Mr. Vo Van Hoan shared that, learning from the previous two experiences, this time the City prepared very early, right from the end of the 3rd Ho Chi Minh Economic Forum.
Green growth is not “impossibly ambitious”
"For 6 months, we have been researching the theme to match the world's development trends and the reality facing Ho Chi Minh City. Once the theme was determined, Ho Chi Minh City developed a plan and discussed thoroughly with experts and speakers domestically and internationally 6 months ago. Three months later, Ho Chi Minh City decided to organize it from September 13-15 and sent out invitations right away," said Mr. Hoan.
According to Mr. Hoan, this is also a valuable lesson that the City has learned from recent organizations and from international conferences of other countries.
“The 4th Ho Chi Minh City Economic Forum can be said to be a more successful forum than the previous 3 forums because we have received special attention from the Prime Minister. Without the attention of the Government, it would be difficult for us to have new points of the Forum. Prime Minister Pham Minh Chinh personally went to Tianjin (China) to attend the World Economic Forum (WEF) and directly witnessed the signing ceremony between WEF and the Vietnamese Government to prepare the basic and necessary conditions to make the Ho Chi Minh City Economic Forum a part of the WEF ecosystem”, the Vice Chairman of Ho Chi Minh City emphasized the “imprint” of the Government in the success of this Forum.
Mr. Vo Van Hoan said that the Prime Minister has paid special attention to green growth and demonstrated the Government's strong commitment. "It must be said that this is an ambitious goal of the Vietnamese Government," Mr. Hoan said. However, Mr. Hoan informed that through this Forum, the City realized that implementing green transformation is possible and not "ambitious to the point of being impossible." Vietnam in general and Ho Chi Minh City in particular have enough conditions to use alternative renewable energy.
The success of the Forum, according to Mr. Hoan, lies in the fact that it has mobilized a team of dedicated experts with knowledge and deep understanding of areas related to green growth, from state management experts to experts at research institutes. The content of the Forum's activities is rich and diverse, with content aimed at many different audiences, focusing on businesses, business management, people, and specifically young people.
The Forum received many ideas on long-term strategic policy planning, and also noted specific actions, work, methods, and policies of each field of work, each country, each territory, and each locality. More importantly, through the Forum, the City found many opportunities for cooperation and development. Guests not only brought knowledge but also hoped to cooperate with the City to conduct further research or cooperate in implementing specific contents.
Notably, at the Forum, Ho Chi Minh City and WEF signed a cooperation agreement to form the Industry 4.0 Center. This Center, with the support of the World Bank (WB), jointly implemented by Ho Chi Minh City and the National University, will help the City have space to research and propose mechanisms and policies on tasks related to development trends, especially green growth. Through the Center, the City can have the opportunity to connect with other centers, taking advantage of their resources to invest in development.

Great Lessons
The Vice Chairman of the Ho Chi Minh City People's Committee emphasized that through this Forum, the City has learned a number of great lessons:
Firstly, green growth is an inevitable trend, a mandatory requirement for all countries in the world. Growth each year is higher than the previous year but requires no impact on the environment. This will create a new ecosystem, a new atmosphere.
Second, we must develop in balance. Net Zero does not mean "zero". Balance here is still using more energy but it is offset by each other so that in the end, energy by 2050 remains stable.
Third , implementing the green growth strategy is a big deal, the responsibility of everyone, from the Government to localities, businesses, communities... no one is left out.
Mr. Hoan informed that from now until the end of the year, Ho Chi Minh City will conduct research to complete the policy framework and a set of criteria and plans to implement green growth. All industries in the area must have criteria to have appropriate policies and incentive policies. In addition, from now until the end of the year, the City must also conduct research to consider the green growth factor in the City's GRDP.
According to the Ho Chi Minh City Department of Foreign Affairs, after a day of effective and substantive work with opening and discussion sessions, the Ho Chi Minh City Economic Forum attracted a large number of domestic and international guests. The meeting with the top 100 CEOs on September 14 had more than 450 delegates, while the opening session on the morning of September 15 welcomed 1,200 delegates.
