Conditions for granting identity cards to Vietnamese citizens: People with Vietnamese nationality are Vietnamese citizens and are guaranteed civil rights by the Socialist Republic of Vietnam but must fulfill their civil obligations to the State and society as prescribed by law. The State has policies to enable Vietnamese citizens living abroad to enjoy civil rights and fulfill their civil obligations in accordance with their circumstances of living far from the country. The rights and obligations of Vietnamese citizens who also have foreign nationality and are residing abroad are implemented in accordance with the provisions of relevant laws (as prescribed in Article 5 of the 2008 Law on Vietnamese Nationality). People granted identity cards are Vietnamese citizens; Vietnamese citizens aged 14 and over must carry out procedures for granting identity cards; Vietnamese citizens under 14 years of age are granted identity cards upon request. For Vietnamese citizens residing abroad without a place of residence in Vietnam, the information about the place of residence on the ID card shows the address of residence abroad (clearly transcribed in Vietnamese). According to the provisions of Article 19 of the 2023 Law on Identification and Clause 4, Article 4 of Circular 17/2024/TT-BCA. Thus, with the current legal provisions, all Vietnamese citizens are granted an ID card, regardless of whether they live in Vietnam or abroad. A new point to simplify administrative procedures and create conditions for Vietnamese people residing abroad to be granted an ID card is: - Granting ID cards to Vietnamese citizens residing abroad without a place of residence in Vietnam; - People of Vietnamese origin but whose nationality has not been determined and have lived in Vietnam continuously for 6 months or more at a commune-level administrative unit or district-level administrative unit are also granted an ID card. According to the information you provided, you still have Vietnamese nationality, so you are still a citizen of the Socialist Republic of Vietnam, so the State guarantees you the same civil rights as all other Vietnamese citizens, including the right to be granted an ID card. Therefore, you need to prepare relevant documents showing that you are a Vietnamese citizen such as: birth certificate, Vietnamese passport, decision to restore Vietnamese nationality... to carry out procedures for granting an ID card at the international airport gate in Vietnam according to regulations. Place to carry out procedures for granting an ID card: The ID management agency of the district, county, town, city police, city under the province, city under the central city or the ID management agency of the provincial police, city under the central city where the citizen resides will have the authority to receive the application and carry out procedures for granting an ID card. For cases decided by the head of the ID management agency of the Ministry of Public Security, the ID management agency of the Ministry of Public Security will receive the application and carry out procedures. In case of necessity, the identification management agencies at all levels will coordinate to organize the procedures for issuing identification cards at communes, wards, towns, agencies, units or at the citizen's residence (according to the provisions of Article 27 of the 2023 Identification Law). Implementing the Identification Law, at some international airport border gates in Vietnam, the provincial and centrally-run city police have coordinated with the district police where the international airport is located to receive documents and issue identification cards to Vietnamese citizens returning home from abroad.
