The Provincial People's Committee has implemented many synchronous programs and policies to closely link vocational training, capital support and labor supply and demand. To improve the quality of human resources, in February 2025, the Provincial People's Committee issued Decision No. 362/QD-UBND approving the Plan for training and fostering cadres and civil servants with 62 classes, attracting 3,757 participants. Focusing on training cadres and civil servants not only ensures management and operation, but also creates a premise for the effective implementation of vocational training programs for workers in the area.
At the same time, Quang Ninh is also developing a strategic development project for Ha Long University until 2030, aiming to create a solid foundation for training high-quality human resources to meet the increasingly stringent requirements of the domestic and foreign labor markets. The province has developed a plan to organize elementary vocational training, under 3 months, starting from short-term training programs to international cooperation projects on vocational education; focusing on diversifying training forms, from traditional training at vocational schools, vocational training centers, to online courses, soft skills training.
Labor training is focused on high-demand occupations such as mechanics, electronics, tourism, services, information technology, health care... Short-term courses are designed to be flexible, accessible, and suitable for young workers.
Along with vocational training, job creation is implemented through many different channels, from preferential loan support, career counseling, to connecting with recruiting businesses. The smooth coordination between local authorities, training facilities and businesses has opened up new opportunities for tens of thousands of workers, including vulnerable groups such as people with disabilities and rural workers.
Realizing that small and medium enterprises are an important force in job creation, Quang Ninh has synchronously deployed solutions to support this group of people; including support for labor recruitment. In the first quarter of 2025, many enterprises were supported to complete recruitment procedures, announce job positions, focusing on key areas such as processing industry, tourism services and logistics. This is an important step to diversify labor recruitment channels, introduce trained human resources, help businesses shorten the time to find suitable personnel; minimize the shortage of skills in each specific field.
Thanks to a variety of solutions, in the first quarter of 2025, the total number of additional jobs in Quang Ninh reached over 7,650 workers, equivalent to 25.5% of the annual plan (over 30,000). Of which, through the Social Policy Bank, about 1,700 workers have had access to preferential capital to start businesses and expand employment; enterprises in the industrial park create jobs for about 2,500 workers, mainly working in factories processing and manufacturing electronic equipment and auto parts. The coal industry creates jobs for 500 workers; the tourism - support service sector supports about 1,600 people; 150 workers have gone abroad to work under contracts; other industries contribute more than 1,200 jobs... This demonstrates the importance of closely connecting vocational training facilities and the actual needs of businesses.
In order to maintain the growth momentum of employment in the second quarter, the province aims to create jobs for about 9,000-10,000 workers. Accordingly, Quang Ninh continues to strengthen the connection between labor supply and demand, proactively coordinate with the authorities of neighboring provinces to attract workers from other provinces, ensuring that businesses have enough human resources to stabilize production and business. In addition, the province will promote cooperation with businesses and vocational schools to build training programs closely linked to actual needs. This not only helps workers quickly adapt to new jobs, but also contributes to improving labor productivity and promoting technological innovation in key industries.
Besides, the province continues to focus on attracting investment in industrial parks, economic zones, developing enterprises and cooperation to promote economic development and create more job opportunities for workers.
It can be affirmed that through vocational training policies, capital support and connecting labor supply and demand, Quang Ninh is creating positive changes in job creation. The close cooperation between authorities at all levels and businesses in the area has contributed to unlocking resources and promoting economic development of the province in general and localities in particular.
