Arriving at Song Lo (Viet Tri city) on the first day of Spring, we drove along the straight asphalt roads of the commune. On both sides of the road, houses were decorated, flags and flowers were bright. Here and there in the fields, the laughter and chatter of farmers visiting their fields together was heard. A new and better life has truly existed - the result of the efforts of each citizen during a long period of continuous efforts, working together with the local Party Committee and government to complete the criteria of a model new rural commune (NTM).
Village roads and alleys of the commune are hardened, ensuring light - green - clean - beautiful, meeting the requirements of trade, production and transportation of goods.
qualitative change
Following the Chairman of the People's Committee of the Commune, Mr. Bui Manh Quang, we went to Area 1 - one of two residential areas selected by the People's Committee of the Commune to build a smart residential area model. Implementing the program and plan of the local Party Committee and government on building a smart residential area, on the basis of maintaining and improving the results of 14/14 criteria to meet the standards of a model new-style rural residential area, Area 1 continues to introduce solutions, while promoting propaganda and encouraging households in the area to be determined to implement the criteria of a smart residential area. On the path of development, receiving the support of the people, in a short time, the smart residential area model has completed 6/6 criteria.
Mr. Nguyen Quang Trung - Head of Residential Area No. 1 excitedly informed: The area has invested nearly 50 million VND to install and put into use 16 surveillance cameras on the main roads and alleys. Currently, nearly 90% of households in the area are covered by fiber optic broadband Internet; more than 90% of working-age people use smartphones; 87% of working-age people use electronic payment accounts; 83% of working-age people are disseminated knowledge about digital skills and basic information security. The area has a Community Digital Technology Team of 8 people who have been fully trained.
Focusing on building a smart residential area model, Song Lo commune has chosen residential areas No. 1 and No. 3 to implement. Up to now, both areas have completed the criteria. Both areas have a community digital technology team; there is a camera surveillance model on the roads and alleys, a server installed at the cultural house of the area, connected to the commune police, area officials and members of the community digital technology team to regularly monitor, supervise, promptly detect and handle unexpected incidents occurring in the residential area.
Originally a purely agricultural commune, Song Lo has known how to take advantage of all potentials and advantages to develop its socio-economy. Especially in the program of building new rural areas, the locality always identifies building new rural areas as a continuous, long-term process, with a starting point but no end point. With that goal, Song Lo commune has constantly improved the "quality" of its criteria.

Complete the big goal
To successfully achieve the goal of reaching the model new rural area by the end of 2024, based on the achieved results, the Commune Party Committee has issued a specialized resolution on building a model new rural area; completed the Steering Committee, assigned specific tasks to members; directed the Vietnam Fatherland Front and socio-political organizations to develop a coordination plan, resolutely and synchronously deploy from the commune to residential areas.
Accordingly, the Commune People's Committee has developed a plan with key tasks, focusing on directing residential areas to continue to accelerate the progress of implementing the construction of model new-style rural residential areas and smart residential areas. At the same time, it focuses on mobilizing resources to improve the quality of groups of criteria that are close to being achieved or have been achieved but are still low; strengthen propaganda and encourage people to actively participate in the program.
Implementing the income criteria, according to regulations, the average income per capita of the commune at the time of consideration and recognition of a model NTM commune must be 10% or higher than the average income per capita applied according to regulations for advanced NTM communes at the same time. To achieve the goal, the commune synchronously deploys solutions and mobilizes all resources; actively transforms the structure of crops and livestock, prioritizes the development of high-value commodity products, supplies the market and creates jobs for the people; develops the farming of buffaloes, cows, pigs and poultry in the direction of industry and semi-industry, increases the application of scientific and technical advances and mechanization in production; diversifies rural occupations; promotes the development of industry, handicrafts, trade and services; coordinates consulting for workers who want to work abroad... Thereby contributing to improving the income of local people. In 2023, the average total income will reach 57.2 million VND/person/year, in 2024 the income will reach approximately 63.1 million VND/person/year (an increase of 10.3% compared to the advanced NTM criteria).
In addition, the commune has achieved 4/4 criteria in the outstanding field of education. Currently, the rate of children of preschool age attending preschool is 90% or more; the rate of 6-year-old children entering grade 1 is 100%; the rate of 11-year-old children completing primary education is 95% or more, the remaining age group is continuing to study; the rate of young people and teenagers aged 15 to 18 studying general education or continuing education at high school level or vocational education is 95% or more.
Comrade Bui Manh Quang - Chairman of the Commune People's Committee proudly informed: With the attention of all levels and sectors, especially the determination of the Party Committee, the government and the local people, promoting internal strength, taking advantage of all advantages, Song Lo has gradually completed the criteria of a new rural commune in 2016, then continued to reach the advanced new rural destination in 2023. Immediately after completing the targets in the advanced new rural criteria set, Song Lo continued to be selected by the city to build a model new rural commune in the field of education. All efforts and attempts of Song Lo have been affirmed. It is expected that the commune will be launched to meet the model new rural standards in the first quarter of 2025.
The drastic and synchronous solutions for building a model new rural area with proactive and creative approaches and the results achieved have not only helped change the appearance of a rural area, but also directly improved all aspects of people's lives, the subjects of the process of building a model new rural area.
At a rare age, Mr. Bui Van Ngon, Zone 1, excitedly shared: Being attached to and witnessing so many changes in this land, I am extremely excited and proud that my hometown is changing day by day, and the lives of the people have also improved a lot.
