On July 27, the Steering Committee for Anti-Corruption and Negative Activities of Quang Ninh province held its fifth meeting to evaluate the results of the implementation of the work program in the first 6 months of the year and discuss some contents for the last 6 months of 2023. Comrade Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Steering Committee for Anti-Corruption and Negative Activities of the province chaired.
At the meeting, the members of the Steering Committee unanimously assessed that after more than 1 year of operation, the Steering Committee for Anti-Corruption and Negativity of Quang Ninh province was assessed by the Central Steering Committee as one of the units that organized activities methodically, scientifically and seriously. Also in the first 6 months of 2023, a large amount of work was carried out and completed; the Steering Committee, the Standing Committee of the Steering Committee, members of the Steering Committee and relevant functional agencies continued to improve the quality and efficiency of operations in a synchronous and tight manner; effectively promote the collective working mechanism, maintain meetings, discuss, agree, give opinions and directions, and handle complicated corruption, position, and negativity cases and incidents that the public is interested in according to the Party's regulations.
Pay attention to directing the work of inspection, supervision, examination and settlement of complaints, denunciations, recommendations and reflections on corruption and negativity; in which, focus on inspecting and handling Party organizations and Party members with signs of violations; inspecting sensitive areas and areas, areas prone to corruption, negativity, waste, prominent and pressing issues in society, especially focusing on directing functional agencies to conduct specialized inspections and examinations under the direction of the Central Steering Committee.
In the first 6 months of 2023, 99 socio-economic inspections were carried out, an increase of 10 over the same period; 11 responsibility inspections, an increase of 5 over the same period; 272 specialized inspections and examinations were carried out, an increase of 82 over the same period. Thereby, Party organizations and Party members who violated the law were promptly detected, directed, and strictly handled. A number of cases discovered through the activities of functional agencies were included in the list of cases monitored and directed by the Steering Committee, which had a great deterrent and warning effect.
The Steering Committee and the Standing Committee of the Provincial Steering Committee have directed the relevant agencies to resolutely fight and accelerate the progress of resolving cases and cases of corruption, position, economy, and negativity in the province, clearly demonstrating determination, no tolerance, no avoidance, and strictly implementing the Central's directive "no forbidden zones, no exceptions, regardless of who it is". During the period, the provincial prosecution agencies at 2 levels initiated investigations into 22 cases with 103 defendants on corruption, position, economy, and negativity. Focusing on implementing measures to recover assets appropriated and lost in corruption and negativity cases. Over the past 6 months, over 6.5 billion VND has been recovered.
Investigations of 8 cases/50 defendants have been completed, 1 defendant has been suspended; 9 cases/52 defendants have been prosecuted; 7 cases/44 defendants have been tried. Notably, the cases that occurred at the River Management Joint Stock Company 3, the case related to Viet A Technology Joint Stock Company that occurred in Dong Trieu Town have all been brought to trial publicly, strictly, and in accordance with the law.
Some opinions also pointed out the contents that need more attention, that is, the work of self-inspection, supervision, and detection of violations and wrongdoings from the grassroots level, especially at the district, commune, and department levels is not strong enough. The heads of local Party committees and authorities at the district and commune levels have not paid due attention to the work of leadership, direction, and organization of the implementation of the Party's policies, the State's laws and policies, and the direction of the Provincial Steering Committee on the task of preventing corruption and negativity within their localities.
Concluding the meeting, Comrade Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Steering Committee, emphasized a number of key tasks for the last 6 months of the year of the Steering Committee. Accordingly, in terms of prevention, it is necessary to further promote the role and responsibility of the members of the Steering Committee in conjunction with the role of the head, including the heads of functional agencies, especially the police, inspection and examination agencies in implementing professional measures to promptly detect and recommend early, remote and grassroots prevention of signs of law violations; focus on completing inspections and supervisions to ensure quality and effectiveness; continue to carefully review the remediation of economic consequences, recovery of assets and land in conjunction with considering the responsibilities of relevant organizations and individuals; Strengthen the responsibility of the Standing Committee of the district, town, and city Party Committees, Secretaries, Deputy Secretaries, and Chairmen of the district-level People's Committees in the work of preventing and combating corruption and negativity, and must create truly clear changes within the area of responsibility. At the same time, report on the consolidation of the district-level inspection agency after the reorganization according to the conclusion of the Politburo.
Enhance the role and responsibility of elected bodies, the Fatherland Front, Party building committees of the Provincial Party Committee, especially the Inspection Committee, socio-political organizations, mass media agencies and the masses in detecting and denouncing corruption and negativity.
