'People's power' from the draft Political Report of the 10th Congress

Agreeing with the draft Political Report submitted to the Congress, Ms. Nguyen Thi Doan, former Vice President, non-professional Vice President of the Vietnam Fatherland Front Central Committee, President of the Vietnam Association for Promoting Education, said that the content on the situation of the great national unity bloc needs to be expressed more deeply to clearly see the mobilization of "people's strength" when the country is in difficulty. At the same time, it is necessary to mention the people's strength in successfully implementing socio-economic development goals and add the content of "culture - education".

Referring to the content of evaluating the mobilization of people to compete in studying, working creatively, successfully implementing the goals of economic, cultural and social development, maintaining national defense and security, Ms. Nguyen Thi Doan stated that in recent times, the movement to build a learning society has received attention from the Party and the State and has been widely deployed. Therefore, the Political Report needs to clarify this content further, thereby proposing directions for implementing the movement "The whole country competes to build a learning society, promoting lifelong learning in the period of 2023-2030" in accordance with the spirit mentioned by the Prime Minister.

Referring to President Ho Chi Minh's advice: "In the sky, nothing is more precious than the people. In the world, nothing is stronger than the solidarity of the people", Ms. Nguyen Thi Doan said that the Vietnam Fatherland Front must fully exploit "the people are the root", also to promote the extremely important role of the Front. It can be seen that in the past term, the Standing Committee of the Vietnam Fatherland Front Central Committee had many good initiatives and ways of doing things, the strength of national solidarity has never been so strong, especially during the time of preventing Covid-19.

"How can the Political Report show the power of the people, the people are the source of everything?", Ms. Nguyen Thi Doan suggested.

Commenting on the content of the assessment of the Political Report, Professor Tran Ngoc Duong, Chairman of the Advisory Council on Democracy and Law, Central Committee of the Vietnam Fatherland Front, said that it is necessary to emphasize social supervision and criticism activities and to have a profound assessment of social supervision and criticism activities, an assessment of the institutions as well as the creation of conditions to carry out these activities.

"This is considered the key point in the organization and operation of the Vietnam Fatherland Front. Social supervision and criticism should be considered a part of the mechanism for people to control State power through their professional socio-political organizations," affirmed Professor Tran Ngoc Duong.

Professor Tran Ngoc Duong also recommended that there should be a specific regulation to help the Advisory Council be more proactive in advising and assisting the Standing Committee of the Vietnam Fatherland Front Central Committee, especially in social supervision and criticism activities.

Mr. Hoang Dinh Thang, Chairman of the Union of Vietnamese Associations in Europe, Chairman of the Vietnamese Association in the Czech Republic, said that from the perspective of overseas Vietnamese, it can be affirmed that the success of the 2019-2024 term of the Vietnam Fatherland Front is clearly demonstrated through many outstanding events, including the event commemorating the 70th anniversary of the Dien Bien Phu Victory, the Vietnam Fatherland Front mobilized and built 5,000 Great Solidarity houses for the poor in Dien Bien province and the Northwestern provinces. The "echo" from activities to care for the poor in Dien Bien province does not stop at home but has a great influence on the overseas Vietnamese community, bringing practical benefits to the people.

According to Mr. Hoang Dinh Thang, the Party, the State and the Vietnam Fatherland Front pay great attention to the overseas Vietnamese community, not only in terms of policies and guidelines but also in regulations and draft amendments to the Law to ensure the legitimate rights and interests of the overseas Vietnamese community. In recent years, the Vietnam Fatherland Front has coordinated with domestic agencies to organize the Homeland Spring program and many other programs to show concern for overseas Vietnamese living abroad. And from that concern, overseas Vietnamese are also more responsible. Many overseas intellectuals and experts have contributed to the development of the country.

Giving comments at the Conference, Mr. Do Duy Thuong, Deputy Head of the Advisory Council on Democracy and Law, Central Committee of the Vietnam Fatherland Front, said that the draft political report needs to fully assess the achievements and point out the shortcomings during the term, this is the basis for the Vietnam Fatherland Front to build 6 action programs in the new term.

According to Mr. Thuong, one of the important contents that the political report needs to focus on is the assessment of social supervision and criticism activities. This is also one of the very important activities of the Vietnam Fatherland Front in representing and protecting the legitimate rights and interests of the people, participating in Party building and government building. In recent years, the Party has highly appreciated the social supervision and criticism activities of the Vietnam Fatherland Front. In addition, the draft political report must assess the activities of the Presidium and the Standing Committee in implementing the action programs of the past term and deploying new action programs in the coming term.

"In the target direction of the 2024-2029 term, the Vietnam Fatherland Front sets out 6 action programs, including a new program to promote the role of mastery and self-management of the people to build a united, prosperous and happy residential area. This is a very meaningful program. To smoothly implement this new program to the residential area, it is necessary to pay attention to the organization of the Front Work Committee in the residential area because this is the force that specifically reaches the people, representing and protecting the legitimate rights and interests of the people according to the ideology of great national unity," said Mr. Thuong.

And to effectively implement the action programs of the 10th term Vietnam Fatherland Front, Mr. Thuong proposed that there must be fundamental solutions, including evaluating the performance of socio-political organizations and member organizations, because the activities of member organizations are an important contribution to the implementation of the action program of the Vietnam Fatherland Front.
