Strengthening the prevention of harmful effects of alcohol and beer

On February 5, 2024, Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam signed Document No. 682 - UBND/KGVX to send to provincial departments, branches, sectors, and organizations; People's Committees of districts, towns, and cities on strengthening the prevention and control of harmful effects of alcohol and beer. The document clearly states:

In order to continue to strictly implement the Law on Prevention and Control of Harmful Effects of Alcohol and Beer and to strengthen measures to prevent and control harmful effects of alcohol and beer during the Lunar New Year as well as other festivals in 2024 in the area, the Provincial People's Committee requests provincial departments, branches, and mass organizations; People's Committees of districts, towns, and cities to direct and organize the implementation of the following contents:

1. Promote information, education and communication activities, and organize effective communication programs and campaigns, especially during the Lunar New Year and holidays and festivals in 2024 to raise awareness and change community behavior to prevent and combat the harmful effects of alcohol and beer.

Focus on disseminating information on preventing and combating the harmful effects of alcohol on human health, families and the community, to ensure traffic safety, social order and safety; disseminating regulations on prohibited behaviors; the harmful effects of alcohol on people under 18 years old; not drinking alcohol before and while driving; times and places where drinking and selling alcohol is not allowed, and implementing other regulations in the Law on Prevention and Combating the Harmful Effects of Alcohol.

2. Thoroughly grasp, disseminate and promptly and fully implement laws and legal documents on preventing and combating the harmful effects of alcohol and beer in the locality. Develop plans and arrange annual local budgets to implement the work of preventing and combating the harmful effects of alcohol and beer in 2024 in accordance with the functions, tasks and fields of the industry, locality and unit.

3. Strengthen the work of preventing and combating the harmful effects of alcohol in the areas under their management. Effectively implement measures for screening, early detection, and intervention to reduce the harmful effects of alcohol on health; prevent and combat the harmful effects of alcohol on workers, students, and drivers; prevent and combat the harmful effects of alcohol in the production, trading, advertising, and promotion of alcohol and other related areas.

4. Strengthen inspection and examination of the implementation of the provisions of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer, especially during peak periods, to strictly handle violations according to regulations.

5. Department of Health:

- Preside over and coordinate with relevant departments and branches to guide and organize the implementation of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer in the whole province.

- Direct medical facilities to effectively implement measures for screening, early detection, and intervention to reduce the harmful effects of alcohol on health; diagnose, treat, and rehabilitate people with diseases or functional disorders caused by drinking alcohol; prevent and combat alcohol addiction and relapse.

- Strengthen medical examination and treatment, emergency treatment for traffic accidents, food poisoning due to alcohol, beer... especially during the Lunar New Year; ensure that all emergency patients are examined and treated promptly, without refusal or delay.

The Provincial People's Committee requests departments, branches, units and localities to proactively organize and implement.
