plants. Thanks to that, the poverty rate in the district is decreasing. If in 2021, the poverty rate of the whole district was 53.20%, by the end of 2023 the district will decrease to 41.58%, an average of 5.81% reduction in the poverty rate each year.
In Thua Thien Hue province, in recent years, to support ethnic minorities to increase their income, localities in the province have promoted models of farm economic development. Mountainous districts such as Nam Dong and A Luoi have encouraged ethnic minority households to boldly change the structure of crops and livestock with high economic value. In addition to mobilizing ethnic minority households to take advantage of the potential and strengths of developing the hill and forest economy, localities have also coordinated with the agricultural sector to develop diverse livestock models, bringing equipment and machinery into production and proactively finding outlets for products.
According to Vice Chairman of A Luoi District People's Committee Ho Van Ngum, developing livestock and farm economy is a major policy of the district to promote the restructuring of agricultural and rural economy, create concentrated areas for commodity production, and increase farmers' income. Mobilizing resources to invest in developing farm economy has contributed to creating more capital for ethnic minorities, opening up many new production models.
From there, it helps the locality accelerate the process of transforming the agricultural economic structure in ethnic minority areas towards increasing the proportion of commodity production, creating concentrated production areas. Gradually bring the agricultural production of ethnic minority people from small-scale, self-sufficient production to large-scale commodity production linked to the consumer market, opening up a way to enrich ethnic minority people in the area.
