On March 23, in Hai Phong, Hai Phong Customs Department and Quang Ninh Customs Department held a conference to review the coordination work between the two units.
Speaking at the Conference, Director of Hai Phong Customs Department Nguyen Duy Ngoc emphasized: The coordination regulations between the two units are activities to concretize the coordination program between Hai Phong City Party Committee and Quang Ninh Provincial Party Committee.
After more than 4 years of signing the regulations, the two units have cooperated closely and effectively, contributing significantly to each unit completing its assigned tasks well, making important contributions to the overall work results of the Industry and the two localities. Especially contributing to administrative procedure reform, trade facilitation, enhancing competitiveness, improving the business environment, attracting investment...
In the coming time, the two units will continue to make efforts to coordinate better to fulfill the political tasks of each unit, as well as contribute to the work results of the two localities and the Industry, especially to coordinate better in creating favorable conditions for the business community.

Not only sharing and transferring software, Hai Phong Customs also sent civil servants directly to units of Quang Ninh Customs Department to install and instruct on usage.
Previously, on December 3, 2019, Hai Phong Customs Department and Quang Ninh Customs Department signed coordination regulation No. 16458/QCPH-HQHP-HQQN.
The content of the regulation focuses on 8 groups of issues that need coordination, including: Firstly, coordination in consulting with local Party committees and authorities, with the Customs sector in directing, organizing implementation, perfecting policy mechanisms, laws and implementing major topics and work plans of the locality and the sector related to customs management activities.

Second, coordinate in handling procedures for vehicles (ships) entering, exiting, transiting, and changing ports.
Third, coordinate in handling procedures for import, export, transit, and border gate transfer goods.
Fourth, coordinate in the fight against smuggling, trade fraud, and handling of violations.
Fifth, coordination in risk management.
Sixth, coordination in post-clearance inspection work.
Seventh, coordinate in other tasks such as: handling export and import procedures, specialized inspection work, tax management, staff organization, management of processing enterprises, export production, export processing, etc.
Eighth, coordination in business support work.
At the Conference, representatives of units under Hai Phong Customs Department and Quang Ninh Customs Department expressed their opinions to clarify the results of recent cooperation and proposed solutions to further improve the effectiveness of cooperation in the coming time.
Some outstanding results in the coordination between the two units in 2023: The two units coordinated to provide information, receive and process procedures for 71 vehicles. In 2023, there will be 36,440 shipments (an increase of 58.2% compared to 2022), equivalent to 19,216 containers and 1,032,550 tons of bulk cargo registered for customs procedures at branches under the Hai Phong Customs Department but exporting and importing goods through the supervision area of the Quang Ninh Customs Department and vice versa. The branches of the two units have coordinated to exchange, provide information, and support monitoring activities for 14,800 shipments (an increase of 126% compared to 2022), equivalent to 20,595 containers and 320,798 tons of bulk cargo transported independently to Hai Phong and vice versa... |
