On December 12, the Investigation Police Agency of Phu Ly City Police announced that it was temporarily detaining two suspects, Tong Cong Quy (21 years old, residing in An Lao commune, Binh Luc district) and Doan Dinh Dong (21 years old, residing in Liem Tuc commune, Thanh Liem district, Ha Nam province) for the act of Resisting a person on duty.

Previously, at around 9:00 p.m. on December 10, the Alcohol Concentration and Traffic Safety Violation Handling Team of the Traffic Police - Order Team, Phu Ly City Police, performed their duties at the intersection of Ly Thuong Kiet Street and Ly Thai To Street in Group 2, Le Hong Phong Ward.
At this time, the Working Group discovered Tong Cong Quy driving a motorbike with license plate 90B5-047.45 and Doan Dinh Dong driving a motorbike without a license plate, without a helmet, and running at high speed, endangering other road users.
The task force signaled the vehicle to stop, however the two subjects did not obey the command and drove straight into the task force.
As a result, Tong Cong Quy crashed his car into Lieutenant Colonel Pham Viet Cuong, an officer of the Traffic Police - Order Team, causing him to fall to the road and be injured. The subject Doan Dinh Dong fled the scene.
Phu Ly City Police are consolidating records to handle the subjects according to regulations.
