(Dan Tri) - The Ho Chi Minh City Department of Health has temporarily suspended the Director of the Institute of Traditional Medicine from work and from his position. Previously, this person was also prosecuted by the Ministry of Public Security.
According to information from the Ho Chi Minh City Department of Health, Mr. Huynh Nguyen Loc, Director of the Institute of Traditional Medicine, has been suspended from work and temporarily suspended from his position.
Specifically, the Ho Chi Minh City Department of Health informed that on November 25, after receiving notice from the Investigation Security Agency, Ministry of Public Security about the prosecution of Mr. Huynh Nguyen Loc, Director of the Institute of Traditional Medicine, this unit sent document No. 12529/SYT-TCCB to report to the Ho Chi Minh City People's Committee on the leadership personnel situation of the Institute of Traditional Medicine.
Pursuant to the provisions of Decree 71/2023/ND-CP dated September 20, 2023 of the Government, the Board of Directors of the Ho Chi Minh City Department of Health met and agreed to temporarily suspend work and temporarily suspend the position of Mr. Huynh Nguyen Loc (in Decisions No. 6021/QD-SYT, Decision No. 6020/QD-SYT dated November 26).

The Ho Chi Minh City Department of Health also agreed to assign Mr. Nguyen Thanh Tuyen, Deputy Director of the Institute of Traditional Medicine, to be in charge of managing and operating activities, carrying out financial transactions, and performing the duties of the Director of the Institute of Traditional Medicine (in Decision No. 6127/QD-SYT dated November 29) until a decision is made by the competent authority.
"Currently, the Institute of Traditional Medicine is still operating normally. The Department of Health is still waiting for the latest information from the authorities and will continue to update and report to the Ho Chi Minh City People's Committee," the Ho Chi Minh City Department of Health informed.
As reported, since mid-August, Dan Tri reporters have received feedback from many medical staff working at the Ho Chi Minh City Institute of Traditional Medicine.
They said they suffered many shortcomings in the activities of this unit, such as: Arbitrarily deducting many days' salary from the beginning of the year until now under the name of charitable contributions; continuously organizing seminars to collect fees; mobilizing to attend the unit's programs but deducting on holidays; collecting practice confirmation money from permanent employees who have contributed for a long time.
In addition, the reporter also received a complaint from Ms. NB, an official of the Department of Physical Therapy - Rehabilitation at the Ho Chi Minh City Institute of Traditional Medicine, saying that her social insurance was "suspended" for a long time because her legitimate resignation request had not been resolved for more than 2 years, causing her life to be in turmoil.
By the end of October, the Ho Chi Minh City Institute of Traditional Medicine continued to announce the decision to discipline Ms. B., in the form of forced dismissal. In addition, to date, the Ho Chi Minh City Institute of Traditional Medicine has not resolved maternity benefits for female employees, even though Ms. B. announced her pregnancy in 2022.
After reflecting on the above shortcomings, Dan Tri newspaper sent a dispatch requesting the authorities to conduct a comprehensive inspection of the Ho Chi Minh City Institute of Traditional Medicine. The Ho Chi Minh City Department of Health said that the inspection is still underway.
Who is the director of Ho Chi Minh City Institute of Traditional Medicine?
Mr. Huynh Nguyen Loc was born on January 2, 1981, hometown Ben Tre province.
Mr. Loc graduated with a degree in Traditional Medicine from Ho Chi Minh City University of Medicine and Pharmacy in 2006, then completed his level 1 specialist in 2009, level 2 specialist in 2016, and advanced political theory (2012). In 2024, he obtained a master's degree in Health Management from Tra Vinh University.
During his working process, Mr. Huynh Nguyen Loc was the Head of the Labor Department, Ho Chi Minh City Youth Union, term VIII (2007-2012) and term IX (2012-2017).
Since January 2014, Mr. Loc has been the Deputy Director of the Ho Chi Minh City Institute of Traditional Medicine. In August 2015 (at the age of 34), Mr. Huynh Nguyen Loc held the position of Director of the Ho Chi Minh City Institute of Traditional Medicine, then was reappointed in August 2020 and has held this position until now.
In addition, he has held or is holding positions such as Vice President, President of the Ho Chi Minh City Oriental Medicine Association, Member of the Central Standing Committee of the Vietnam Oriental Medicine Association, Member of the Standing Committee of the Vietnam Young Physicians Association, Deputy General Secretary of the Central Vietnam Oriental Medicine Association in charge of the South, President of the Ho Chi Minh City Acupuncture Association, Member of the Executive Committee of the Party Committee of the Ho Chi Minh City Department of Health.
